Cop challenges loan shark to one-to-one fist fight


A 42-second video clip of a purported police personnel on a vitriolic rant against loan sharks is making waves on the Internet and instant messaging networks.

The clip features a man in sunglasses and police uniform, bearing the rank of either ASP or chief inspector, warning loan sharks against posting banners advertising their services in his area.

He was depicted holding on to a man clutching a typical money lender banner found on lamp post and trees throughout the country.

"I don't want MCA and DAP complaining to me about 'ah long' stickers (in my area).

"If you have guts, you 'ah long' should come see me. Kita cek chow, kita bertarung (let's have a one-on-one fight).

"If you have a pistol, bring it with you. I know you have pistols bought from Thailand," said the man in the video.
 

According to Oriental Daily, one of the daily's reporters dialed the number featured on the poster and the person on the other end of the line said he was an innocent man running a legitimate business.

He said he saw the video clip yesterday and confirmed that the person holding up the poster is his employee, who has been released from police custody.

"My staff was putting up banners when he was arrested. From what I was told, a political party had complained to the police about these banners somewhere in Cheras.

"That's what prompted the police personnel to do (what he did)," said the person contacted by Oriental Daily.

However, Ipoh district police chief Sum Chang Keong said the video was made by the Menglembu police station chief, Chen Ah Kooy

"The (video) was made by Menglembu police station chief without consulting or refering to the Ipoh district police headquarters," he said in a statement today.

Sum praised Chen's initiative, but said he should have been more professional.

"(Chen's) initiative to make the (video) is good, but it should have been done professionally. Besides that the words and language used by (Chen) was not appropriate," he said.

Overall, he said, the loan shark situation in Menglembu is under control.

 KEGIATAN PEMBERI PINJAM WANG TANPA LESEN 
(AHLONG) DI KAWASAN MENGLEMBU
Berikutan kenyataan yang dikeluarkan oleh Ketua Polis Balai Menglembu berkaitan dengan aktiviti peminjam wang tanpa lesen (ahlong) di kawasan Menglembu yang tersiar meluas dalam aplikasi Whatapps dan Facebook.
Adalah ditegaskan bahawa kenyataan tersebut dikeluarkan oleh Ketua Polis Balai Menglembu tanpa dirujuk atau dibincangkan dengan pihak pentadbiran Ibu Pejabat Polis Daerah Ipoh. Inisatif Ketua Polis Balai Menglembu mengeluarkan kenyataan tersebut adalah baik tetapi ia perlu dibuat secara profesional. Selain itu ayat dan bahasa yang digunakan oleh Ketua Polis Balai Menglembu adalah tidak sesuai.
Menurut statistik rasmi Ibu Pejabat Polis Daerah Ipoh, 45 kes ahlong dilaporkan pada tahun 2014 dan daripada jumlah tersebut hanya 3 kes dilaporkan di kawasan Menglembu iaitu melibatkan satu kes Seksyen 5(2) Akta Pemberi Pinjam Wang 1951 (APPW) dan dua kes Seksyen 29B akta yang sama. Manakala bagi tempoh Januari tahun 2015 sehingga kini terdapat 14 kes ahlong dilaporkan di Ibu Pejabat Polis Daerah Ipoh dan daripada jumlah tersebut terdapat lima kes dilaporkan di kawasan Menglembu iaitu satu kes di bawah Seksyen 5(2) APPW dan empat kes tangkapan mengantung banner iklan ahlong di bawah Seksyen 29A(1)A APPW.
Pada keseluruhannya masalah ahlong di Ipoh dan kawasan Menglembu adalah terkawal dan bukan seperti kenyataan Ketua Polis Balai Menglembu.
Pihak polis sentiasa mengambil tindakan ke atas kegiatan ahlong di bawah Akta Pemberi Pinjam Wang 1951 dan Anti Money Laundering , Anti Terrorism Financing And Proceeds Of Unlawful Activities Act 2001 ( AMLATFA PUA ). Selain itu pihak polis juga bekerjasama dengan Majlis Bandaraya Ipoh untuk menurunkan banner-banner ahlong di mana bagi Januari 2015 hingga sekarang sebanyak 768 keping banner telah diturunkan dan tindakan ini akan berterusan.
