MAVCOM to be disbanded and absorbed into CAAM

KUALA LUMPUR: The Malaysian Aviation Commission (MAVCOM) will be dissolved and absorbed into the Civil Aviation Authority of Malaysia (CAAM).

Transport Minister Anthony Loke said the Bill regarding the dissolution and amendment of the two agencies involved will be tabled in the Dewan Rakyat next June.

"After that, the Malaysian aviation industry regulatory body waill be reorganized and placed under one entity to catalyze the civil aviation industry in line with the Government's policy direction to be more competitive at the international level.

"This reform also aims to reduce bureaucracy and improve the effectiveness and efficiency of the civil aviation service delivery system, especially in licensing services.

"With the merger of MAVCOM and CAAM later, there is no longer a need to obtain separate approval from the two agencies.

"On the contrary, a Government entity will process applications for technical approval and issuance of licenses to companies involved in the aviation industry," he said.

He said this in a press conference regarding the Dredging Concession & Direction of Merger of MAVCOM and CAAM today.




Anthony added, this reform will optimize the use of existing human and financial resources, further bringing together a group of civil aviation economic and technical experts under one entity.

Asked about the fate of MAVCOM staff, he insisted that the current process only involves legal aspects and any other steps will only be decided after the Malaysian Aviation Commission (Dissolution) Bill 2024 and the Malaysian Civil Aviation Authority (Amendment) Bill are passed.

However, Anthony also insisted that there will not be any layoffs since MAVCOM staff will be absorbed into CAAM through new positions that will be opened later.

"MAVCOM staff will be absorbed into CAAM. Economic decisions will be made by CAAM, and we will offer placement to MAVCOM staff with the right to reject the offer remaining in the hands of the staff.

"However, there will definitely not be any staff fired. New positions will be opened in CAAM and for sure this will take several months for this process to be completed," he explained.

MAVCOM was established to regulate economic matters related to the civil aviation industry in Malaysia as well as provide for functions and regulations in related matters.

CAAM is responsible for the technical regulation of the country's civil aviation in accordance with the technical and safety procedures set by the International Civil Aviation Organization (IKO).
