After almost a four-year trial, Rosmah Mansor will know tomorrow whether she will be acquitted or convicted on three corruption charges relating to the solar hybrid project for 369 rural schools in Sarawak. - Astro AWANI/Shahir Omar

KUALA LUMPUR: After almost a four-year trial, Datin Seri Rosmah Mansor will know tomorrow whether she will be acquitted or convicted on three corruption charges relating to the solar hybrid project for 369 rural schools in Sarawak.

High Court Judge Mohamed Zaini Mazlan is scheduled to pronounce his verdict at 9 am in an open court.

However, she has filed a last-minute application to recuse Judge Mohamed Zaini from hearing or making a decision on the case.

The application was filed yesterday on the grounds of the purported leaked judgment of her case which was prepared by another party that was viralled by the mass and electronic media last Aug 26 .

It was learnt that the High Court will deal with the application first tomorrow.

The-70-year old wife of former prime minister Datuk Seri Najib Tun Razak is facing one charge of soliciting RM187.5 million and two counts of receiving bribes totalling RM6.5 million from Jepak Holdings former managing director Saidi Abang Samsudin.

The case was conducted by senior deputy public prosecutor Datuk Seri Gopal Sri Ram, while lawyers Datuk Akberdin Abdul Kader and Datuk Jagjit Singh represented Rosmah.

On Feb 18, 2021, Rosmah was ordered to enter her defence on the three charges after the prosecution succeeded in proving a prima facie case against her.

The defence closed its case last Feb 23, after calling two witnesses namely the accused herself and former director of the First Lady of Malaysia (FLOM) division Datuk Seri Siti Azizah Sheikh Abod.

Najib, was supposed to give evidence as the third defence witness. However, on Jan 10, the defence informed the court that they would not be calling the former prime minister to testify.

The prosecution had on Dec 11, 2020 wrapped up its case against Rosmah after calling 23 witnesses in the trial which started on Feb 5 the same year.

Among the witnesses called were Saidi, Rosmah's former aide Datuk Rizal Mansor, former Education Minister Datuk Seri Mahdzir Khalid and the ministry's then secretary-general Tan Sri Madinah Mohamed.

Rosmah was initially supposed to be tried with Rizal, 47, who was charged with four counts of soliciting and receiving bribes on her behalf over the project.

However, the court, on Jan 8, 2020, acquitted Rizal of the charges after the prosecution withdrew all four charges against him. He then became a key prosecution witness.

Rosmah had, on Nov 15, 2018, pleaded not guilty in the Sessions Court here to two corruption charges.

On the first count, she was charged with dishonestly soliciting for herself, made through Rizal, a gratification of RM187.5 million, which is 15 per cent of the value of the contract for the project, from Saidi.

It was as an inducement to help the company (Jepak Holdings) to secure the Hybrid Photovoltaic Solar System Integrated Project and Maintenance and Operation of Genset/Diesel for 369 rural schools in Sarawak, worth RM1.25 billion through direct negotiation from the Education Ministry.

She was charged with committing the offence at Lygon Cafe', G-24, Ground Floor, Sunway Putra Mall, 100, Jalan Putra, Chow Kit, here between March and April 2016.

On the second count, Rosmah was charged with dishonestly receiving for herself RM1.5 million from Saidi for the same purpose at ?her residence in Jalan ?Langgak ?Duta, ?Taman ?Duta, here on Sept 7, 2017.

On April 10, 2019, Rosmah was charged again in the Sessions Court here with accepting gratification of RM5 million from Saidi through Rizal for helping Jepak Holdings to secure the same project on Dec 20, 2016, at Seri Perdana residence in Putrajaya.

The charges, framed under Section 16(a)(A) of the Malaysian Anti-Corruption Commission (MACC) Act, which provides for imprisonment of up to 20 years and a fine of not less than five times the amount of the gratification or RM10,000, whichever is higher, upon conviction.

All the cases had been transferred from the Sessions Court to the High Court for trial presided by Judge Mohamed Zaini.

KUALA LUMPUR: Datin Seri Rosmah Mansor filed a last-minute application to recuse High Court Judge Mohamed Zaini Mazlan from hearing or making a decision on her corruption case involving the RM1.25 billion solar hybrid project.

The application was filed on the grounds of the purported leaked judgment of her case which was prepared by another party that was viralled by the mass and electronic media last Aug 26 .

backup_ads

In the notice of motion, which was obtained by the media, Rosmah, 70, is seeking an order for a stay of the judgment to be made at the end of the solar case, which has been set for tomorrow, or any date after that, until the disposal of the notice of motion in question or the investigation into the matter has been completed.

She is also seeking an order that with the self-recusal of the judge, the solar case should be heard, retried or decided by another High Court judge.

This was confirmed by lawyer Datuk Akberdin Abdul Kader, who is representing Rosmah, when contacted by Bernama today.

In a supporting affidavit filed with the notice, Rosmah said the solar case had gone through a full trial before Judge Mohamed Zaini after she was charged on Nov 15, 2018 and on Feb 18, 2021, she was ordered to enter her defence after the judge ruled there was a prima facie case against her.

The wife of former prime minister Datuk Seri Najib Tun Razak, said the defence closed its case last Feb 18 and the judge set last April 5 for decision.

"However, no decision was given and Judge Mohamed Zaini then set July 7 as the new date. However, that date was also vacated and the new date, Sept 1 (tomorrow), was set," said Rosmah.

Rosmah claimed that last Aug 26, she read an article by Raja Petra Kamarudin, with the title, "Rosmah Mansor Will Be Pronounced Guilty on 1st September 2022" on the Malaysia Today portal.

"I was shocked when I found the content of the article which stated that the decision/judgment for the solar case has been completed, but it was not prepared by the (presiding) judge, but on behalf of the judge," she said.

As such, Rosmah said she lost faith in the judge, who is supposed to give the decision tomorrow.

Rosmah claimed that she also read the author's second article, titled "Download Or View The 71-Page Judgment And Guilty Verdict on Rosmah Mansor Here" with the date on the Malaysia Today portal page and in that article, the author placed a link for the decision/judgment provided by a third party rather, instead of the presiding judge, which can be easily downloaded.

After examining the two articles, Rosmah said she doubted the judge's integrity as the document was prepared by another party, an act which contradicts Paragraphs 5,7,8 and 11 of the Judges' Code of Ethics 2009.

She said the disclosure by the author of the articles was well-founded and authentic as the Office of the Chief Registrar of the Federal Court of Malaysia did not deny the existence of the 71-page judgment.

She claimed the viral judgment had invited various perceptions on the integrity of the court in handling, hearing, discussing and deciding the solar case in an ethical, fair and just manner.

"If this issue is not decided earlier, it will prejudice my rights under the law, due to violations of the Judges' Code of Ethics and the Code of Conduct for Judicial Officers by Yang Arif Mohamed Zaini," stated Rosmah.

Last Aug 27, the Office of the Chief Registrar of the Federal Court of Malaysia lodged a police report over an alleged leak of a court ruling in Rosmah Mansor's corruption trial involving a Sarawak solar project worth RM1.25 billion.

In a statement, it said that the alleged leak was a deliberate attempt to compromise the integrity of the court's operation and administration of justice.

Tomorrow, Judge Mohamed Zaini will give a decision on whether Rosmah will be acquitted or convicted on three charges of corruption.

On Feb 18 last year, Rosmah, 70, was ordered to defend herself against three charges after the prosecution succeeded in proving a prima facie case against her.

She is facing one charge of soliciting RM187.5 million and two counts of receiving bribes totalling RM6.5 million from Jepak Holdings Sdn Bhd managing director Saidi Abang Samsudin.

The bribes were allegedly received through her former aide Datuk Rizal Mansor, as a reward for helping Jepak Holdings to secure the Hybrid Photovoltaic Solar System Integrated Project as well as the maintenance and operation of diesel generator sets for 369 Sarawak rural schools worth RM1.25 billion from the Education Ministry through direct negotiation.

In fact, the King said they were also the keys to gaining strength to face any challenges ahead, in accordance with this year's National Day theme of "Keluarga Malaysia Teguh Bersama" (Keluarga Malaysia Standing Strong Together).

"In that regard, His Majesty said it is a shared responsibility of all to not only preserve and protect national harmony that we have enjoyed so far but also to nurture it among ourselves as a Malaysian Family.

"His Majesty is of the view that if the people stay united, play their roles and hold fast to the keys, then we will be able to curb those groups or extremists who sow seeds of divisiveness and fan the flames of racism to cause disharmony in the country for personal gain," Comptroller of the Royal Household of Istana Negara Datuk Seri Ahmad Fadil Shamsuddin said in a statement today.

Ahmad Fadil said Al-Sultan Abdullah also reminded the people to beware of the wolves in sheep's clothing who were also capable of causing disunity among the people and shaking the country's stability through their lies and seditious remarks statements which contravened the principles of Rukun Negara, the ultimate key to racial harmony and unity.

Ahmad Fadil said His Majesty also called on the people to remember the history of more than six decades ago when the spirit of patriotism and love for the country succeeded in uniting the people, determined and committed, to rise and fight against colonialism until the desired independence finally became a reality.

He said Al-Sultan Abdullah also encouraged the people to commemorate and appreciate the deeds and contributions of the patriots and freedom fighters, as well as security forces personnel who freed the country from the grip of colonialism and foreign enemies.

"Hence, His Majesty also expressed the view that if the spirit of the struggle over six decades ago could be inculcated and nurtured among today's generation in celebrating this historic day, surely the people will be able to observe and appreciate the value of the spirit of patriotism for the country and racial unity," he said.

While wishing Happy National Day to all Malaysians, Al-Sultan Abdullah also expressed gratitude for the unity and harmony of the people continue to be a strong foundation in maintaining stability, peace and prosperity in the country.

Al-Sultan Abdullah and Raja Permaisuri Agong Tunku Hajah Azizah Aminah Maimunah Iskandariah also prayed for Malaysia to continue to be in the mercy and protection of Allah SWT and blessed with sustenance, prosperity, wellbeing and lasting peace and unity.

Petronas' net profit, revenue surge in Q2 on favourable price impact

Petroliam Nasional Bhd's (Petronas) net profit jumped to RM23.0 billion for the second quarter ended June 30, 2022 (Q2 2022) from RM9.6 billion in the same period a year earlier.

KUALA LUMPUR: Petroliam Nasional Bhd's (Petronas) net profit jumped to RM23.0 billion for the second quarter ended June 30, 2022 (Q2 2022) from RM9.6 billion in the same period a year earlier, in tandem with higher revenue partially offset by higher product costs and taxation.

The national oil firm's revenue also surged to RM93.3 billion compared with RM57.1 billion in the same quarter last year, predominantly due to the favourable price impact for all products and favourable impact of the exchange rate.

backup_ads

Petronas president and group chief executive officer Datuk Tengku Muhammad Taufik Tengku Aziz said the company's efforts were geared to continue strengthening the energy ecosystem in Malaysia and the countries it operates in.

"To this end, the group remains committed to creating value that supports Malaysia's economic growth. This includes supporting the resilience of the local oil and gas ecosystem and cultivating strong partnerships towards sustaining conducive environment for business to thrive," he said.

Tengku Muhammad Taufik said this at the announcement of Petronas' Q2 2022 financial results here, today.

Cash Flows from Operating Activities (CFFO) for the quarter improved to RM34.5 billion from RM18.4 billion in the same quarter last year in line with higher cash from operations.

In the first six months of 2022, Petronas' net profit stood at RM46.4 billion compared with RM18.8 billion previously, in tandem with higher revenue following an upward trend in prices partially offset by higher product costs and taxation.

The group recorded a revenue of RM172.1 billion in the first half of 2022 (1H 2022) compared with RM109.6 billion in 1H 2021, mainly due to favourable price impact for major products aligned with higher benchmark prices.

Total assets strengthened to RM699.5 billion in 1H 2022 compared with RM635.0 billion as at Dec 31, 2021, mainly contributed by higher cash and fund investments and receivables.

In the first half of 2022, Petronas' CFFO stood at RM62.4 billion compared with RM32.7 billion previously, in line with higher cash from operations.

The group's capital expenditure (capex) amounted to RM18.9 billion, mainly contributed by upstream projects.

Petronas said its overall capex spent during the quarter was reflective of the volume of activities returning to pre-pandemic levels.

The group's upstream division recorded a total daily production average of 2.43 million barrels of oil equivalent (boe) per day in 1H 2022, compared with 2.35 million boe in the same period a year earlier, mainly driven by high oil and gas production from Malaysia operations, as well as higher crude oil production from international operations.

However, this was offset by lower natural gas production from international operations following the divestment of its Azerbaijan assets, said Petronas in a statement.

President/group chief executive officer Datuk Tengku Muhammad Taufik Tengku Aziz said the new dividend was in addition of the RM25 billion dividend that had been approved in February 2022.

"The additional RM25 billion dividend has been approved by the board after having carefully and rigorously assessed the group's affordability to continue funding its operations, service its debt and meeting its obligations as well as invest in future growth," he told reporters after announcing the group's half-year financial performance ended June 30, 2022 here today.

Tengku Muhammad Taufik said the group remained committed to accelerate its approved investments as it needed to future-proof its operations towards energy transition.

He said the total dividend payout of RM50 billion in 2022 was one of the highest payment made by the group, following a total payment of RM54 billion in 2019.

Asked whether the additional dividend payment would impact Petronas, Tengku Muhammad Taufik reiterated that the group would need to spend very prudently but in a profitable manner.

KUALA LUMPUR: After 17 days in the witness stand, Datuk Seri Dr Ahmad Zahid Hamidi finally completed giving evidence to defend himself today, against charges of corruption involving tens of millions of ringgit belonging to Yayasan Akalbudi (YAB).

Ahmad Zahid, 69, who gave his sworn testimony before Judge Datuk Collin Lawrence Sequerah starting April 13, denied all the allegations against him.

On the subsequent proceedings, lawyer Hamidi Mohd Noh representing Ahmad Zahid said the number of defence witnesses would be reduced to 40 from 43.

"The defence will prepare the witness statements and submit them to the prosecution within 14 days before they testify," said the lawyer.

Judge Sequerah: Is it still necessary to call 40 witnesses?

Hamidi: Yes, Your Honour, even if the number reaches 40, they will not take much time, in fact we will follow the trial schedule that has been set.

However, deputy public prosecutor Datuk Raja Rozela Raja Toran proposed that only 20 witnesses be called to testify.

"Earlier, it was said 43 witnesses will be called to give evidence, now it is down to 40, but it is still considered too many. So I propose that the court set additional dates for the coming proceedings," she said.

Ahmad Zahid's lead defence lawyer, Datuk Hisyam Teh Poh Teik , however said there was no need to set additional dates at this time because the witnesses would not take too long to testify.

The court then set that 40 witnesses will be called over 20 days from Sept 19 to 22 Sept, Sept 26 to 29, on Oct 17, 18, 19, 20 and 31 and Nov 1, 2 3, 7, 8, 9 and 10.

Ahmad Zahid is facing 47 charges, namely 12 charges of criminal breach of trust, eight charges of corruption and 27 charges of money laundering involving tens of millions of ringgit belonging to YAB.

"In the context of brotherhood, relatives are cared for; in the context of family, family members are protected; in the context of community, the community is safeguarded; in the context of a nation, racial unity is key; indeed, we are all one family: Keluarga Malaysia (the Malaysian Family), perpetuator of heritage," he said.

Recalling history, Ismail Sabri reminded Malaysians that the fruits and blessings of independence did not merely fall onto our laps, but was achieved through blood, sweat and tears.

"Many lives were lost, as with damage to property and assets in the pursuit of independence," he said.

Citing the names of Mat Kilau, Datuk Dol Said, Tok Janggut, Datuk Bahaman, Tok Gajah, Rentap, Datuk Maharajalela, Dato' Sagor, Haji Abdul Rahman Limbong, Datu Mat Salleh and Rosli Dhobi, the prime minister said they were among the historical figures who sacrificed themselves for their beloved nation.

"Mat Kilau once called for the younger generation to continue the struggle; not let the nation be forsaken, and not be easily defeated.

"Such spirit must be instilled in the younger generation to remember our national heroes, in addition to guiding our leaders towards the right path according to religious teachings and demands," he said.

He said it was such a fighting spirit and struggles that manifested and paved the way for the 1956 independence talks in London.

"It is these values of independence that successfully went on to foster unity within a diverse Keluarga Malaysia of various races and religions, besides national cultural integration that spans across the Peninsula, Sabah and Sarawak.

"There are no words that can describe our admiration and gratitude for the sacrifices and struggles of our past national heroes, including members of our security forces - the military and the police," he said.

Moving forward, Ismail Sabri reminded Malaysians that in modern times, colonisation is no more what it was in the colonial era, and said that if the 'rakyat' are disunited and failed to defend the independence won through the heroic struggles of yesteryears, history could repeat itself and the nation may find itself colonised once again.

The prime minister said that even though this new form of colonisation is not physical in nature, it is dangerous nevertheless and the easiest way to plunder (cause damage to) the minds and identity of the people, and go on to destroy a nation.

"This emerging modern era of colonisation which has not spared all nations is colonisation in the fields of economy, technology and culture. These external elements apply various sophisticated methods to recolonise.

National Day is back to being celebrated on a grand scale this year after the nation was hit by the COVID-19 pandemic in 2020, thus allowing the 'rakyat' to physically participate in the celebrations.

The National Day celebration will be held at Dataran Merdeka, here, starting as early as 7 am tomorrow, and it will be graced by Yang di-Pertuan Agong Al-Sultan Abdullah Ri'ayatuddin Al-Mustafa Billah Shah and Raja Permaisuri Agong Tunku Hajah Azizah Aminah Maimunah Iskandariah.

In paying homage to the Yang di-Pertuan Agong, the prime minister said His Majesty is the protector of the nation who unites the people regardless of race, religion and political leaning.

"Alhamdullilah (Praise be to God), this year, Keluarga Malaysia nationwide will have the opportunity to celebrate National Day on a grand scale as one harmonious and prosperous society," he said.

KUALA LUMPUR: Malaysia hopes the issue involving the cessation of Iranian airline Mahan Air's flight operations to Kuala Lumpur since Aug 13 following refuelling issues at the Kuala Lumpur International Airport (KLIA) can be resolved immediately.

Prime Minister Datuk Seri Ismail Sabri Yaakob said he also hoped Mahan Air will be able to continue operations in KLIA very soon.

This was among the matters discussed when he received a call from Iranian President Seyyed Ebrahim Raisi today.

Mahan Air began operations in 1992 and was the first private airline in the Middle East.

"In our conversation, President Raisi also congratulated Malaysia over the National Day celebrations tomorrow.

"Among (other) matters that were discussed were bilateral relations between Malaysia and Iran as well as other issues involving the interests of Muslims," he said in a Facebook post tonight.

All direct flights from Iran to Malaysia were stopped since Aug 13 as refuelling in the country is no longer allowed as a result of sanctions by the United States.

On bilateral relations, Ismail Sabri said Malaysia is very happy with the close relations enjoyed between the two countries, established since 1968, adding that Malaysia will continue strengthening bilateral relations with Iran.

In 2021, Iran was Malaysia's seventh largest trading partner in West Asia, with total bilateral trade valued at RM2.63 billion (USD$0.64 billion), an increase of 68.2 percent compared to the previous year.

PUTRAJAYA: Prime Minister Datuk Seri Ismail Sabri Yaakob today announced several good news for civil servants including an additional RM100 in their annual salary increment (KGT) and special financial assistance (BKK) of RM700 for 2023.

He said the additional KGT of RM100 is for civil servants from Grade 11 to 56 and will be paid from January 2023 involving a total of 1.28 million recipients and a financial implication of RM1.5 billion.

backup_ads

"So, if the KGT for those in Grade 11 is currently RM80, in 2023 he will receive the basic KGT of RM80 and an additional RM100, bringing the total of KGT to RM180," he said at the 18th Civil Service Premier Message Gathering (MAPPA XVIII) attended physically by 4,000 civil servants and thousands of others online, today.

He also announced the BKK of RM700 for civil servants Grade 56 and below, as well as RM350 for government pensioners and non-pensionable veterans, which also will be paid in January 2023.

"The grievance of civil servants are always heard by the government," he said to the cheers of the civil servants.

MAPPA is the annual event where the prime minister delivers his message to civil servants from various public and civil services at the federal and state levels, as well as local governments and government-linked companies.

It was also attended by Chief Secretary to the Government Tan Sri Mohd Zuki Ali, Director-General of Public Service Datuk Seri Mohd Shafiq Abdullah and Cabinet ministers including Communications and Multimedia Minister Tan Sri Annuar Musa.

President of Congress of Unions of Employees in the Public and Civil Services (Cuepacs) Datuk Adnan Mat was also present.

At the event, Ismail Sabri also announced the increase of maximum days for the Cash Award in lieu of Leave (GCR) to 180 days from the current 160 days.

"The government understands that because of the heavier tasks coming their way, many civil servants had not been able to take their annual leave.

"With the increase in the GCR, they can save their annual leave for a cash award for their retirement later," he said.

The Prime Minister also announced an additional five days of annual leave, bringing the total to 15, for Education Service officers who have served for more than 10 years.

He said this will benefit approximately 500,000 teachers who can use it for emergency or urgent matters, or just save it for a higher GCR cash award.

Also announced was the expansion of the definition of family members for unrecorded leave facility involving the death of close family members.

"Prior to this, unrecorded leave for funeral affairs was only subject to the death of husband or wife, biological mother and mother-in-law, biological father and father-in-law and children, but now, the definition of family members is extended to siblings, grandmothers and grandfathers of the civil servant," he said.

He also announced the improvement made to the annual salary movement for officers who have reached their maximum salary.

"The government has agreed to improve the fixed rate of 3 per cent received by officers who have reached the maximum salary to a new rate which will be standardised according to grade for all service classifications, effective Jan 1, 2022," he said.

Ismail Sabri said the Public Service Department (PSD) would issue a circular to provide a detailed explanation on the matter.

He said the government also agreed that the PSD should speed up study on the Public Service Remuneration System by taking into account the overall aspects of human capital development.

"The study should also cover all aspects of remuneration and services so as to be relevant with the current situation and government's financial capability," he said.

In his message, Ismail Sabri also thanked all civil servants who had always strived to ensure that government machinery is working effectively to implement all policies and ensure the success of each aspiration of the government.

"If their productivity can be increased, the country's economy will be strengthened and the government will surely be able to improve infrastructures and facilities for the Malaysian Family as a whole," he added.

KUALA LUMPUR: Datuk Seri Dr Ahmad Zahid Hamidi told the High Court here today that as a Muslim, he would reject donations channeled to Yayasan Akalbudi (YAB) if he knew they had come from illegal activities.

Ahmad Zahid, 69, who was referring to a RM10 million contribution received from a donor from Sarawak through a businessman, Wong Sang Woo @ Wong Shuh Chain, said the money received via 10 cheques was clean.

backup_ads

"The donor was from Sarawak and Wong was a partner to that donor who is not from Malaysia. As he was abroad, he handed over the donation through Wong.

"As such, I was of the view that the money received was not derived from illegal activities or illegal sources. As a Muslim, if I knew it was from illegal sources, I would have turned down such contributions. That is my stand," he said.

The former deputy prime minister said this during re-examination by his lawyer, Hamidi Mohd Noh when making his defence on 47 charges, involving 12 for criminal breach of trust (CBT), eight charges for corruption and 27 charges for money laundering, involving tens of millions of ringgit belonging to Yayasan Akalbudi (YAB).

Prior to this, Malaysian Anti-Corruption Commission (MACC) investigating officer Christ Sheldon Merun told the court that Ahmad Zahid had requested for a RM10 million donation from Wong, a director of Chia Bee Enterprise Sdn Bhd, at a dinner in 2015, in which the accused had said that the contribution was to assist the poor and the needy.

MACC investigating officer, Mohd Amirudin Nordin Wong had also testified previously that Wong could not be located to testify and a check with the Immigration Department showed that he was abroad, adding that only his witness statement could be produced in court.

On the RM7.5 million donation received by Yayasan Al-Bukhary, Ahmad Zahid said although the donation was received from his friend, Tan Sri Syed Mokhtar Al-Bukhary in the form of cash, it was not for his personal use.

Ahmad Zahid said the money was a political contribution or a charitable donation based on bai'ah (allegiance), and therefore, was not deposited into his personal account.

"Switching it cheques was the initiative of Omar Ali himself, and not upon my instruction," he added.

The trial before Judge Datuk Collin Lawrence Sequerah continues tomorrow.

PUTRAJAYA: A decision on whether to abolish the use of face masks in enclosed spaces will be looked into and decided by the Health Ministry (MoH), National Recovery Council (MPN) chairman Tan Sri Muhyiddin Yassin said.

He said the MPN meeting today raised the issue of whether the use of face masks was still necessary if the COVID-19 situation improves further to Deputy Health Minister Datuk Dr Noor Azmi Ghazali.

backup_ads

"He (Dr Noor Azmi) said the ministry will closely study the matter. This is not just because Singapore had done it, and so we have to as well," he told a media conference after chairing the meeting here.

According to media reports, people in Singapore today will no longer be required to wear face masks except on public transport and in healthcare facilities.

Muhyiddin believes that wearing a face mask is the best measure to ensure one is not infected with COVID-19, adding: "It has already become a habit for people in this country after two years of dealing with the pandemic."

"I believe the use of face masks has become more of a habit rather than a compulsion. If and when the time comes that it is not made compulsory, the people can still continue to use them if they want to feel safe," he said.

On the implementation of the 2022 Tourism Recovery Plan launched by the Ministry of Tourism, Arts and Culture (MOTAC) last May, Muhyiddin believes that the four-year recovery period proposed by MOTAC is too long.

The former prime minister suggested that MOTAC be more aggressive in its plans and actions as failure to revive the tourism industry in a strong manner will affect the country's economic recovery.
