KUALA LUMPUR: A shouting match that ensued in Dewan Rakyat over the proposed sale of Kampung Baru land saw a lawmaker suspended for two days.
The incident happened when Federal Territories Minister Khalid Abdul Samad was just about to begin winding up his ministerial replies on Budget 2020.
However, Datuk Seri Shahidan Kassim (BN-Arau) stood up and requested Deputy Speaker Datuk Mohd Rashid Hasnon to let deputy minister Datuk Dr Shahruddin Md Salleh to do the replies.
"Please let the deputy minister reply as we will get riled up if it is done by the minister," he said.
Following which, several Umno opposition lawmakers stood up and began jeering Khalid.
Datuk Seri Tajuddin Abdul Rahman (BN-Pasir Salak) accused Khalid of being a broker for the Kampung Baru deal while Tan Sri Noh Omar (BN-Tanjong Karang) claimed that the latter is selling off Malay owned land.
"I am not selling off the land but developing it unlike the previous leaders who did nothing for 60 years," Khalid said in rebuttal to the accusations against him.
This led to opposition and Pakatan Harapan backbenchers trading more barbs.
Mohd Rashid called for order in the House and issued several warnings for both sides to sit down.
"Whoever does not sit down and continues to stand up to disrupt proceedings, they will be ordered to leave the House," Mohd Rashid said.
He then singled out Tajuddin and ordered him to be escorted out of the House by the sergeant-at-arms.
"You had caused the disruption and you are the only one that I am making an example to others to sit down," Mohd Rashid said.
However, Tajuddin refused to leave the House and was subsequently suspended for two days from Dewan Rakyat.
Mohd Rashid then said he allowed Tajuddin to remain seated in the House but reminded him that his two-day suspension was still in force.
Mohd Rashid also advised Khalid not to provoke the situation and be more serious in his replies.
Although Khalid managed to resume his replies, several Opposition MPs continued to badger him.
It was reported that Kampung Baru landowners were offered RM850 per sq ft for their land, and an additional RM150 per sq ft in the form of shares as the government's "final and best offer" to acquire Kampung Baru land.

KUALA LUMPUR: Pharmaniaga's concession to distribute drugs and medical supplies for the Health Ministry will end and there will be no concessionaire for logistics and distribution services any more, says Datuk Seri Dr Dzulkefly Ahmad (pic).
The Health Minister said that there would be no more concessionaire for logistics and distribution services for medical supplies and an open tender system would be introduced instead.
Pharmaniaga has been the sole concessionaire providing these services and its concession will end on Nov 30.
However, to ensure that medical supplies and health services are not disrupted, Pharmaniaga's services will be extended until the Cabinet decides on the mechanism to manage the open tender.
"There will be no concessionaires anymore," he said after launching the SNOMED Expo 2019 on Thursday (Oct 31) here.
Dzulkefly said that it would be presenting the matter to the Cabinet for it to decide on the mechanism for open tender, which is hoped to be ready by the first quarter of next year.
In August, former Pharmaceutical Services Programme senior director Dr Salmah Bahri expressed concern that the government delay in making a decision on the logistics and distribution concession for drugs and medical supplies could lead to a drug shortage in public hospitals and clinics.
In a letter to The Star, she said that any untimely decision on the concession may disrupt the supply chain service and adversely affect the patients directly and the rakyat as a whole.
The existence of a concession company was the result of the privatisation initiative undertaken by Tun Dr Mahathir Mohamad in 1994. The privatisation involved the concessionaire taking over all the assets and manpower of the Government Medical Stores then under the Health Ministry, said Dr Salmah.
At that time, there were a lot of problems because the terms and conditions of the concession were quite loose and did not require enforcement of key performance indicators (KPIs) or impose penalties for non-compliance.
Since 2009, the Health Ministry has placed very strict new terms and KPIs, resulting in substantial improvements.
For example, Pharmaniaga successfully reduced the delivery period of pharmaceutical supplies from 60 working days to within seven working days in Peninsular Malaysia and 10 working days for Sabah and Sarawak.
The KPIs also required Pharmaniaga to provide door-to-door service delivery even to the remotest areas in the country.
It was also required to develop pharmaceutical manufacturers and other companies within the ecosystem under the Vendor Development Programme (VDP), through which vendors are able to increase their economy, job opportunities, development of employees, R&D capabilities, technology transfer and other downstream effects.
Pharmaniaga, in collaboration with the Health Ministry, was also tasked to develop, implement and maintain the Pharmacy Information System (PhIS), a homegrown system for all government hospitals and health facilities. Completed in 2016, the system reduces wastage through optimal inventory management, lowers the risk of products being expired and minimises medication errors.

JOHOR BARU: The new proposed Rapid Transit System (RTS) between Malaysia and Singapore will save taxpayers at least RM1.77bil.
Prime Minister Tun Dr Mahathir Mohamad said the new cost estimated for the project would be about RM3.16bil compared with the original amount of RM4.93bil under the previous government.
"This will be 36% less than the original amount," he said after visiting the Bangunan Sultan Iskandar Customs, Immigration and Quarantine complex here on Thursday (Oct 31).
He stressed that the new RTS project would involve changes to the project structure, scope and specifications.
"An important feature of the revised project structure of the RTS Link is the involvement of the developer/owner of the Bukit Chagar land to fund and enable the project with the land cost waived," he added.
"Coupled with optimised costs in construction and rail systems, the government achieves substantial savings, hence making the project more financially viable," he added.
He stressed that Prasarana Malaysia Bhd (PMB) would remain as Malaysia's representative in the joint venture operating company (JV OpCo).
Dr Mahathir added that PMB was mandated by the government to consult with the Singapore rail company SMRT to finalise the terms of the joint venture agreement.
He added that the government was committed to addressing the congestion issue between Johor Bahru and Singapore in a comprehensive manner by working together with Singapore.
"We believe that RTS will become the preferred choice of transport for the tens of thousands of people who want fast, reliable and affordable service for their daily commute," he added.
Initially targeted for completion by Dec 31,2024, the 4km RTS will be the second rail link between the two countries after the KTM Tebrau shuttle service.
However, the agreement with Singapore spells out that the KTM shuttle train service will have to cease operating within six months of the RTS starting operations.
Should Malaysia choose to scrap the RTS project, it may have to pay Singapore up to RM200mil for the preparatory work that the republic has done on its side.

KOTA KINABALU: A 15-year-old girl in Sabah's interior Tenom district alleges that her brother had been raping her since she was 12.
The girl finally drew up the courage to share her ordeal with a teacher, who subsequently told the mother and advised her to lodge a police report.
Tenom OCPD Deputy Supt Hasan Majid said after receiving the report on Oct 30, they went to arrest the 18-year-old suspect from their house at about 8.50pm.
"Initial investigations found that the brother started raping the girl when she was 12, but she never told anyone as she was afraid of her brother," he said.
He said the last rape allegedly occurred in September.
DSP Hasan said the suspect has been remanded for seven days to facilitate investigations.
"We are also trying to establish whether these alleged incidents could have occurred due to the brother's exposure to pornographic materials," he said.
Meanwhile, at the Kota Kinabalu Sessions Court, a farmer pleaded not guilty to sexually abusing his eight-year-old grandniece at a house in Kundasang, off Ranau district on May 19.
The 52-year-old was accused of touching the girl's private parts.
Deputy Public Prosecutor Adibah Saiful urged for a no bail offer on the suspect, as he had a high chance of influencing the complainant and victim to withdraw their report.
Defence counsel Datuk Maijol Mahap said his client was no longer living with the victim and is now with his wife and family in Kota Marudu district and asked for bail.
Sessions Court Judge Elsie Primus allowed RM15,000 bail with two local sureties to be imposed and for the suspect to not leave Kota Marudu district until his case is over.
The suspect is also not allowed to go to Ranau or risk his bail being revoked.
The accused is required to report to the Kota Marudu police station on the first day of every month.
The accused is also required to ask for permission and inform the Kota Marudu police if he needs to go to other districts.
The court fixed Nov 28 for pre-trial case management.

KUALA LUMPUR: Bank Negara has appointed Fraziali Ismail as assistant governor, overseeing the areas of financial surveillance, prudential regulations, consumer and market conduct, money services business regulations as well as communications.
According to a statement by the central bank, Fraziali formerly served in the economics and monetary policy departments.
He holds a Master’s degree in economics from the London School of Economics and Political Science and a Bachelor's degree in economics and accounting from the University of Bristol.
Bank Negara also announced the retirement of assistant governor Donald Joshua Jaganathan, after 36 years of service with the central bank.
Prior to his appointment as assistant governor in 2011, he had served in a number of areas, including in banking and insurance regulation and supervision, financial surveillance, strategic management and finance.
Donald also played an instrumental role in driving various talent development initiatives in the financial industry including the Asian Institute of Chartered Bankers and Asian Banking School (ABS).
"The Bank would like to record its utmost appreciation to Encik Donald for his contributions and wishes him all the best in his future endeavours," it said.

WASHINGTON (Reuters) - The Pentagon on Wednesday released its first images from last weekend's commando raid in Syria that led to the death of Islamic State leader Abu Bakr al-Baghdadi and warned the militant group may attempt to stage a "retribution attack."
The declassified, grainy, black-and-white aerial videos from Saturday's raid showed U.S. special operations forces closing in on the compound and U.S. aircraft firing on militants nearby.
The most dramatic video showed a massive, black plume of smoke rising from the ground after U.S. military bombs leveled Baghdadi's compound.
"It looks pretty much like a parking lot, with large potholes," said Marine General Kenneth McKenzie, the commander of U.S. Central Command, which oversees American forces in the Middle East.
McKenzie, briefing Pentagon reporters, said the idea of destroying the compound was at least in part "to ensure that it would not be a shrine or otherwise memorable in any way.
"It's just another piece of ground," he said.

McKenzie suggested it was unlikely that Baghdadi used the Internet or had digital connections to the outside world.
"I think you'd find (he was using) probably a messenger system that allows you to put something on a floppy or on a bit of electronics and have someone physically move it somewhere," he said.
McKenzie said Islamic State would likely try to stage some kind of retaliatory attack.
"We suspect they will try some form of retribution attack. And we are postured and prepared for that," he said.

McKenzie did not back up or knock down Trump's dramatic account of Baghdadi's final moments, which the president delivered during a televised address to the nation on Sunday. Asked about Trump's account, McKenzie said: "About Baghdadi's last moments, I can tell you this: He crawled into a hole with two small children and blew himself up as his people stayed on the ground."
"So you can deduce what kind of person he is based on that activity... I'm not able to confirm anything else about his last seconds. I just can't confirm that one way or another."
On Monday, Army General Mark Milley, chairman of the Joint Chiefs of Staff, also declined to confirm Trump's account, saying he presumed Trump got that information from his direct conversations with members of the elite unit that conducted the operation. Milley had not yet spoken with them, he said.
McKenzie suggested the U.S. military had secured a large amount of intelligence about Islamic State's activities during the raid.
"While the assault force was securing the remains, they also secured whatever documentation and electronics we could find, which was substantial," McKenzie said, declining to provide further details.
McKenzie said Turkey's incursion into Syria this month, and the U.S. pullback from the border, was not a factor in deciding the timing of the raid. Instead, McKenzie pointed to a host of other factors, including the amount of moonlight.
"We struck because the time is about right to do it then, given the totality of the intelligence and the other factors that would affect the raid force going into and coming out," McKenzie said.

KOTA KINABALU: A woman was allegedly molested by her e-hailing driver in front of a hotel in Putatan near here on Sunday (Oct 27).
The suspect, in his 40s, was nabbed less than 24 hours after the 23-year-old victim lodged a report at about 10.05pm on Sunday.
Penampang OCPD Deputy Supt Mohd Haris Ibrahim said prior to the alleged incident, the victim had used the e-hailing service to get a ride home at about 4.48pm.
“The victim said after she got into the car, the driver asked her to show him the way to her house, but when they reached the turn-off, the driver sped off, ” he said.
He lied to the victim, saying he wanted to use another route and check out the Putatan area as he seldom drove there.
DSP Haris said the victim did not suspect anything amiss and waited for him to finish his route check.
However, she got scared when the driver stopped in front of a hotel and invited her to enter for a rest.
The victim claimed that the suspect touched her thighs and arms without her consent.
“She managed to run away from the man after that, ” DSP Haris said.
Following the incident, a photo showing the police report was circulated via social media platforms, including Facebook, with many users calling for anyone with information of the said driver to track him down and inform the authorities.
The suspect surrendered himself to the police not long after the report was lodged and is now being remanded to facilitate investigations.

KOTA KINABALU: A man, whose name and photo as per his e-hailing driver’s account is being circulated on social media following an alleged molest incident, has come forward to lodge a counter report.
The man claimed that his e-hailing identification account has been used by a friend for the past six months.
He lodged the report on Monday, a day after the victim filed a molest report.
In his report, the man claimed he was not involved in the alleged incident in front of a hotel in Putatan near here on Oct 27.
He also urged netizens to stop circulating the information as it was slanderous and affected him and his family.
Penampang OCPD Deputy Supt Mohd Haris Ibrahim said police were investigating the report.
In the incident, a 23-year-old wo-man alleged that she was molested by the e-hailing driver in his 40s at 4.48pm on her way home in Putatan.
She said before the incident, the driver had driven past the junction to her house as he claimed that he wanted to use another route.
He, however, stopped in front of a hotel before inviting her to go in for a rest and allegedly touched her thighs and arm.
The woman managed to flee and lodged a report.
After details of the alleged incident were circulated online, a man came forward to surrender to the police.

KUALA KANGSAR: Two people were killed when the car they were in crashed into a load of concrete posts that fell off a trailer at KM256 of the North South Expressway, near here.
Kuala Kangsar OCPD Asst Comm Razali Ibrahim said the driver of the car, Leong Woei Ser, 34, from Haluan Tasek Timur 10, Bercham, Ipoh and a passenger Cheah Kim Seng, 60, from Hala Perpaduan Taman Saga, Ulu Kinta died on the spot during the 9.30pm incident Wednesday (Oct 30).
ACP Razali said two other passengers in the car, believed to be Kim Seng's daughters, Mee Yee, 27 and Mun Yee, 30, sustained serious injuries and were taken to the Raja Permaisuri Bainun Hospital for treatment.
He said the incident is believed to have occurred when the trailer driver, Nurul Puaidi Amir, 41, from Kuala Ketil, Kedah, lost control of the vehicle that was heading north while coming downhill after the Menora Tunnel.
"We believe the brakes of the vehicle malfunctioned.
"The driver, to avoid crashing into a vehicle in front of him, swerved from the left carriageway to the right," he said, adding that the trailer was carrying 18 concrete posts.
He said a total of 14 concrete posts fell off the trailer, with two falling onto the other side of the road into opposing traffic.
"One of the posts fell on top of the victims' car which was being driven on the right lane.
"The post tumbled into the left lane and two more vehicles rammed into it," he added.
He said the second post fell on the middle of the road and was hit by an oncoming car.
"The post broke apart and the fragments were hit by two other cars," he said, adding that a total of six vehicles were damaged.
"Two other drivers sustained light injuries while four others, including the trailer driver, are unharmed," he said, adding that 12 more concrete posts fell onto the northbound road.
"The incident caused both north and southbound roads to be blocked," he added.
ACP Razali said the trailer driver, who tested negative for banned substances, has been arrested.
He said the case would be investigated under Section 41(1) of the Road Transport Act.
"The trailer has been taken to the Kuala Kangsar district police station.
"We've also informed the victims' families," he said, adding that their cause of death would be determined in a post-mortem.

KUALA LUMPUR: Heart attack remains the leading cause of death in Malaysia for the 14th year.
Ischaemic heart diseases, which occur when arteries of the heart cannot deliver enough oxygen-rich blood to the heart, continued to be the main cause of death in Malaysia last year with a total of 18,267 deaths or 15.6% of total deaths from various causes, the latest Statistics on Causes of Death in Malaysia released by the Department of Statistics Malaysia (DOSM) revealed.

It was the principal cause of death for males in Malaysia with 12,510 deaths (17.8%) while for females, the principal cause of death was pneumonia with 6,033 deaths (12.8%), it said.
Last year, 172,031 total deaths from various causes were recorded, an increase of 2.3% compared to 168,168 in 2017, it said.
“On average, 50 persons in Malaysia die of ischaemic heart diseases every day,” DOSM said in the statistics released yesterday.
According to the National Heart, Lung and Blood Institute in the United States, the most common type of ischaemic heart diseases is coronary heart disease (also known as coronary artery disease).
It is caused by the build-up of plaque inside the coronary arteries. The build-up can partially or totally block blood flow in the large arteries of the heart. The condition may be caused by disease or injury which affects how the arteries work in the heart.
Coronary microvascular disease is another type of ischaemic heart diseases which occurs when the heart’s tiny arteries do not function normally.
Risk factors include smoking, high blood pressure, high cholesterol, diabetes, being physically inactive, overweight or obese, and family history.
DOSM said ischaemic heart diseases were the principal cause of death in 90 administrative districts in Malaysia and the highest percentage was recorded in Petaling, Selangor (16.3%).
Urban areas recorded 12,101 cases, double that in rural areas (6,166 cases), it said.
Pneumonia was the principal cause of death in 48 administrative districts with the highest percentage recorded in Kota Setar, Kedah (17.8%).
The number of deaths due to ischaemic heart diseases in Malaysia in 2010 was 9,371 and the figures increased gradually through the years. The jump increased more prominently from 2016 to 2017 (13.9%) and from 2017 to 2018 (15.6%).
After ischaemic heart diseases, the second main cause of death last year was pneumonia (11.8%), followed by cerebrovascular diseases (7.8%), transport accidents (3.7%) and chronic lower respiratory diseases (2.6%).
On the main causes of death by age group, 4.8% of those aged 0 to 14 died of pneumonia and 20.4% of those aged 15 to 40 died in transport accidents.
The main cause of death among those above age 40 was ischaemic heart diseases: ages 41 to 59 (19.2%) and ages 60 and above (16.6%).

KUALA LUMPUR: Heart attack remains the leading cause of death in Malaysia for the 14th year.
Ischaemic heart diseases, which occur when arteries of the heart cannot deliver enough oxygen-rich blood to the heart, continued to be the main cause of death in Malaysia last year with a total of 18,267 deaths or 15.6% of total deaths from various causes, the latest Statistics on Causes of Death in Malaysia released by the Department of Statistics Malaysia (DOSM) revealed.

It was the principal cause of death for males in Malaysia with 12,510 deaths (17.8%) while for females, the principal cause of death was pneumonia with 6,033 deaths (12.8%), it said.
Last year, 172,031 total deaths from various causes were recorded, an increase of 2.3% compared to 168,168 in 2017, it said.
“On average, 50 persons in Malaysia die of ischaemic heart diseases every day,” DOSM said in the statistics released yesterday.
According to the National Heart, Lung and Blood Institute in the United States, the most common type of ischaemic heart diseases is coronary heart disease (also known as coronary artery disease).
It is caused by the build-up of plaque inside the coronary arteries. The build-up can partially or totally block blood flow in the large arteries of the heart. The condition may be caused by disease or injury which affects how the arteries work in the heart.
Coronary microvascular disease is another type of ischaemic heart diseases which occurs when the heart’s tiny arteries do not function normally.
Risk factors include smoking, high blood pressure, high cholesterol, diabetes, being physically inactive, overweight or obese, and family history.
DOSM said ischaemic heart diseases were the principal cause of death in 90 administrative districts in Malaysia and the highest percentage was recorded in Petaling, Selangor (16.3%).
Urban areas recorded 12,101 cases, double that in rural areas (6,166 cases), it said.
Pneumonia was the principal cause of death in 48 administrative districts with the highest percentage recorded in Kota Setar, Kedah (17.8%).
The number of deaths due to ischaemic heart diseases in Malaysia in 2010 was 9,371 and the figures increased gradually through the years. The jump increased more prominently from 2016 to 2017 (13.9%) and from 2017 to 2018 (15.6%).
After ischaemic heart diseases, the second main cause of death last year was pneumonia (11.8%), followed by cerebrovascular diseases (7.8%), transport accidents (3.7%) and chronic lower respiratory diseases (2.6%).
On the main causes of death by age group, 4.8% of those aged 0 to 14 died of pneumonia and 20.4% of those aged 15 to 40 died in transport accidents.
The main cause of death among those above age 40 was ischaemic heart diseases: ages 41 to 59 (19.2%) and ages 60 and above (16.6%).

LONDON (Reuters) - Marcus Rashford's "bolt from the blue" stopped resurgent Chelsea in their tracks as his sensational free kick fired Manchester United into the League Cup quarter-finals with a 2-1 victory at Stamford Bridge on Wednesday.
With 73 minutes on the clock and Chelsea beginning to dominate after Michy Batshuayi's superb equaliser, Rashford lined up a free kick 40 metres out and sent the ball dipping and swerving past a helpless Willy Caballero.
Rashford had given a near full-strength United a deserved halftime lead from the penalty spot after Welshman Daniel James had been fouled by Marcos Alonso.
Ole Gunnar Solskjaer's side held out reasonably comfortably to claim a third successive away victory having previously not won on the road since March.
It was United's second win over Chelsea this season, having beaten them 4-0 on the opening day of the Premier League.
Since then Frank Lampard's youthful Chelsea side have responded superbly and had won their last seven matches in all competitions to move into the Premier League's top four.
United, however, have laboured since but there are encouraging signs that they are beginning to hit their stride and Solskjaer appears to have targeted the League Cup.
He made only four changes to the side that started in the 3-1 win at Norwich City at the weekend, with 19-year-old Brandon Williams the only unfamiliar face.
"We've been leading 1-0 in many games and not kicked on. Today we were excellent, with fast flowing football. That's Manchester United. We're trying to get back to that," Solskjaer said. "Marcus has that strike in him.
"I've seen him in training so many times."
Lampard said Rashford's free kick had been a bolt from the blue.
He felt the game was theirs for the taking after Batshuayi, scorer of the winner at Ajax last week, ran from the halfway line before holding off a tackle and coolly dispatching a low shot into the bottom corner.
"No team can stop that," he said. "We weren't at our best in the first half, we were a little slow with our passing, but I loved the first half hour of the second half."
Chelsea have lost three games at Stamford Bridge in all competitions this season, one more than they did in the whole of the 2018-19 campaign. But Lampard was not too downhearted.
"I saw a lot of things that were good for us for the future, a lot of positives," he said. "I hate losing, we all do here, but it's clear there is a big picture and there are a lot of big games for us to come and a busy fixture list.
"Now we move on and focus on what is to come."
The draw for the quarter-finals is on Thursday in which United will be joined by Manchester City, Liverpool, Aston Villa, Leicester City, Everton, Colchester United and Oxford.

LIVERPOOL, England (Reuters) - Anfield debutant Curtis Jones scored the winning spot-kick as Liverpool beat Arsenal on penalties after an astonishing 5-5 draw to reach the League Cup quarter-finals on Wednesday.
The 18-year-old substitute kept his cool in front of the Kop to send Liverpool through after the hosts had trailed 3-1, 4-2 and 5-4 before a stoppage-time equaliser by Divock Origi.
On a crazy evening it looked as though Joe Willock's screamer had earned Arsenal a memorable victory, but Liverpool proved irrepressible as their barnstorming season continued.
Liverpool scored all five of their penalties while fledgling keeper Caoimhin Kelleher, 20, saved from Dani Ceballos.
It was only the second time Liverpool had conceded five at home in the last 66 years. The other occasion was a 6-3 League Cup loss to Arsenal in 2007.
"We can talk about tactics but who cares on a night like this?" Klopp, whose side have dropped only two points in their opening 10 Premier League games, said.
"I hoped for the boys they would have a game to remember. What they did tonight, I lost it really.
"If you don't win nobody remembers it in three years, if it works out the boys will remember it forever."
Defeat was a bitter one for Arsenal manager Unai Emery whose decision to give Mesut Ozil only his third start of the season paid off with the German playmaker in dazzling form.
Willock's long-range effort appeared to have sealed a morale-boosting win for Arsenal after a difficult few days since squandering a two-goal lead to draw 2-2 with Crystal Palace.
'CRAZY MATCH'
"A crazy match. I am very proud of their work, we had a high rhythm in the first 45 minutes," Emery said.
"At the end we were winning until the last action. Penalties are 50/50 and we lost. We are sad but our work, we deserve to have more. There are lots of positives to take."
Klopp and Emery changed their entire lineups from the weekend's Premier League action with winger Harvey Elliott becoming the youngest Liverpool player (16 years, 209 days) to start at Anfield.
Liverpool took the lead in the sixth minute as Arsenal's Shkodran Mustafi scored a comical own goal, his attempted clearance from Alex Oxlade-Chamberlain's low cross going into the net off his knee.
Arsenal levelled after 19 minutes when Mesut Ozil picked out Bukayo Saka in space and after his shot was saved and Liverpool could not clear, an offside-looking Lucas Torreira tapped home.
Brazilian teenager Gabriel Martinelli scored his first goal of the night seven minutes later to put Arsenal ahead, scooping in from close range after a save by Kelleher.
Liverpool self-destructed as Elliott's poor pass went to Ozil who played in Saka to square for Martinelli to score his seventh of the season and make it 3-1, but in the 43rd minute Elliott tumbled in the box at the other end and James Milner tucked away a penalty.
Milner's dreadful back pass allowed Ainsley Maitland-Niles to make it 4-2 after Ozil had performed wonders to recycle the ball but Arsenal old boy Oxlade-Chamberlain's spectacular effort reduced the arrears soon afterwards.
Liverpool equalised in the 62nd minute when Jones played in Origi who turned superbly before unleashing a shot too powerful for Arsenal keeper Emiliano Martinez.
Willock's goal arguably topped the lot though as he advanced forward before launching an unstoppable right-foot shot into the top corner from 30 metres.
But Liverpool have forgotten how to lose and Origi's shot on the turn, after a cross from 18-year-old Neco Williams, redeemed them at the death.

WASHINGTON, United States (Bloomberg): The U.S. Justice Department has struck a deal with fugitive financier Low Taek Jho (pic) in which it will recoup almost US$1bil (RM4.18bil) of money looted from the Malaysian investment fund 1MDB, in what would be the biggest recovery from an American anti-corruption crackdown.
The 1MDB global corruption scandal has toppled a government, ensnared a Wall Street powerhouse and set off investigations across the globe. The proposed settlement was filed Wednesday (Oct 30) in a California court.
It would be the most significant win for the Justice Department's Kleptocracy Asset Recovery Initiative since it was set up almost a decade ago to prevent the United States from becoming a safe haven for stolen money.
The deal, if approved by a federal judge, will help resolve forfeiture cases tied to Low, who is also known as Jho Low, whom prosecutors accuse of orchestrating the theft of more than US$4bil (RM16.7bil) from 1MDB. The money was used to pay for a private jet, a superyacht, mansions, diamonds and even Hollywood movie productions. The agreement doesn't include an admission of guilt or wrongdoing but doesn't release Low from other criminal charges.
"We were pleased to help negotiate this historic resolution in order to preserve the tremendous value of assets involved," Chris Christie, the former governor of New Jersey said in a statement. His law firm represents Low. "It is one of the largest civil forfeiture settlements in U.S. history and represents a voluntary return of each and every asset claimed by DOJ."
The assets involved in settlements of 13 forfeiture cases are estimated to be worth more than US$700mil (RM2.92bil) and include a luxury, boutique hotel in Beverly Hills, California, and high-end real estate in New York and London, the Justice Department said. That's in addition to US$260mil (RM1.08bil) of assets seized earlier, including a superyacht, the department said. The value of the recouped assets could be even higher based on estimates in the original lawsuits and the final sale price.
"The message in this case is simple: the United States is not a safe haven for pilfered funds," U.S. Attorney Nick Hanna in Los Angeles said in a statement. "Our strict anti-money laundering controls are effective, and we will seize assets used by criminals to conceal ill-gotten gains."
The flurry of forfeiture complaints filed initially by the Justice Department in 2016 connected big purchases in the United States to the proceeds of a crime. But even after assets are seized, the proceeds from them can end up in legal limbo until a court awards judgment in favour of the United States or, as in this case, reaches a settlement. The two sides negotiated a deal to avoid the legal costs and uncertainty of extended litigation.
The case laid out the ways in which money meant for economic development in Malaysia found its way past bank watchdogs and ended up paying for the lavish lifestyle of Jho Low and his associates.
Much of the money was raised by Goldman Sachs Group Inc. The 1MDB episode has turned into a major reputational problem for the New York-based bank, which has been in conversations with the United States and Malaysian governments over a monetary settlement for its involvement in the 1MDB scandal. A former senior executive at the firm has pleaded guilty to his role.
Several properties involved in the settlement have been sold, and proceeds are being held for restitution payments.
"I am very pleased" that a global settlement has been reached, Low said in a statement distributed by his representatives. The "agreement builds on a series of successful prior agreements negotiated with the U.S. Department of Justice and is a result of good faith discussions," he said.
Money taken from 1MDB was also funnelled into private-equity investments. The appreciation in the value of those stakes is likely to represent the largest chunk of the money to be recovered by the U.S. government.
The most noteworthy of them was Jho Low's stake in EMI Music Publishing, which is now fully controlled by Sony Corp. His original investment of just over US$100mil (RM417.68mil) grew to more than US$415mil (RM1.73bil). That stake has since been liquidated, and the proceeds are being held pending the outcome of the forfeiture lawsuits. – Bloomberg

KUALA LUMPUR (ANN): Thousands of bank accounts belonging to Malaysia's legal foreign residents have been terminated, many of them migrants from Muslim-majority countries on United States terror sponsorship watchlists.
This has raised accusations from those affected of discrimination by the Malaysian banking network. The move to shut their accounts started at least six months ago.
The two largest Malaysian banks involved in the move, Maybank and CIMB Bank, have not come forward to explain the reasons for shutting the accounts.
Efforts to get responses from the Malaysian central bank and from these two banks were unsuccessful.
The residents affected include Algerians, Iranians, Iraqis, Nigerians, Syrians, Ukrainians and Yemenis, sources told The Straits Times.
At least 4,353 of these foreign individuals have signed a petition launched in May directed at the two banks to lift the ban.
The Straits Times has learnt that the main reason the two Malaysian banks shut down the accounts of these foreigners were the financial institutions’ aversion to potential money laundering and terrorism financing cases. Many of the nationalities affected are in the US' State Sponsors of Terrorism, the global Financial Action Task Force and other American-endorsed anti-terrorism lists.
A source said this was done to "minimise risks to its business", especially when dealing with the United States, following the advice from the banks' anti-money laundering board.
"Regrettably, we are unable to provide any comments to the queries posted. However, individuals who are facing such issues may contact ABM directly for assistance," Association of Banks Malaysia's executive director Kalpana Sambasivamurthy told The Straits Times when contacted.
Asked if the practice was allowed, a source told The Straits Times: "The only ruling that Bank Negara Malaysia has is that whatever decision that is made by a bank must be consistent with its risk appetite, as they can't just discriminate as they like.
"Whether they can do this or not, the answer is, they can, as long as they're consistent and not discriminatory. If the parameter is nationality, then the accounts of everyone in the nationality would be treated the same."
Prime Minister Mahathir Mohamad, asked why some bank accounts of Iranians in Malaysia were terminated, said on Wednesday (Oct 30):
"Our ties with Iran is very good. But we face some very strong pressure from certain quarters, which you may guess.
"We are forced to do this because if we don't, they will close our banks aboard," he told reporters after attending an official meeting, The Star reported. He described the move as "a kind of bullying by powerful people".
Meanwhile, although most of the account holders were cleared by Malaysia's Counter Terrorism Division, the banks were apparently not taking any chances.
"In this case, it's obvious that instead of practising the 'know your customer' approach, it's 'easier' for the banks to just launch a blanket ban," the banking source said.
This has sparked outrage among those affected. Their online petition condemned the move, criticising Maybank and CIMB for their decision to terminate the accounts of these foreigners who have legal papers to be in Malaysia.
Iranian citizen Reza Ganji, who is behind the petition, claimed that the closures are based on "ethnicity and race" and it was nothing short of "ethnic profiling and racial discrimination".
"The selective closure of our bank accounts is affecting our daily lives as legal Malaysian residents, both as employees and students," he wrote in the petition. "We've limited or no access to financial services but yet we are tirelessly contributing to the professional work force in the country and giving local colleges and university millions of ringgit in business."
Ganji, who works at a Malaysian university, added: "Sanctions do not prohibit or target ordinary people but banking restrictions mean there is no way for normal people to use financial services.
"It is our strong opinion that the closures are based on ethnicity and race. We are ordinary people who contribute to the society of Malaysia but are victims of racism by so-called reputable banks. This is ethnic profiling and racial discrimination in Malaysia," he added.
Syrian Abdulrahman Kreaeeh, a senior software engineer and technical lead at a Malaysian firm, told The Straits Times that he was left in the dark when his CIMB account was terminated.
"They wouldn't say why they decided to close my account. I've been staying here for the past eight years and my salary is paid through CIMB. It is very inconvenient to receive my salary with this closure," said the 28-year-old.
Another Syrian, Anas Semesmieh, a 29-year old software engineer, said he first learnt of the closure when he received a letter from the bank a month before his account was terminated.
"I went to CIMB to inquire but even the branch manager had no idea what the letter was for and why, but the assistant told me it was because of my nationality and there are sanctions on that, as well as being flagged for being from a high-risk country," he said.
Iranian senior software engineer Belal Haikal, 30, shared that some of his peers had to resort to getting their salaries credited into a friend's account to have access to their own money.
"It's not only a hassle, but it touches on security as well. My Maybank account was terminated without any reason given. Some of us went to the bank to inquire, they (bank officers) took our debit cards and broke it to prevent us from using it."
"In some cases, they would only start terminating our account when we visit the bank. So some of us (whose accounts are still active) now refrain from doing any over-the-counter transactions," he said. - The Straits Times / Asia News Network

GEORGE TOWN (Bernama): A businessman from China told the High Court here on Wednesday (Oct 30) that he had to pay RM400,000 to get a Malaysian passport and an identity card.
Wang De Qun, 58, said he agreed to pay the sum as he wanted to have a Malaysian passport to facilitate investment and business dealings in the country.
"I wanted to have a valid passport in this country to facilitate my business as I faced difficulties entering Malaysia, ” said the prosecution witness in the deposition proceedings in the case against six individuals who face charges of issuing and selling a birth certificate and an identity card illegally to a foreigner.
The six include Penang National Registration Department (JPN) assistant director Mohd Faizul Arifin, 34; Mohd Faizal Tan Abdullah, 66; Yap Cheng Wah, 43; Loh Chan Cheong, 34; Chien Guan Chai, 36, and businessman Datuk Lai Chin Wah, 56
Wang who gave his statement in Mandarin said he had a resort business and was a contractor in the country.
In his statement, Wang said he was introduced by a Thai man known as Liwge who told him of a way to acquire Malaysian citizen passport. His finance manager paid RM200,00 advance to the Thai man.
"I told Liwge, I wanted the passport for the purpose of investment as available in Australia and Africa, and I wanted a valid Malaysia passport, ” said Wang who holds two passports, China's and Vanuatu's, with the Malaysian passport under the name of Ewe Chor Beng.
He said to obtain the passport, he was introduced to and met the accused, businessman Datuk Lai Chin Wah, 56, in December last year.
"In the meeting with Lai, I was brought to a hotel. After that I was brought to a government building.
"There, I was brought to the room of an officer on the third floor where I was told to sign several pieces of documents which I do not know of the content but I believe it is a valid transaction relating to my passport application, ” said Wang who identified in court the officer as JPN assistant director Mohd Faizul.
The witness said he was then brought to another building for thumb print and to have his picture taken. After that, he was again brought by Lai to the hotel and waited for several hours there and was later shown a copy of the document which had his picture.
He said Lai contacted him when he was in China to say his passport was ready. The witness said he later came to Penang and in the meeting, Lai showed him an identity card bearing his picture.
"At that time, I thought I had obtained the passport but it was only a card and the accused told me it was a card (Mykad) needed to apply for passport.
"The following day, I was brought to the same government building for all other procedures to obtain a passport and later returned to my country, ” he said.
Wang said in March this year, Lai again contacted him and announced his passport was ready. The witness went to Penang again to meet Lai to collect the passport.
"After obtaining the passport that night, the accused (Lai) brought me Thailand and returned to Malaysia the next day to try out the passport. There were no complications and the exit and entry proceeded smoothly, ” he said and later handed over RM200,000 to Lai.
Wang said after the passport had been resolved, Lai said he would want to cooperate with him in business and asked him to take Malaysian driving licence and the witness agreed and sat for the test to obtain a driving license.
Justice Datuk Akhtar Tahir set Thursday (Oct 31) for the witness to continue his statement.
Faizul, Faizal Tan, Yap, Loh and Chien all pleaded not guilty to two charges under Section 26E of the Anti-Trafficking in Persons and Anti-Smuggling of Migrants Act 2007 (Act 670), as did businessman Lai to three similar charges.
They also face charges of fraudulently issuing and selling a birth certificate and an identity card. – Bernama

TOKYO (Reuters) - England have been fined for their response to the haka before Saturday's World Cup semi-final victory over New Zealand, World Rugby said.
England fanned out across the pitch in V-formation as the All Blacks delivered the challenge, with several players who crossed the halfway line standing their ground when officials tried to usher them back.
World Rugby regulations stipulate opponents must not cross the halfway line while the haka is being performed. It did not disclose the size of the fine, which is to be donated to charity.
"England have been fined for a breach of World Cup tournament rules relating to cultural challenges, which states that no players from the team receiving the challenge may advance beyond the halfway line," the sport's governing body said in a statement.
"This is in line with the protocol which operates globally across the international game."
In the 2011 tournament France were fined 2,500 pounds ($3,216.75) when they also advanced on the haka before the final.
Asked about England's actions after the match, captain Owen Farrell said: "We didn't just want to stand in a flat line and let them come at us."
World Rugby's Youtube video of the incident, titled "England’s incredible response to intense New Zealand haka" with a commentator saying "you want box office? You've got it", has been viewed more than four million times.

KOTA KINABALU: Name-calling resulting in a fight landed seven students in lock-up on Tuesday (Oct 29).
The seven teenage girls, aged between 14 and 17 from Kg Panji and Kg Pisang in Lahad Datu, had, prior to the 5.30pm incident, met up to talk about some issues and misunderstandings among them.
It is learnt that some girls from Kg Pisang had accused those from Kg Panji of being undocumented and said they always checked into hotels.
The girls from Kg Panji were angry and had called those who bad-mouthed them to meet up.
Lahad Datu OCPD Asst Comm Nasri Mansor said after meeting up and arguing, the girls started fighting with each other.
He said someone had taken a video of them fighting and shared it on Facebook.
“Following the incident, we arrested seven girls to facilitate investigations into rioting, ” he said, adding that no one was seriously injured in the incident.
ACP Nasri said the girls have been remanded and he urged other suspects involved in the fight to come forward to assist investigations.

PENJAWAT awam berusia 42 tahun didakwa di Mahkamah Sesyen Kuala Kangsar dengan 104 pertuduhan seks luar tabii kerana meliwat isterinya sejak Mac hingga Jun lalu. PENJAWAT awam didakwa di Mahkamah Sesyen Kuala Kangsar, hari ini dengan 104 pertuduhan seks luar tabii kerana meliwat isterinya sejak Mac hingga Jun lalu.
Tertuduh berusia 42 tahun yang bekerja sebagai pemandu juga didakwa dengan tujuh pertuduhan amang seksual terhadap tiga anak perempuannya yang berusia 12, 10 dan lima tahun pada Mei dan Jun lalu.
Lelaki terbabit didakwa meliwat isterinya yang berusia 37 tahun dengan purata dua atau tiga kali hampir setiap hari bermula pada 1 Mac hingga 3 Jun lalu antara 12.30 tengah malam hingga 11.30 malam.
Kesalahan itu didakwa dilakukan tanpa kerelaan isterinya di kediaman mereka di Sungai Siput dekat sini.
Bagi kesemua 104 pertuduhan itu dia didakwa mengikut Seksyen 377C Kanun Keseksaan yang memperuntukkan hukuman penjara tidak kurang lima tahun dan tidak lebih 20 tahun serta sebatan jika sabit kesalahan.
Terdahulu dia didakwa melakukan amang seksual terhadap tiga anak perempuannya pada 4 dan 7 Mei lalu serta 4 Jun lalu di lokasi sama pada 6 petang dan 9 malam.
Bagi kesalahan itu dia didakwa enam pertuduhan mengikut Seksyen 14(a) Akta Kesalahan-kesalahan Seksual terhadap kanak-kanak 2017 dan satu pertuduhan mengikut Seksyen 14 akta sama yang dibaca bersama Seksyen 16 akta sama
Jika sabit kesalahan dia boleh dihukum penjara maksimum 20 tahun dan sebatan serta tambahan lima tahun dan dua sebatan jika membabitkan anak.
Lelaki terbabit bagaimanapun mengaku tidak bersalah bagi keseluruhan 111 pertuduhan yang dihadapi hari ini dan minta dibicarakan sebaik pertuduhan dibacakan satu persatu di hadapan Hakim Rohaida Ishak yang mengambil masa hampir sejam.
Pendakwaan dijalankan Timbalan Pendakwa Raya, Hasyutantee Khalil dan tertuduh diwakili peguam Yayasan Bantuan Guaman Kebangsaan (YBGK), Nor Izawani Ahmad Jalaludin untuk rayuan jaminan.
Pihak pendakwaan membantah sebarang jaminan kerana mangsa membabitkan isteri dan anak-anak tertuduh yang berkemungkinan boleh mengganggu mangsa.
Tertuduh dalam rayuannya memohon dibenarkan jamin susulan dia tidak lagi tinggal bersama dengan isteri dan anak-anaknya serta dalam proses perceraian selain hanya bekerja sebagai pemandu dengan pendapatan RM1,000 sebulan.
Hakim Rohaida kemudian tidak membenarkan sebarang jaminan bagi kesemua pertuduhan dan menetapkan 28 November ini bagi sebutan semula kes serta lantikan peguam untuk tertuduh.
Difahamkan tertuduh juga dijangka akan didakwa dengan 10 pertuduhan lagi di Mahkamah Majistret Sungai Siput esok membabitkan kes sengaja menyebabkan kecederaan dan ugutan jenayah.

SEBANYAK 108,606 kes denggi direkodkan di seluruh negara sehingga 26 Oktober lalu.
Menteri Kesihatan, Datuk Seri Dr Dzulkefly Ahmad berkata, jumlah itu meningkat 77.3 peratus (47,352 kes) berbanding hanya 61,254 kes pada tempoh sama, tahun 2018.
“Enam negeri yang menunjukkan jumlah tertinggi adalah Selangor (60,024), Wilayah Persekutuan Putrajaya dan Kuala Lumpur (13,435), Johor (9,194), Kelantan (5,024), Sabah (4,444) dan Pulau Pinang (3,802).
“Manakala sembilan negeri lain merekodkan jumlah kes kurang daripada 3,000 kes.
“Secara keseluruhan, jumlah kumulatif kematian akibat denggi adalah sebanyak 154 kematian berbanding 104 kematian bagi tempoh yang sama tahun lalu,” katanya ketika menjawab soalan Nor Azrina Surip (PH-Merbok) berkaitan jumlah terkini kes demam denggi dan kaedah efektif yang digunakan kerajaan dalam menangani isu berkenaan di Dewan Rakyat, hari ini.
Mengulas lanjut, Dr Dzulkefly berkata, tindakan bersepadu bagi membanteras peningkatan kes denggi sudah pun dilaksanakan sejak tahun 2014 melalui kementerian, jabatan serta agensi.
Ia merangkumi Jawatankuasa Peringkat Kebangsaan Mengenai Denggi dan Pasukan Petugas Khas Denggi peringkat kementerian dan negeri.
Kata beliau, pasukan berkenaan bermesyuarat setiap dua minggu sekali sebagai usaha bagi memastikan semua pihak melaksanakan aktiviti pencegahan serta kawalan mengikut peranan mahu pun bidang kuasa masing-masing.
“Kementerian Kesihatan (KKM) membelanjakan sebanyak RM3.35 juta untuk sumber luar bagi aktiviti kawalan dan pencegahan denggi di Johor, Selangor dan Wilayah Persekutuan.
“Selain itu, kementerian juga menggunakan kaedah inovasi kawalan denggi dengan menggunakan semburan Outdoor Residual Spraying (ORS) di kawasan berstrata titik panas,” katanya.
Menurut Dr Dzulkefly lagi, KKM juga sedang menjalankan inisiatif inovasi kawalan denggi iaitu pelepasan telur nyamuk Aedes berWolbachia bagi menggantikan populasi nyamuk Aedes liar yang membawa virus denggi.
Katanya, dengan kehadiran bakteria Wolbachia dalam nyamuk Aedes, ia akan merencatkan perkembangan virus denggi dalam badan nyamuk sekali gus mengurangkan risiko jangkitan kepada manusia.
“Operasi ini dilakukan berikutan kajian mendapati ia dapat mengurangkan antara 50 hingga 70 peratus kes denggi di lokaliti kajian.
“Fasa pertama operasi dijalankan di 11 lokaliti di Daerah Petaling dan Wilayah Persekutuan Kuala Lumpur, hasil inovasi itu bagaimanapun masih dalam penelitian,” katanya.

KUALA LUMPUR: The High Court was told on Wednesday (Oct 30) that PetroSaudi International (PSI) CEO Tarek Obaid received a handsome US$85mil (RM356mil) in commission for the joint venture (JV) between PSI and 1Malaysia Development Bhd (1MDB).
The payment was channelled to Tarek's bank account from Good Star Ltd, a company that was initially said to be a subsidiary of PSI but later revealed to be owned by fugitive financier Low Taek Jho.
During cross-examination on Wednesday, former 1MDB CEO Datuk Shahrol Azral Ibrahim Halmi, 49, was shown documents by lead counsel Tan Sri Muhammad Shafee Abdullah.
The ninth witness agreed that a name stated on the document was 'Tarek Essam Obaid', who received the credit from Good Star.
(On Sept 30,2009, a total of US$1bil (RM3.487bil) was transferred by 1MDB into two separate accounts, with US$300mil into the JV account 1MDB-PSI and US$700mil into Good Star.
Shafee: Within five days Tarek got paid US$85mil from Good Star.
Shahrol: Yes.
Shafee: So this Tarek Essam Obaid is the same Tarek Obaid (of PSI)?
Shahrol: As far as I know, yes.
Shafee: The money went to Good Star and Good Star paid Tarek.
Shahrol: I don’t know why.
Shafee then showed the witness more documents and said they ought to “clear it out and settle it once and for all”.
The document was a JP Morgan application form to open a bank account for an individual.
Shafee: Please tell the court the name on the document.
Shahrol: It is Tarek Obaid.
Shafee: Based on bank statements, Tarek was paid US$85mil out of the US$700mil from Good Star for a commission as part of the JV deal between 1MDB and PSI.
Shahrol: Yes. The JV is the 1MDB-PSI deal.
Shafee: The reason Tarek was paid 85mil out of the 700 was because of commission.
Shahrol: Yes.
Shafee: So our money, US$700mil went there (to Good Star). US$85mil, this Tarek swiped as commission or purported commission... Can this be a bona fide commission or is this outright stealing?
Shahrol: Not enough information to determine that.
Shafee: You are an engineer. How much is the percentage?
Shahrol: Slightly over 10%.
Shafee: That's a lot for a commission for a JV.
Shahrol: Yes.
Shafee: Did he declare that he made this money from that deal?
Shahrol: No he didn't.
Datuk Seri Najib Razak, 66, faces 25 charges in total - four for abuse of power that allegedly brought him financial benefit to the tune of RM2.3bil; and 21 for money laundering involving the same amount of money.
The hearing before Justice Collin Lawrence Sequerah continues on Thursday (Oct 31).

KUALA LUMPUR: A mobile phone shop owner was fined RM8,250 at the Magistrate's Court here on Wednesday (Oct 30), for possessing more than 50 lewd videos in his phone.
See Foo Hoong, 36, pleaded guilty when the charge was read in front of Magistrate Nur Farahain Razlan.
See was charged under Section 292 of the Penal Code, which carries a jail term of a maximum of three years or a fine, or both, upon conviction.
According to the charge sheet, See was found to have 55 obscene videos in an iPhone X at an Old Town White Coffee branch at Bandar Baru Sri Petaling on Oct 25, 2018.
According to the statement of facts, police and officers from the Malaysian Communications and Multimedia Commission (MCMC) had gone to see See at the Old Town White Coffee branch to investigate him under an offence related to Section 233 of the MCMC Act 1998 for distributing prohibited content.
During the investigation, the authorities seized the phone from See and found 55 obscene videos on the phone after a forensic analysis was conducted on the phone.
MCMC prosecuting officer Nazrul Nizam Zameri asked for a deterrent sentence to be handed to See as a lesson for the accused and the public.
See's lawyer KT Tang then asked for a lesser sentence, seeing that this was the accused's first offence.
Tang said that See also has to provide for his family.
"The accused has also learnt his lesson and won't repeat the offence," he added.
Magistrate Nur Farahain ordered See to be sentenced to three months' jail should he fail to pay the fine.
