BERNAMA
31/12/2020

Company Allegedly Behind Meat Cartel To Be Charged Soon - Rosol
Company allegedly behind meat cartel to be charged soon - Rosol

31/12/2020
KUALA BERANG, Dec 31 -- A frozen meat importing firm believed to be behind an illegal meat cartel will be charged in court soon, says Deputy Domestic Trade and Consumer Affairs Minister Datuk Rosol Wahid.
Speaking to reporters after officiating the Food Bank Malaysia programme in Kampung Lubuk Periuk here, today, he said the investigation paper on the company located in Johor Bahru was almost complete, as the ministry had obtained the meat analysis results from the Chemistry Department on Monday.
"When we want to charge (in court) the meat must be sent to the laboratory to be checked whether it is indeed kangaroo meat, horse meat, pork or any other meat. So it takes time," he said, adding that the Chemistry Department had already assisted by expediting the checks as it was a matter of public concern.
He said the company was believed to have repackaged imported meat by imitating the logos of Malaysia's leading frozen meat distributors as well as placing an uncertified 'Halal’ logo of the Malaysian Islamic Development Department (Jakim) on them.
Rosol also advised the public not worry, as based on information from the Department of Malaysian Quarantine and Inspection Services (Maqis), the company's distribution market share in the country was less than one per cent.
Meanwhile, Rosol said the ministry had proposed the use of a QR code system on imported food items, including meat, at all the country's entry points to make things easier and more efficient for the authorities.
"Currently, inspections at the country's entry points are done manually, so there is a risk that officers and staff on duty could make mistakes or overlook certain matters," he added.
Meanwhile, Johor Police chief Datuk Ayob Khan Mydin Pitchay said the state's police had so far received 15 reports in connection to the illegal meat cartel, including from government agencies and political parties.
He also reiterated the statement by Inspector-General of Police Tan Sri Abdul Hamid Bador, that the main bodies in charge of investigating the matter were the Ministry of Domestic Trade and Consumer Affairs (KPDNHEP) and the Royal Malaysian Customs Department.
On an unrelated matter, Ayob Khan said the Johor Police Contingent could still cope in terms of manpower although the number of those detected positive for COVID-19 and or placed under quarantine had been on the rise.
"So far, Alhamdulillah, it (manpower) is still sufficient. We will organise the workflow and (if necessary) we can make use of (pesonnel from) the Federal Reserve Unit (FRU) and the General Operations Force,” he said.

He said MAPRO also met Bukit Aman Integrity and Standards Compliance Department (JIPS) deputy director Datuk Allaudeen Abdul Majid to inform him about the matter.
"He (Allaudeen) himself has gone down to the ground and I hope the investigation into this case is carried out transparently by Bukit Aman JIPS and MACC," he said.
Meanwhile, an MACC spokesperson when contacted confirmed that his department had received the complaint.

SHAH ALAM, Dec 31 -- The Sultan of Selangor, Sultan Sharafuddin Idris Shah has consented to the name change of Jalan Universiti in Petaling Jaya, near here, to Jalan Prof Diraja Ungku Aziz.
The Sultan’s private secretary, Datuk Muhamad Munir Bani, through a statement posted on the Facebook @Selangor Royal Office today, said the name change would be done soon.
He said Sultan Sharafuddin wanted to name the road after the renowned academician Royal Professor Ungku Abdul Aziz Ungku Abdul Hamid, who died last Dec 15, in recognition of his services and contributions in the field of education and the economy of the Malays.
"The selection of Jalan Universiti to be renamed to Jalan Prof Diraja Ungku Aziz is appropriate because it (the road) is the main entrance to institutions of higher learning such as Universiti Malaya, International Islamic University and MAHSA University.
"The Sultan has also granted an audience to Ungku Aziz’s daughter, Tan Sri Dr Zeti Akhtar Aziz, for His Royal Highness to convey his wishes, as well as on the name change,” he said.
According to Mohamad Munir, Ungku Abdul Aziz was a lecturer at Universiti Malaya (Singapore) from 1952 until 1961, before he was made the Dean of the Faculty of Economics and Administration, Universiti Malaya (Kuala Lumpur) from 1962 to 1965.
Jalan Universiti, stretching 3.2 kilometres, links Petaling Jaya to Kuala Lumpur and it was built in 1960.
Ungku Abdul Aziz died at the Prince Court Hospital, Kuala Lumpur, last Dec 15.
Secret Societies Behind 'Piang' Car Business - Ayob Khan

31/12/2020
JOHOR BAHRU, Dec 31 -- Secret society members still active in the state are believed to be behind the illegal sale of repossessed cars (‘piang’ car business), said Johor police chief Datuk Ayob Khan Mydin Pitchay.
While admitting that the business is not something new he said, such activity is a sideline of the gangs’ criminal and drug trafficking activities.
The matter was revealed following the murder of a car repossessor, believed to be a member of a secret society from Selangor and the incident was alleged to be due to dissatisfaction as the latter had entered the area of another secret society from Johor, Geng Ngo Seek Kee on Dec 20.
“Geng Ngo Seek Kee, has been around for quite sometime now. Yesterday five people were charged in court and we are still tracking down another suspect known as Tan Kim Bong, 36, who is believed to be the syndicate leader whose last address was in Batu Pahat, Johor,” he told reporters, here, today.
Elaborating on how this car business operates, Ayob Khan said when a person can no longer afford to pay the car loan instalment, the vehicle will be repossessed but instead of handing the car over to the bank, the car will be put for sale with the condition that it could only be used within a certain location or area which is controlled by the secret society.
"In the recent case, they (both gangs) were fighting over a repossessed car," he said, adding that buyers or users of such cars would make monthly payments of at least RM100, to the gang.
He said the gang members would also target luxury cars for repossession.
Fictitious Agreement Used To Mask Bribe Payment To Rosmah, Says Prosecution
Fictitious agreement used to mask bribe payment to Rosmah, says prosecution
BERNAMA
31/12/2020
KUALA LUMPUR, Dec 31 – A fictitious agreement was used to cover-up the payment of the bribes from former managing director of Jepak Holdings Sdn Bhd, Saidi Abang Samsudin, to Datin Seri Rosmah Mansor, said the prosecution.
The prosecution, led by senior deputy public prosecutor Datuk Seri Gopal Sri Ram said, the purpose of the said agreement was to ‘regularise’ the bribe that Rosmah would receive.
“The object was to prepare an agreement to conceal the true nature of the payment by Saidi, who is the 17th prosecution witness, to the accused. The euphemism ‘consultancy’ was used to mask the payment of the bribe,” said the prosecution in its written submission filed at the High Court here, on Tuesday (Dec 29).
Rosmah, 69, is on trial for soliciting RM187.5 million and two counts of receiving bribes totalling RM6.5 million from Saidi, as a reward for helping Jepak Holdings to secure the Hybrid Photovoltaic Solar System Integrated Project, as well as the maintenance and operation of diesel gen-sets, for 369 rural schools in Sarawak, which was worth RM1.25 billion from the Education Ministry (MOE) through direct negotiation.
The presiding judge, Mohamed Zaini Mazlan, fixed Feb 10 for the parties to appear before him for oral clarification, before deciding whether to acquit Rosmah of the corruption charges or to call for her defence.
The prosecution, who closed its case on Dec 11, said, if the payment in question was truly a genuine political donation to Rosmah’s husband, former prime minister Datuk Seri Najib Tun Razak, then it was unnecessary to mask it under a ‘consultancy agreement’.
In the submission at the end of its case, the prosecution said the agreement for the solar hybrid project that has since gone missing, was prepared by the 20th prosecution witness, businessman Lawrence Tee Kien Moon.
“Tee is a truthful witness and despite the accusations of unethical conduct hurled at him, his credibility remains unshaken. He is a disinterested witness and his evidence is purely of corroborative value,” it said.
The prosecution said, based on evidence, the money was delivered to Rosmah on two occasions, the first payment of RM5 million was delivered to her official residence and the second payment of RM1.5 million was delivered to her private residence.
It said there was evidence that Rosmah spoke to former Education Minister Datuk Seri Mahdzir Khalid, the ministry’s then secretary-general Tan Sri Madinah Mohamed and Madinah’s successor, Datuk Seri Alias Ahmad, to facilitate or accelerate the award of the contract to Jepak Holdings and later to expedite payment to the company (Jepak Holdings).
“This evidence fairly supports the prosecution case that the accused solicited for a bribe as a reward for assisting Jepak to obtain the solar contract,” the prosecution said.
It said the decision of the Public Prosecutor to prosecute Rosmah and adduce such evidence that is lawfully admissible to prove her guilt is not selective or discriminatory prosecution.
The prosecution said the accused’s contention of selective or discriminatory prosecution, which it denied, was not a defence to the charges against her.
“Based on the foregoing, this Honourable Court is respectfully moved to make a finding that the prosecution has established a prima facie case and for an order that the accused’s defence be called upon all three charges,” it said.
Meanwhile, the defence, in its written submissions filed on Monday (Dec 28), countered that the prosecution had failed to establish a prima facie case because it was abundantly clear that Saidi was the one who intended and offered a political donation to Rosmah.
The defence, led by lawyer Datuk Jagjit Singh, said that the political donation was meant for Najib, as a “gesture of gratitude” for supporting the application by Jepak Holdings, and to ensure the victory of Barisan Nasional during the 14th General Election (GE-14).
On the alleged consultancy agreement, the defence said, Rosmah had no knowledge whatsoever about the document, which was purportedly drafted by Tee, and that Saidi ,in his witness statement, also testified that the idea to draft a consultancy agreement was Tee’s idea.
“There is no independent evidence before the court that the accused has knowledge about the alleged consultancy agreement or the accused has sighted the same. After the alleged consultancy agreement was drafted and finalised, the parties were Jepak and a company named Lucky from Taiwan (the name was given by Tee), and the name of the accused was not mentioned at all.
“Since the accused had never instructed and her name was not mentioned at all in the alleged consultancy agreement, a nexus could not be made to the accused,” it said.
The defence said there was also no credible evidence produced by the prosecution to corroborate the evidence of Rosmah’s former aide, Datuk Rizal Mansor, to prove that he was indeed instructed by the accused to ask for the gratification from Saidi.
Further, it submitted that, the fact the gratification was allegedly demanded through Rizal showed that Saidi had no firsthand knowledge in proving that Rosmah was the one who demanded the gratification.
“The prosecution has failed to show credible and independent evidence that the accused solicited and received any of the corrupt monies. The truth completely unfolded through the evidence of the three main prosecution’s witnesses Saidi, Rayyan Radzwill Abdullah (Saidi’s former business partner) and Rizal, where their evidence contradicted with each other.
“The prosecution’s case does not lead to an irresistible inference that the accused committed all the offences as charged. Hence, defence should not be called merely to clear or clarify the prosecution’s case,” said the defence.

KUALA LUMPUR, Dec 31 -- Malaysia strongly condemns the terror attack at the Aden International Airport in Yemen on Wednesday.

Malaysia also reiterated its support for an inclusive and peaceful solution to the conflict in Yemen, which can only be achieved through continued dialogue and negotiation.
International news agencies reported that at least 22 people were killed in the attack at the airport, moments after a plane carrying members of the country's newly formed Saudi-backed Cabinet, had landed.
