KUALA LUMPUR: WHAT'S GOING ON?
Boustead Heavy Industries Corporation Bhd (BHIC) lodged a report with the Malaysian Anti-Corruption Commission (MACC) on possible irregularities in a RM9 billion littoral combat ship (LCS) project.
The project was awarded to Boustead Naval Shipyard Sdn Bhd (BNS) in December 2011The government has already paid RM6 billion for the first ship to be delivered in April 2019 but not one ship has been built to date.
In September, former deputy defence minister Liew Chin Tong told the Dewan Negara that Putrajaya’s special investigation committee on procurement, governance and finance had discovered that RM1 billion of the RM5.94 billion paid for the warships could not be traced
BHIC said forensic audit findings, commissioned in February 2020, were handed over to the MACC in September. Upon completion of of the audit last Saturday, BHIC lodged a report with MACC for investigations to probe possible irregularities in the LCS project.

WHAT IS CAUSING THE DELAY?
Persatuan Patriot Kebangsaan (Patriot) president Brigadier General (Rtd) Datuk Mohamed Arshad Raji, in an article on Focus Malaysia said trouble with the project started in 2011.
He said former defence minister Datuk Seri Ahmad Zahid Hamidi, contrary to the The Royal Malaysian Navy’s recommendation, changed the LCS design from Sigma (Dutch) to Gowind (proposed by the French Naval Group).
Request for change of weapon system and equipment halfway into design and construction was the main contributory factor for the project delay and subsequently cost overrun, Arshad said.
Defence Minister during Pakatan Harapan's administration Mohamad Sabu said the government would have to fork out an additional RM1.4 billion to complete the project.
In August 2020, current minister of defence Datuk Seri Ismail Sabri told the Dewan Rakyat that the ministry do not intend to inject additional funds. Instead BNS was asked to use the remaining allocation to continue the project, but for the completion of 'at least two units'.
Liew questioned this proposal as the navy would only be getting two of the six ships ordered despite paying two-thirds of the RM9 billion ceiling cost.
WHY IT MATTERS?
In October, Patriot criticised the Armed Forces Fund Board (LTAT) which owns a 10.36 stake of BNS and Boustead Holdings for its silence over the issue.

In August 2020, Datuk Seri Ismail Sabri Yaakob said the ministry was contemplating on three options to sort out the delay in the delivery of six LCS units. The options are:
Appointment of Naval Group France as a rescue contractor to complete at least two LCS units.
Completion of at least two units by BNS with the remaining contract ceiling.
Termination of the contract with BNS. BHIC said forensic audit findings, commissioned in February 2020, were handed over to the MACC in September. BACKGROUND ON COMPANIES
BNS is majority-owned by Boustead Holdings Bhd, which has a 68.84% stake.
BHIC owns a 20.8% stake in BNS through its direct subsidiary Perstim Industries Sdn Bhd.
The remainder is owned by LTAT while the Ministry of Finance holds one share.

KUALA LUMPUR, 30 Nov -- Aktiviti ekonomi di kawasan yang tidak dikenakan Perintah Kawalan Pergerakan Diperketatkan (PKPD) adalah dibenarkan namun tertakluk kepada prosedur operasi standard (SOP) ditetapkan.
Menteri Kanan (Kluster Keselamatan) Datuk Seri Ismail Sabri Yaakob berkata selain SOP ketat, premis perniagaan termasuk pasar malam dan pasar harian perlu dipantau anggota Jabatan Sukarelawan Malaysia (RELA) bagi memastikan pengunjung merekodkan butiran serta suhu badan mereka.
“Setakat ini, aktiviti ekonomi termasuk pasar boleh beroperasi dengan syarat ada RELA. Sebarang keputusan penutupan adalah tertakluk kepada penilaian risiko jangkitan COVID-19 oleh Kementerian Kesihatan (KKM),” katanya pada sidang media perkembangan PKP Pemulihan di sini hari ini.
Beliau mengulas dakwaan arahan penutupan pasar malam di Meru, Klang yang dikeluarkan pihak berkuasa tempatan (PBT) baru-baru ini.
Memperincikan perkara itu, Ismail Sabri berkata pihaknya tidak pernah mengeluarkan arahan penutupan tersebut memandangkan PKPD hanya dilaksanakan di kawasan asrama pekerja syarikat sarung tangan Top Glove di Klang.
“PKPD hanya dikenakan di kawasan asrama lelaki dan wanita serta deretan perumahan yang disewa untuk diduduki pekerja syarikat itu. Kawasan lain tidak diisytiharkan sebagai kawasan PKPD,” katanya.
Bagaimanapun, Ismail Sabri berkata beliau akan membincangkan perkara itu dengan Kerajaan Negeri Selangor dan Majlis Keselamatan Negara (MKN) bagi mendapatkan kepastian berhubung dakwaan tersebut.
Mengulas pengumuman sama ada Perintah Kawalan Pergerakan Bersyarat (PKPB) di beberapa negeri ditamat atau diteruskan, beliau memberi jaminan akan mengumumkan perkara itu Jumaat ini berdasarkan kepada penilaian risiko jangkitan COVID-19.
“Biasanya, beberapa hari sebelum tamat tempoh PKPB, KKM akan menasihatkan mesyuarat khas MKN dan saya akan umum Jumaat ini selepas mesyuarat itu,” katanya.
Kerajaan sebelum ini mengumumkan bahawa PKPB selama empat minggu bermula 9 Nov hingga 6 Dis di seluruh negara kecuali Pahang, Kelantan, Perlis dan Sarawak.
Bagaimanapun, PKPB di Johor, Melaka, Kedah dan Terengganu ditamatkan lebih awal iaitu pada 21 Nov lepas setelah terdapat trend penurunan kes positif COVID-19 serta keadaan didapati terkawal.

KUALA LUMPUR, Nov 30 -- The suspect who was involved in a robbery and killing of a former Malaysian Agricultural Research and Development Institute (MARDI) researcher at his residence in Bukit Bandaraya, Bangsar here, yesterday, was arrested by police via facial recognition.
Kuala Lumpur police chief Datuk Saiful Azly Kamaruddin said the wife of the victim who was at the scene during the incident recognised the suspect making it easy for the police to detain him.
He said finding the wallet of the victim at the second robbery scene in Taman Tiara Titiwangsa here, also helped the police to detain the suspect.
‘’On the same day (Nov 29), after the suspect robbed the MARDI researcher’s house, he broke into an engineer’s house in Taman Tiara Titiwangsa,’’ he told a media conference at the Kuala Lumpur Police Contingent Headquarters, here.
Subsequently, Saiful Azli also confirmed that the police had detained 10 male suspects, aged from 20 to 29 years, yesterday, on suspicion of being involved in the case.
“A check found eight of the 10 individuals detained had previous crime records including narcotics. They were all remanded seven days from today until Dec 6,’’ he said.
He said police were still hunting several more suspects to help in the investigation.
In the incident at 3.30 am yesterday, Dr Wan Hassan Wan Embong, 71, was killed after he was hacked in a robbery at his house while his wife Yusof, 70, sustained injuries on her hand.
The victim was believed to have been hacked with a parang when he tried to put up a fight against two unmasked robbers who broke in through a kitchen window of the two-storey bungalow.
The suspect then robbed the house of an engineer in Taman Tiara Titiwangsa, on the same day.

MOH to receive COVID-19 vaccine phase 3 clinical study next week

PUTRAJAYA, Nov 30 -- The Ministry of Health (MOH) is expected to receive the first report of the phase three clinical study on COVID-19 vaccine next week, said Health director-general Tan Sri Dr Noor Hisham Abdullah.
He said the report would be provided by one of the 10 vaccine research companies which had negotiated with Malaysia before this.
He explained that Malaysia conducted initial negotiations with 10 of the 12 COVID-19 vaccine companies to carry out the third phase research to ensure the country obtain supply after the vaccine has been registered.
"Malaysia is worry that when the vaccine has been registered, the supply would not be sufficient as all countries want the vaccine at the same time.
“This (negotiation) is a proactive move by MOH after learning that from the second wave of COVID-19,” he said at a media conference on COVID-19 development at MOH here today.
Dr Noor Hisham said in the second wave of COVID-19 in the country, Malaysia faced difficulties in acquiring personal protection equipment (PPE) and ventilators as all countries were also looking for the items at the same time.
He said such a situation would slow down Malaysia acquiring COVID-19 vaccine and it was important for Malaysia to start negotiation early to obtain the vaccine.
“The condition set by Malaysia in the negotiation is that the vaccine has to be registered with US Food and Drug Administration (FDA) and the National Pharmaceutical Regulatory Division. The agreement would be cancelled if the vaccine was not registered,” he said.
In this regard, Dr Noor Hisham said so far a total of 23,480 sporadic cases were recorded in the country or equivalent to 35.7 per cent from the overall cases reported while 64.3 per cent were cases linked to specific clusters.
“There are also sporadic cases we detected earlier and later identified the cluster we can linked to,” he said.
In this regard, he said an increase in sporadic case figure showed the virus is already in the community.
“This is a what we are worried about, so we have to use public health methods to contain COVID-19 infection in the country and that is why we have standard operating procedure (SOP) to prevent ourselves from being infected,” he said.

PETALING JAYA: Polis menerima satu lagi laporan terhadap seorang penceramah bebas yang kini direman bagi membantu siasatan berhubung kes rogol seorang wanita di sebuah rumah di Seksyen 7 Shah Alam, tahun lalu.
Ketua Polis Daerah Petaling Jaya, Asisten Komisioner Nik Ezanee Mohd Faisal, berkata laporan terbaharu melibatkan seorang penuntut sebuah kolej tempatan yang mendakwa bekas peserta program realiti keagamaan itu mencabulnya.
Beliau berkata, mangsa mendakwa suspek berusia 25 tahun mempelawa dia masuk ke rumahnya di Damansara pada 17 Oktober lalu, kononnya bagi mengajar mengenai pemasaran perniagaan.
"Semasa mangsa berada di rumah suspek, kira-kira pukul 1 pagi, mangsa dicabul oleh suspek dan dipaksa melakukan seks oral.
"Ekoran itu, mangsa yang berusia 22 tahun itu mengalami trauma dan sedang mendapatkan rawatan di Pusat Perubatan Universiti Malaya (PPUM)," katanya dalam kenyataan di sini, pada Isnin.
Nik Ezanee berkata, ketika ini, suspek masih berada bawah tahanan polis di Shah Alam bagi membantu siasatan satu kes rogol.
KUALA LUMPUR, Nov 30 -- Police have busted 'Geng 36 Selayang' active for robberies, murder and intimidation after arresting its leader at a house in Damansara, Petaling Jaya, here, on Oct 31.
Gombak district police chief ACP Arifai Tarawe said the mastermind known as 'Malik', 31, was apprehended for his involvement in crimes around Selayang and Batu Caves in Gombak district since 2017, including in a murder case in July last year with 16 of his members arrested before this.
"He was detained at his house and police also seized a revolver suspected used in various crimes in Gombak district," he told a media conference at the Gombak district police headquarters, here.
Arifai said Malik has so far been reported to have 10 criminal records, including rioting, causing serious injuries with weapons and causing mischief with fire with 21 cases reported involving criminal activities committed by the gang.
To date, nine of members have been charged under the Prevention of Crime Act (POCA) 1959 while seven others have been charged in court.
He said the police are still monitoring the five other individuals suspected to be members of the gang who were still at large and the police would be picking them up for being involved in a case under Section 302 of the Penal Code.
In another development, Arifai said three men were remanded from Nov 23 until yesterday (Nov 29) on suspicion of being hired by a middleman of an illegal money lending syndicate to splash paint on houses and cars around Gombak district
He said their activities have been detected since the beginning of this year.
"The three individuals between the ages of 20 and 25 were arrested following a report by a member of the public for creating a ruckus with their car in Jalan Bukit Permata, Batu Caves on Nov 23.
"Following that, the police arrested all of them besides seizing several bottles of liquid containing red paint believed to be used to intimidate several people," he said.
Arifai said further investigation found that the three of them were attracted to the splash paint job advertisement displayed on a website by a 29-year-old man in Kedah.
"The individuals were believed to have been hired by an illegal money lending syndicate which paid RM300 to splash paint on somebody’s house,” he said.
STATUS TERKINI KES DISAHKAN COVID-19 YANG TELAH PULIH
Kementerian Kesihatan Malaysia (KKM) ingin memaklumkan bahawa pada hari ini bilangan kes sembuh COVID-19 adalah sebanyak 2,112 kes. Ini menjadikan jumlah kumulatif kes sembuh sepenuhnya daripada COVID-19 adalah 54,759 kes (83.4 peratus daripada jumlah keseluruhan kes).
STATUS TERKINI KES COVID-19 DI MALAYSIA
Pada hari ini, 30 November 2020, negara kita telah merekodkan kes harian baharu yang lebih rendah berbanding bilangan kes sembuh iaitu sebanyak 1,212 kes. Ini menjadikan jumlah kes positif COVID-19 di Malaysia sebanyak 65,697 kes. Manakala, jumlah kes aktif dengan kebolehjangkitan COVID-19 pula adalah 10,578 kes. Daripada jumlah kes baharu berkenaan, terdapat sembilan (9) kes import yang mendapat jangkitan dari luar negara manakala 1,203 kes pula adalah merupakan penularan COVID-19 dalam negara.
Negeri Selangor melaporkan kes harian tertinggi iaitu sebanyak 402 kes (33.2 peratus), di mana 308 kes (76.6 peratus) adalah daripada kluster-kluster dan saringan kontak rapat COVID-19 yang giat dijalankan di lapangan. Ini diikuti oleh Sabah sebanyak 326 kes (26.9 peratus) dan Negeri Sembilan sebanyak 141 kes (11.6 peratus).
Sebanyak 101 kes (8.3 peratus) yang dilaporkan pula adalah berkaitan kluster-kluster di Pusat Tahanan Sementara (PTS) dan penjara yang membabitkan Kluster PTS Sibuga (65 kes), Kluster Tembok (23 kes), Kluster PTS Tawau (8 kes), Kluster Matambai (3 kes), Kluster Penjara Seberang Perai (1 kes), dan Kluster Penjara Sandakan (1 kes).
Perincian penuh jumlah kes mengikut negeri adalah seperti di Lampiran 1 dan 2 yang disertakan bersama kenyataan media ini.
Sehingga kini, terdapat 113 kes positif COVID-19 yang sedang dirawat di Unit Rawatan Rapi (ICU), di mana 42 kes memerlukan bantuan pernafasan.
Dukacita dimaklumkan terdapat pertambahan tiga (3) kes kematian COVID-19 pada hari ini, menjadikan jumlah kumulatif kes kematian COVID-19 di Malaysia adalah sebanyak 360 kes(0.55 peratus daripada jumlah keseluruhan kes).

MAKLUMAT TERKINI BERKAITAN KLUSTER-KLUSTER
Sehingga 30 November 2020, terdapat sebanyak 362 kluster telah dilaporkan termasuk tiga (3) kluster baharu yang dilaporkan pada hari ini. Jumlah kluster yang telah tamat pula adalah sebanyak 181 kluster termasuk lima (5) kluster yang tamat pada hari ini iaitu Kluster Sofi, Kluster Penjara Tapah, Kluster Kapor, Kluster Jambu dan Kluster Meldrum. Ini menjadikan jumlah kluster aktif yang dipantau adalah sebanyak 181 kluster. Daripada jumlah tersebut, sebanyak41 kluster melaporkan pertambahan kes. Kluster-kluster yang melaporkan pertambahan kes baharu tertinggi pada hari ini adalah Kluster Perigi (153 kes), Kluster Bintang (71 kes) dan Kluster Cergas (66 kes).
KLUSTER BAHARU
KKM juga ingin memaklumkan terdapat tiga (3) kluster baharu yang telah dikenal pasti pada hari ini iaitu;
KLUSTER JALAN LAPAN
Kluster ini melibatkan daerah Hulu Langat di Selangor dan daerah Cheras, Kepong, Titiwangsa, dan Lembah Pantai di Wilayah Persekutuan Kuala Lumpur. Kes indeks (iaitu kes ke-59246) telah dilaporkan positif COVID-19 pada 25 November 2020 hasil saringan individu bergejala. Sehingga 30 November 2020, sejumlah 306 individu telah disaring, di mana 25 kes telah dikesan positif COVID-19 dalam kluster ini.
KLUSTER BATU SEMBILAN
Kluster ini melibatkan daerah Kuala Langat, Klang, Petaling dan Kuala Selangor di Selangor. Kes indeks (iaitu kes ke-58486) telah dilaporkan positif COVID-19 pada 24 November 2020 hasil saringan individu bergejala. Sehingga 30 November 2020, sejumlah 83 individu telah disaring, di mana 19 kes telah dikesan positif COVID-19 dalam kluster ini.
KLUSTER NIBONG
Kluster ini melibatkan daerah Johor Bahru di Johor. Kes indeks (iaitu kes ke- 63151) telah dilaporkan positif COVID-19 pada 28 November 2020 hasil saringan individu bergejala. Sehingga 30 November 2020, sejumlah 152 individu telah disaring, di mana 10 kes telah dikesan positif COVID-19 dalam kluster ini.

KKM ingin menasihati orang ramai agar terus patuhi saranan serta nasihat-nasihat kesihatan yang sering ditekankan iaitu;

Patuhlah kepada S.O.P sebagai normal baharu. KKM akan terus memantau perkembangan kejadian jangkitan di dalam negara, dan juga luar negara melalui maklumat yang diperolehi daripada pihak WHO. Orang ramai akan sentiasa dimaklumkan sebarang perkembangan terkini mengenainya. Begitu juga, KKM akan memastikan langkah pencegahan dan kawalan yang sewajarnya adalah dilaksanakan secara berterusan.

Prime suspect arrested over death threat against customs officer

SIBU, Nov 30 -- The prime suspect involved in issuing a death threat against a senior Royal Malaysian Customs Department officer in Kuching was arrested in Sungai Merah here today, said Sarawak Deputy Police Commissioner Datuk Fisol Salleh.
He said the 35-year-old man was arrested when he surrendered at the Sungai Merah police station at about 9.10 am.
Police had been looking for him since Friday after one of the three suspects nabbed earlier admitted to having been paid RM500 by the prime suspect to deliver the death threat note with two rounds of live ammunition.
“We will apply for a remand order against the suspect tomorrow and after that escort him to Kuching for further investigation,” Fisol told a press conference at the Sibu district police headquarters.
He said the suspect, who tested positive for amphetamine and methamphetamine drugs, had been arrested before under the Prevention of Crime Act (POCA) 1959 and had a string of criminal records.
With his arrest, the case is now considered closed, Fisol said.
The 53 year-old senior customs officer had lodged a report at the Gita police station in Kuching on Nov 26 after receiving a brown envelope containing a white envelope with “DEATH” written on it in red ink, two live bullets together with a note - “GOT TWO BULLET, ONE LONG ONE SHORT, WHICH ONE YOU WANT” -written on it.
The envelope was delivered to the officer’s house in Taman Perumahan, Jalan Matang here.
Following the report, police arrested three locals, aged between 35 and 39, in connection with the death threat.
The suspects are believed to have made the threat against the senior officer for leading a special operation of the department in Kuching in early November.
“We look at this kind of case very seriously, especially when it comes to threatening a civil servant with live bullets,” said Fisol.
Meanwhile, Fisol said in view of the COVID-19 pandemic, Sarawak police would not seek reinforcement from other contingents for the next state election, which is expected to be held next year.
