The Supply Bill 2020 approved By Dewan Rakyat 111 to 106 with 5 MP's Absent, Speaker Adjourns Parliament for 10 minutes before voting.

Dewan Rakyat passes Supply Bill

KUALA LUMPUR, Aug 17 -- The Supply (Reallocation of Appropriated Expenditure) Bill 2020 was today approved at the policy stage through bloc voting at the Dewan Rakyat sitting.

The bloc voting saw 111 members of Parliament voting for the bill and 106 were against while five others did not vote as they were absent during today's sitting.

The bill seeks to provide for the reallocation from the Consolidated Fund a sum of not exceeding RM7,184,083,200.00


This is following the restructuring of several ministries, the establishment of new ministries and the dissolution of one ministry due to the formation of the new Cabinet on March 10, 2020.

Earlier, there was a commotion when MPs from the opposition bloc were dissatisfied with the answer given by Deputy Finance Minister II Mohd Shahar Abdullah when he was winding up the debate on the bill.

This prompted Datuk Johari Abdul (PH-Sungai Petani) to call for a bloc voting which was seconded by 15 others.



In line with the Dewan Rakyat Standing Order 46 (4), speaker Datuk Azhar Azizan Harun later ordered the bell to be sounded for two minutes to enable the block voting process to be carried out.

Before the bloc voting process took place, Azhar adjourned the sitting for 10 minutes and left the Chamber.

This triggered dissatisfaction among the opposition MPs who questioned Azhar's action.


A total of 18 MPs took part in the debate sessions, among them were Datuk Seri Bung Moktar Radin (BN-Kinabatangan); Datuk Seri Ahmad Maslan (BN-Pontian); Mohamad Sabu (PH-Kota Raja); Tun Dr Mahathir Mohamad (Bebas-Langkawi); and Lim Guan Eng (PH-Bagan).

Dalam satu tindakan yang belum pernah terjadi sebelum ini, Speaker Azhar Harun telah menangguhkan sidang Dewan Rakyat selama 10 minit sebelum sesi mengundi Rang Undang-Undang Perbekalan (Penguntukan Semula Peruntukan Perbelanjaan) 2020 bermula.

 Ini berlaku sebaik sahaja blok pengundian untuk RUU tersebut diputuskan. Ahli parlimen pembangkang kemudian mendakwa tindakan menangguhkan sesi dewan adalah untuk 'merampas' Parlimen kerana ia untuk memberi masa ahli parlimen Perikatan Nasional (PN) yang lewat untuk masuk melakukan pengundian blok. 

Seksyen 47 (2) Peraturan Mesyuarat berkenaan proses undian dalam Dewan mengatakan undi-undi anggota parlimen yang datang lambat perlu diketepikan daripada pengundian blok.

There were protests at the Dewan Rakyat today when the Speaker called a recess before a vote on a supply bill. (Bernama pic)PETALING JAYA: Dewan Rakyat Speaker Azahar Harun has explained why he called a 10-minute recess before taking a vote on a Supply Bill.

He said today the break was to allow MPs to take part in the voting. The break was necessary as MPs were in a new building which is a distance from the lower house.“A 10-minute break would be good for all MPs to run to the Dewan for voting,” he told FMT.

The need for precautions against Covid-19 infections was another reason. “There can only be five people in a lift carriage at any one time,” he said, referring to rules requiring social distancing and the need for temperature checks.Azahar said he had announced the procedure for a 10-minute break on Aug 11, and there had been no objection. “But I suppose many were not in the Dewan at that time.”

Earlier today, several opposition MPs objected when Azhar called the recess. RSN Rayer (PH-Jelutong) said Azhar “cannot hijack the Parliament”, while others demanded to know the reason for the suspension.The break had come before the vote on the Supply (Reallocation of Appropriated Expenditure) Bill 2020, in which the government sought an allocation of RM7.18 billion.
