SHAH ALAM: Barisan Nasional (BN) component parties are urged to conduct an assessment of voter sentiments so as to gauge their own strengths ahead of the 15th general election (GE15), UMNO vice-president Datuk Seri Ismail Sabri Yaakob said.

The prime minister said this was important to understand voter sentiments in the mission to restore voters' trust in BN, in addition to ensuring that the assessment of their party's strengths and also of the Opposition is based on facts and not emotions.

"We will need a detailed assessment. If we are not aware (of strengths and weaknesses), we would end up being taken by surprise in the general election.

"People have now begun to compare with the Pakatan Harapan (PH) government and they are not confident in giving (PH) another chance, and I believe they will not give the Perikatan Nasional (PN) government a chance as well.

"I am confident the people will give us (BN) a chance if they are confident we can take care of them," he said in his opening speech at the Selangor BN Convention here today.

Also present was Selangor BN chairman Tan Sri Noh Omar.

Meanwhile, Ismail Sabri said it was important for all BN members to put a stop to the 'cas keting' (East Coast dialect to denote sabotage) practice if they are not chosen as candidates in GE15, and also to understand their roles in ensuring a BN win.

"To sulk, be disappointed for a day or two, that I can understand. However, you cannot sabotage friends who are contesting as they are not representing themselves but BN," he said.

He said BN must ensure unity prevails within the coalition to win the hearts of the people, in turn establishing a stable government.

In addition, Ismail Sabri said it was also important for BN component parties to be the voice of the government in disseminating accurate information to the masses, particularly on initiatives taken for the well-being of the people.

Therefore, he said BN component parties must be astute in countering allegations, including from the Opposition, especially through their own social media platforms, to ensure the government and the coalition's image is not marred.

"The general election is near. Not too long from now, but we have to work as though it is tomorrow," he said.

Ismail Sabri said that it was also important for BN component parties to reflect on its GE14 defeat, which led to the coalition, with limited allocations by virtue of being the Opposition, not being able to help the people as much.

He said the people had suffered under PH rule after financial assistance and projects were postponed, reduced or shelved.

Meanwhile, Ismail Sabri, who was former Selangor BN chairman from 2018-2019, said it was important that Selangor BN finds the right formula to wrest the state back after straight defeats over three terms.

"I am confident Selangor BN is vastly experienced under Tan Sri Noh Omar's leadership, and when I eventually announce Parliament's dissolution, we will regain Selangor once more.

"(And) not just Selangor alone, we will have total control of the federal government," he said.

In the first set, the Malaysian pair led 20-17 before Laos drew level at 24-24.

KUALA LUMPUR: The establishment of Barisan Nasional (BN) Puteri which was approved today is important as the party prepares for the upcoming 15th general election (GE15), said BN chairman Datuk Seri Dr Ahmad Zahid Hamidi.

He said the approval which would be sanctioned at the BN Supreme Council meeting in August would also see new BN Puteri candidates being nominated to contest in GE15.

"The reality before us is that, if we want to win, we must feature more new faces as proven in the Melaka state election, when 87 per cent were new faces and we managed to win over two-thirds majority.

"The formula adopted in the Johor and Melaka polls was the best and we will do better than that, we prioritised on fresh faces after learning from the political tsunami in GE14," he told a press conference after officiating at the BN Puteri convention here today.

According to him, preparation for BN Puteri, a combination of the female youth wings of component parties such as Puteri MIC and Beliawanis (MCA) was at the optimum, thus showing the seriousness of the BN machinery in facing the challenges of the upcoming polls.

"I see that among the component parties, the effort to strengthen BN is clearer and definitely we must set aside our differences," he said.

Meanwhile, commenting on the Anti-Party Hopping Bill that was passed, Zahid said the matter is a manifestation of the agreement of all political parties to ensure that the trust placed by the people in leaders is protected.

Earlier, the Constitution (Amendment) Bill (No. 3) 2022, to create a provision prohibiting Members of Parliament (MPs) from changing parties, received the support of more than two-thirds of MPs, with 209 out of 220 MPs being in favour.

HONG KONG: A huge video panel fell on the stage during a concert by popular Hong Kong boyband Mirror on Thursday, crushing one performer and trapping others, prompting a government investigation and the suspension of future shows.

At least two dancers were injured, with one in a serious condition and the other stable, local broadcaster RTHK reported. Three members of the audience were also injured, local media reported, with many fans emotional after the harrowing scenes.

"I am shocked by the incident. I express sympathy to those who were injured and hope that they would recover soon," Hong Kong Chief Executive John Lee said on Friday.

The government would investigate and review safety procedures to protect performers, staff and the public, he said.

Kevin Yeung, the city's Culture Secretary, said the show would be suspended until the stage structure was safe. The government's leisure bureau had already contacted the concert organiser about other stage incidents in recent days, he said in a statement.

The hugely popular cantopop group was formed in 2018 through a reality television show and had planned a series of 12 shows at Hong Kong's Coliseum, next to the city's Victoria harbour.

More than 13,000 Mirror fans signed an online petition asking the concert organiser to resolve the problems and ensure safety for all performers, according to the petition's website.

MakerVille, the concert organiser which is owned by Hong Kong tycoon Richard Li's PCCW Media Group, said it was thoroughly investigating the cause of the accident.

"We are deeply sorry that the incident caused unease to viewers or others affected."

KUALA LUMPUR: A former director of the Malaysian Intellect Development Foundation (MIDF) was fined RM85,000, in default six months jail, by the Sessions Court here today for falsifying payment vouchers on expenditure by the Indian Community Transformation Unit (Mitra) funds for Tamil Schools Post COVID-19 Assistance (TAS-COVID) programme.

Judge Suzana Hussain meted out the fine on S. S. Vijaya Kumar, 47, after he pleaded guilty to an alternative charge with using as genuine a forged document.

backup_ads

According to the charge, Vijaya Kumar, who now works as an independent consultant, was accused of using a forged document, which is a MIDF payment voucher dated Nov 24, 2020, amounting to RM75,000 for supply of hand sanitiser, which he had reason to believe the document was false, as genuine.

The offence was committed at Mitra, Ministry of National Unity, Lebuh Perdana Timur A, Federal Government Administration Centre, Putrajaya on July 2, 2021.

He was charged under Section 471 of the Penal Code, which carries an imprisonment for up to two years or a fine or both, upon conviction.

Earlier, during mitigation, Vijaya Kumar, unrepresented, said he regretted his action and that he cooperated with the Malaysian Anti-Corruption Commission (MACC) when he was in remand for six days.

"There was no financial transactions from the Mitra programme into my account and I have resigned from all positions at MIDF. Now I work as an independent consultant and my income is not stable," he added.

Deputy public prosecutor A. Kalaivani prosecuted.

According to the facts of the case, the accused had prepared a false supporting document, namely the MIDF payment voucher in the final report to Mitra for the TAS-COVID programme expenditure, whereby investigation found that the company named in the payment voucher did not supply hand sanitiser for the programme.

KUALA LUMPUR: Malaysia's official reserve assets amounted to US$109.02 billion (US$1=RM4.45) as at end-June 2022, in accordance with the International Monetary Fund's Special Data Dissemination Standard (IMF SDDS) format.

In a statement today, Bank Negara Malaysia (BNM) said other foreign currency assets stood at US$5.9 million.

backup_ads

The central bank said the detailed breakdown of international reserves based on IMF SDDS format provides forward-looking information on the size, composition and usability of reserves and other foreign currency assets, and the expected and potential future inflows and outflows of foreign exchange of the Federal government and BNM over the next 12-month period.

"For the next 12 months, the pre-determined short-term outflows of foreign currency loans, securities and deposits, which include, among others, scheduled repayment of external borrowings by the government and the maturity of foreign currency Bank Negara Interbank Bills, amounted to US$8.15 billion.

"The short forward positions amounted to US$14.0 billion as at end-June, reflecting the management of ringgit liquidity in the money market," the central bank said in an explanatory note on 'Detailed Disclosure of International Reserves as at end-June 2022? released today.

In line with the practice adopted since April 2006, the data excludes projected foreign currency inflows arising from interest income and the drawdown of project loans. Projected foreign currency inflows amount to US$2.12 billion in the next 12 months.

BNM said the only contingent short-term net drain on foreign currency assets are government guarantees of foreign currency debt due within one year, amounting to US$401.6 million.

There are no foreign currency loans with embedded options, no undrawn, unconditional credit lines provided by or to other central banks, international organisations, banks, and other financial institutions.

"BNM also does not engage in foreign currency options vis-a-vis ringgit," it added.

PUTRAJAYA: A lorry attendant lost his appeal at the Court of Appeal today to set aside his conviction and death sentence for trafficking in 83.03 grammes of Methamphetamine four years ago.

M. Santanasamy, 45, also failed in his appeal to set aside his conviction, jail sentence and whipping meted on him on another two charges of drug possession.

A three-member panel comprising Court of Appeal judges Datuk Kamaludin Md Said, Datuk Wira Ahmad Nasfy Yasin and High Court judge Datuk Collin Lawrence Sequerah dismissed Santanasamy's appeal.

Justice Kamaludin said there were overwhelming evidence that pointed to Santanasamy having custody and control of the drugs.

Santanasamy's conviction is safe and his appeals are dismissed, he added.

Santanasamy has one more round of appeal, that is to the Federal Court.

He was charged in the High Court with two other persons, K. Thierruselvan and S. James, with trafficking in 83.03 grammes of Methamphetamine, as well as possession of 7.48 grammes of cannabis and 10.13 grammes of heroin.

They were charged with committing the offences in a house in Taman Sri Rampai, Wangsa Maju, Kuala Lumpur, at about 11.40 am on Feb 14, 2018.

On Aug 14, 2020, the High Court convicted Santanasamy for the drug trafficking offence and sentenced him to death.

He was also found guilty for possession of the cannabis and sentenced to 11 years jail and 10 strokes of the rotan, and two years jail for possessing of heroin.

The High Court, however, discharged and acquitted K. Thierruselvan, 38, and S. James, 43, for the trafficking offence and possession of cannabis.

The two men were convicted for possession of heroin and sentenced to two years jail. Both did not appeal against the conviction and sentence.

Lawyer S.S Ruban represented Santanasamy, while deputy public prosecutors Datin Asmah Musa and Wong Poi Yoke prosecuted.

BIRMINGHAM: A Commonwealth Games that once appeared doomed exploded into life with a dazzling opening ceremony on Thursday that put a modern spin on a sporting event often seen as a relic of the British Empire's colonial past.

Ten years after the 2012 London Olympics it was Birmingham's moment in the spotlight, although a smaller one, as Prince Charles, reading a message on behalf of The Queen contained in a Baton that had travelled through all 72 nations and regions of the Commonwealth, declared the Games open.

No one could deny Birmingham for giving itself a massive pat on the back for taking on the responsibility of staging the 2022 Games after Durban, South Africa was stripped of hosting duties for failing to deliver on promises made in its bid.

Instead of the usual six-seven years to prepare, Birmingham had four and that challenge was multiplied by the arrival of COVID-19.

While the pandemic forced the delay of an Olympics and an Asian Games, Birmingham pushed ahead, delivering on its promise of an on time, on budget project.

"I'm a Brummy and this is a great city founded by people who just got on with," said Birmingham 2022 chair John Crabtree. "People just go on with it, that's why we're here frankly.

"Birmingham is a modest city that would like to have the spotlight on it for just a bit."

For one night at least, Birmingham got its due as 30,000 spectators packed into renovated Alexander Stadium to take in a slick show that would match up against any Olympic production, Organisers say it was watched by over a billion people.

CLASSIC STAPLES

The ceremony delivered all the classic staples of an opening night extravaganza from the parade of athletes to a shower of thundering fireworks.

But it was the high-tech story-telling of Stella and The Dreamers, a group of young athletes from around the Commonwealth who explore Birmingham’s history representing a better, brighter future that provided the backbone of the two and a half hour show.

While evening celebrated Birmingham's cultural diversity and tolerance, Britain's Olympic diving champion Tom Daley, who came out as gay in 2013, used the moment to remind everyone that some Commonwealth nations still enforce homophobic colonial-era laws.

Homosexuality is a criminal offence in 35 of the 56 nations that make up the Commonwealth where punishments include whipping, life imprisonment and the death penalty.

Daley, who is not competing in Birmingham, ran the Queen’s Baton into the darkened stadium as LGBTQ+ flags lined his path.

At the same time, the Birmingham Games will break new ground with more medals awarded to women (136) than men (134), a first for a multi-sport event.

Activist Malala Yousafzai, the 2014 Nobel Peace Prize laureate who was shot in the head by a Taliban gunman and spent part of her recovery in Birmingham's Queen Elizabeth Hospital, also had message.

"Every child deserves the chance to reach her full potential and pursue her widest dreams," she told the audience.

The evening began with a flyover by the Red Arrows and ended with West Midlands rock band Duran Duran revving up the crowd under a canopy of fireworks.

As always, however, the most anticipated moment of the night was the parade of nations as nearly 5,000 athletes from 72 countries and territories, who will compete for medals in 19 sports over 11 days, made their entrance.

Australia, widely expected to battle for top spot on the medal table as usual, were first into the stadium while their great rivals England were last and greeted with a huge roar.

Indonesia withdraws restrictions on workers' entry to Malaysia

Indonesia withdraws restrictions on workers' entry to Malaysia

BERNAMA

28/07/2022

JAKARTA, July 28 (Bernama) -- Indonesia lifted its restrictions on the entry of its workforce into Malaysia, and agreed to integrate the existing system between the

Malaysian Immigration Department and the Indonesian Embassy in Kuala Lumpur for the recruitment of Indonesian domestic workers (PDI).

Human Resources Minister Datuk Seri M. Saravanan said the integration of this system will act as a single channel for the recruitment and entry of PDI into Malaysia

as agreed in the previous Memorandum of Understanding (MoU).

"This system will be operational in  three more weeks under the supervision of the Malaysia-Indonesia Joint Working Group," he said in a statement with his Indonesian counterpart Ida Fauziyah.

He said a pilot project will be implemented for a period of three months once the system’s integration is completed to ensure the smooth execution of the single channel system.

"Therefore, the Indonesian side has agreed to withdraw the restrictions on the entry of PDI and Indonesian labourers (TKI) into Malaysia starting Aug  1," said Saravanan.

Saravanan believes that the resolution of the issues in the MoU of the PDI will lead to the smooth entry of Indonesian workers into Malaysia in the domestic service sector as well as other sectors that are allowed to employ foreign workers.

Therefore, he reminded employers whose foreign worker quotas have been approved by the Ministry of Human Resources to immediately make levy payments with the Malaysian Immigration Department.

Employers who wish to employ Indonesian workers can recruit from Monday next week, he said.

On July 13, Indonesia announced the decision to temporarily freeze the entry of all the country's workers into Malaysia for not using the single system as previously agreed. Saravanan was in Jakarta in conjunction with the meeting of the Joint Working Group between Malaysia and Indonesia as outlined in the MoU regarding the PDI which was completed on July 27.

This meeting discussed policy and technical issues in the implementation of the MoU signed on April 1, 2022.

Earlier, Ida said a mutual agreement on the necessary steps is important to ensure the full implementation of the MoU, especially on the One Channel System (OCS).

Previously, the Joint Working Group had discovered several policy and technical implementation issues that could affect the implementation of the MoU.

"We agree to take all the necessary steps to ensure that the terms in the MoU are fully complied with by all parties by involving the respective governments' relevant agencies or institutions," she said. Ida added the effectiveness of the implementation of the commitments made in the MoU is also important before Indonesia sends PDI back to Malaysia later in August. -- BERNAMA

KUALA LUMPUR: Malaysia hit a historic political milestone today when the amendment to the Federal Constitution to prohibit members of Dewan Rakyat from changing parties or committing party-hopping was passed after it received two-thirds majority support from the Dewan Rakyat.

Through a bloc voting, 209 out of the 220 Members of Parliament (MPs) voted in favour of the Constitution (Amendment) Bill (No. 3) 2022, while 11 others were absent.

"Congratulations to all MPs who were involved in creating history today," Speaker Tan Sri Azhar Azizan Harun said after announcing the result of the bloc voting.

The amendment was debated by 54 MPs after it was tabled for a second reading by Prime Minister Datuk Seri Ismail Sabri Yaakob yesterday.

The amendment comprised four paragraphs and six clauses, including a clause stating that a member of Dewan Rakyat will lose the seat that he won if he switches to another party.

Minister in the Prime Minister's Department (Parliament and Law) Datuk Seri Dr Wan Junaidi Tuanku Jaafar when winding up the debate on the bill said members of the Dewan Rakyat who quit their party to join another will cease to be a Dewan Rakyat member and must vacate their seats.

He said independent members of Dewan Rakyat who formed a political coalition and become direct members of the coalition, will also be deemed as having switched parties if they left the coalition.

However, he said any action of a political party to leave a coalition and join another will not be deemed as changing parties.

Meanwhile, Wan Junaidi said if a member of Dewan Rakyat upheld principles contrary to his party which, according to the party constitution, can cause him to be sacked from the party, he will also be deemed as having jumped ship and must vacate his seat.

"In regard to this, the party constitution will decide the action to be taken against the member of Dewan Rakyat. So, there is a need for an amendment to be made to the party constitution to ensure that it is in line with this bill," he said.

The constitutional amendment bill was tabled for first reading at the Dewan Rakyat special sitting on April 11 but had to be re-scrutinised in terms of setting a clearer policy.

The same special meeting also approved the motion to set up the Special Select Committee comprising both government and opposition representatives to give their recommendations on the proposed amendment.

The Special Select Committee had held seven meetings and discussions between April 15 and July 12, while engagement sessions between the MPs from both the government and opposition blocs had also been held on July 25 and 26 before the bill was finally tabled for the second reading yesterday.

The Dewan Rakyat sitting continues on Monday.

KUALA LUMPUR: A Member of Parliament elected by the people through a general election will lose the seat that was won, if he or she switches party or commonly known as party hopping.

The matter is contained in the Constitution (Amendment) Bill (No. 3) on the provision of the Prohibition of Members of Parliament from Party Hopping which was tabled for a second reading by Prime Minister Datuk Seri Ismail Sabri Yaakob in the Dewan Rakyat today.

The enacted Constitutional Amendment contains four paragraphs and six clauses, with four of them being new clauses.

"The New Clause 4 aims to insert a new Article 49A into the Federal Constitution to provide that a Member of the House of Representatives shall cease to be a member of the House and his/her seat shall become vacant as soon as a contingency vacancy date is determined by the Speaker of the House," said Ismail Sabri.

He said the same applies to Independent MPs who after being elected to the House of Representatives, joins a political party.

"Any Member of Parliament who switches to another political party or who leaves the political party of which he was a candidate during the election to become an Independent MP, will cease to be a Member of the Dewan Rakyat and will have to vacate his/her seat," he said.

Ismail Sabri however said, a Member of Parliament will not lose his seat if he/she was dismissed by his/her party or if his /her political party is dissolved or deregistered.

The bill also repeals the five-year ban on those who resign as members of parliament.

"The new Clause 3 aims to delete Clause (6) of Article 48. This deletion will allow any Member of the House of Representatives who renounces his/her membership to contest again at any time after he/she renounces membership in the House of Representatives and as such the five-year ban on contesting, no longer applies," he said.

Ismail Sabri said also included in the bill is the authority of the Yang di-Pertuan Agong to make this law applicable at the state level through a gazette, with the permission of the head of state.
