KETUA Polis Johor, Datuk Ayob Khan Mydin Pitchay telah dicadangkan untuk menjadi Pengarah Jabatan Siasatan Jenayah (JSJ) Bukit Aman seterusnya, kata Ketua Polis Negara (KPN), Tan Sri Abdul Hamid Bador.




Beliau berkata demikian ketika ditanya siapa yang bakal memegang jawatan Timbalan KPN selepas penggantinya, Datuk Seri Acryl Sani Abdullah menggalas tugas baharu.










"Pengarah Bukit Aman yang paling kanan adalah Pengarah Jabatan Integriti dan Pematuhan Standard (JIPS), Datuk Zamri Yahya, Pengarah Pengurusan, Datuk Ramli Din dan Pengarah Jabatan Siasatan Jenayah Narkotik (JSJN), Datuk Razarudin Husain.

BANGKOK, April 30 (AFP): Thailand's cabinet has granted Premier Prayut Chan-O-Cha sweeping new powers aimed at curbing Covid-19 that critics fear could be used as a political tool to suppress dissent.

The country is struggling to contain a third wave that has seen a jump of more than 34,000 cases since an outbreak was detected in the capital's nightlife district.


Mandatory mask-wearing and restrictions on daily life have done little to slow the rising death toll, with Prayut's leadership coming in for criticism for failing to bring the outbreak under control.

Thailand has also been slow in vaccinating its population compared to regional neighbours, inoculating just 1.2 million people since its roll-out started two months ago.


On Tuesday, the cabinet passed a resolution transferring the portfolios of several ministers to the premier, placing Prayut in charge of laws ranging from the Arms Control Act to the Computer Crimes Act.



The latter is a controversial law critics say broadens the scope of the government's surveillance and censorship powers.

The move allows Prayut "the permission, approval, order and command to help in preventing, correcting, suppressing, and deterring an emergency situation", said an announcement in the Royal Gazette, a government website that publishes new legislation.

Authorities said the new powers were aimed at tackling the health crisis.

The leader of the opposition Move Forward Party lambasted Prayut Wednesday for what it said was his administration's "incompetent" handling of the coronavirus outbreak.

"They can't resolve the political and economic crises with a crisis of people's faith added to the list," Pita Limjaroenrat said.

"It is time for General Prayut to stop clinging onto power, which doesn't belong to him in the first place -- return the power to the people."



A former general who masterminded a 2014 coup, Prayut was voted in as premier after 2019 elections administered under a military-scripted constitution.

Widespread discontent over the silencing of opposition voices -- coupled with pandemic-spurred economic losses -- later brewed into a pro-democracy protest movement against his government.

At its peak, tens of thousands of protesters took to the streets to call for Prayut's resignation.

But the movement has slowed this year partly due to Covid-19 but also because in recent months authorities have hit pro-democracy leaders with criminal charges.

"The bill is not entirely about Covid itself. It's meant to be used as a political tool by the government," said analyst Titipol Pakdeewanich.

KUALA LUMPUR: Jawatan Pengerusi Suruhanjaya Pasukan Polis (SPP) perlu diterajui oleh golongan profesional dan bukannya ahli politik, tegas Ketua Polis Negara Tan Sri Abdul Hamid Bador.

Dalam sidang media hari-hari terakhirnya memegang jawatan tersebut, Abdul Hamid berkata, orang politik cenderung untuk menggunakan Polis Diraja Malaysia (PDRM) demi kepentingan politik dan perkara itu perlu dihentikan.

Malah, beliau mengakui tidak senang dengan tindakan campur tangan Menteri Dalam Negeri Datuk Seri Hamzah Zainudi menyebabkan beliau mempunyai hubungan yang tidak baik dengannya.

"Ini yang patut dihindarkan (campur tangan), tidak boleh seseorang menteri campur urusan kawal selia PDRM.

"Beliau (Hamzah Zainuddin) hanya dberikan kuasa untuk tetapkan dasar... apakah hala tuju pasukan, adakah pasukan ini pincang ataupun pasukan ini ada masalah.

"Itu peranan dan tanggugjawab beliau (sebagai Pengerusi SPP), bukannya tentukan siapa CPO (Ketua Polis Negeri) siapa pengarah, peranan beliau sebagai Pengerusi SPP ada hadnya," katanya dalam sidang media di Bukit Aman di sini pada Jumaat.

Kata beliau, tindakan ahli politik yang dilihat cuba menguasai SPP dan PDRM akan menyukarkan tugas Ketua Polis Negara dalam mengawal selia PDRM.

Abdul Hamid mendedahkan mengenai campur tangan itu beberapa jam selepas Hamzah mengakui, rakaman audio perbualan mengenai kenaikan pangkat dan pertukaran jawatan dalam PDRM yang tular sejak beberapa hari lalu merupakan suara beliau.

Jelasnya, beliau sudah dua kali membangkitkan isu campur tangan Hamzah dalam urusan pasukan polis kepada Perdana Menteri Tan Sri Muhyiddin Yassin dan turut menyuarakannya kepada Ketua Setiausaha Negara Tan Sri Mohd Zuki Ali.

Katanya, beliau bukan 'gila kuasa' mahu menentukan segala-galanya, namun sebagai ketua pasukan polis beliau akui lebih arif tentang hal ehwal dan urusan PDRM.

“Saya bergelumang setiap hari dengan pasukan saya. Menteri ada banyak jabatan dan agensi di bawah kementeriannya,” tambahnya.

Abdul Hamid turut mencadangkan agar pada masa akan datang, SPP diterajui secara bebas, misalnya oleh bekas hakim atau ketua hakim negara.

Katanya, cadangan itu pernah disuarakan oleh bekas ketua pengarah Pusat Governans, Integriti dan Anti-Rasuah Nasional (GIACC) Tan Sri Abu Kassim Mohamed semasa pentadbiran Pakatan Harapan.

JOHOR BAHRU, 30 April -- Empat bazar Ramadan di negeri ini diarah tutup serta-merta sebagai langkah berjaga-jaga selepas tapak perniagaan itu dikunjungi individu disyaki positif COVID-19.

Pengerusi Jawatankuasa Perumahan dan Kerajaan Tempatan Johor Ayub Jamil berkata penutupan berkenaan antaranya melibatkan bazar Ramadan Kampung Pasir, Jalan Mata Kuching dan bazar Ramadan @Mart Kempas di kawasan pentadbiran Majlis Bandaraya Johor Bahru (MBJB).

Katanya dua lagi ialah bazar Ramadan Belatuk, Taman Scientex di kawasan Majlis Bandaraya Pasir Gudang dan bazar Ramadan Lok Heng dalam kawasan Majlis Daerah Kota Tinggi.

“Tempoh penutupan semua bazar ini tertakluk kepada penilaian risiko yang dibuat oleh Jabatan Kesihatan Negeri.

“Berdasarkan rekod dalam aplikasi MySejahtera, terdapat individu yang disyaki positif COVID-19 dikesan mengunjungi bazar berkenaan. Jadi langkah awal yang kami ambil ialah dengan menghentikan terus operasinya,” katanya ketika dihubungi di sini hari ini.

Tahun ini, sebanyak 193 bazar Ramadan dan Aidilfitri dibenarkan beroperasi di 16 kawasan Pihak Berkuasa Tempatan (PBT) negeri Johor membabitkan 9,609 petak jualan.

Di PERAK, Bazar Ramadan Nenas Kampung Selabak di Teluk Intan diarah tutup sementara mulai esok, bagi mengelakkan penularan wabak COVID-19.

Pengerusi Jawatankuasa Perumahan, Kerajaan Tempatan, dan Pelancongan Perak Datuk Nolee Ashilin Mohamed Radzi berkata pihak Majlis Perbandaran Teluk Intan menerima surat arahan penutupan itu atas faktor keselamatan daripada Kementerian Perumahan dan Kerajaan Tempatan pagi tadi.

“Surat tersebut telah mengarahkan Bazar Ramadan Nenas ditutup serta-merta dan arahan penutupan bazar itu adalah atas dasar keselamatan,” katanya ketika dihubungi Bernama di sini hari ini.

Beliau berkata Bazar Ramadan yang difahamkan dianjurkan oleh badan bukan kerajaan (NGO) berkenaan akan ditutup sehingga ke tarikh yang akan dimaklumkan kemudian.

Hari ini, tular surat arahan penutupan itu yang menunjukkan senarai Bazar Ramadan seluruh negara yang dikenal pasti sebagai kawasan berisiko tinggi termasuk Bazar Ramadan Nenas satu-satunya yang terlibat di Perak.

Hari ini, 118 kes baharu dilaporkan di Perak menjadikan kes keseluruhan sebanyak 14,749 berbanding 91 kes baharu semalam.

Di PULAU PINANG, enam bazar Ramadan di negeri ini hari ini telah diarahkan tutup berikutan terdapat jangkitan COVID-19 di kawasan bazar berkenaan.

Datuk Bandar Majlis Bandaraya Pulau Pinang (MBPP) Datuk Yew Tung Seang berkata empat bazar Ramadan di bahagian pulau negeri itu telah diarahkan tutup operasi selama tiga hari bermula 2 Mei ini.

"Bazar itu ialah bazar Ramadan Kampung Melayu, bazar di hadapan pasar Taman Tun Sardon, bazar di perkarangan parkir hadapan Masjid Daerah Barat Daya dan bazar di hadapan Kompleks Bukit Gedung," katanya dalam satu kenyataan ringkas di sini hari ini.

Sementara itu di Seberang Perai, Datuk Bandar Majlis Bandaraya Seberang Perai (MBSP) Datuk Rozali Mohamud berkata dua bazar di kawasan itu diarahkan tutup iaitu bazar Ramadan Attakwa di Taman Bertam Indah dan bazar Ramadan MPKK Jalan Tenggiri.

“Hasil mesyuarat pasukan tindakan pengurusan krisis COVID-19 telah memutuskan bahawa MBSP boleh memberi kebenaran kepada penganjur untuk beroperasi di tempat baharu dengan pematuhan prosedur operasi standard (SOP).

"Selain SOP penyediaan kod QR MySejahtera, pemeriksaan suhu, penyediaan cecair sanitasi tangan, penganjur bazar Ramadan perlu memastikan hanya seorang daripada setiap keluarga dibenarkan masuk ke kawasan bazar dan penganjur harus melantik petugas tambahan untuk memastikan pengunjung tidak bersesak di meja jualan," katanya.

KUCHING, April 30 -- The Philippine variant or the P.3 variant of the COVID-19 virus have been detected in Sarawak, according to Sarawak COVID-19 Advisory Group (SCOVAG).

SCOVAG in a statement today said the variant was detected by the Institute of Health and Community Medicine (IHCM) of Universiti Malaysia Sarawak (UNIMAS) in its genome sequencing analysis last week.

IHCM director Prof Dr David Perera said the P.3 variant was found in four samples received from Kuching and four samples from Samarahan.“These mutations have been associated with immune-escape from both vaccine-induced and natural infection protection, and greater transmissibility,” he said.

Meanwhile, Prof Perera, who is also a member of SCOVAG, said uncontrolled transmission of the COVID-19 virus will lead to the emergence of more variants that may have an important impact on the vaccine efficacy and possibly severity of the disease.

He said the continuous evolving of new COVID-19 variants strongly emphasises the need for the public to continue adhering to the standard operating procedures (SOP) and the need to achieve herd immunity through the vaccination programme.

“These efforts will help slow virus transmission and reduce the chance of future variants evolving in the community,” he said.

Since the outbreak of COVID-19 last year, IHCM has been at the forefront of the fight against the pandemic in the state.

It was tasked with testing samples and genome sequencing analyses to detect changes in the virus.

BENGALURU: All vaccination centres in India's financial capital of Mumbai were shut for three days starting Friday due to a shortage of vaccines, said authorities, as the country posted another record daily rise in coronavirus cases.

India reported 386,452 news cases on Friday, while deaths from COVID-19 jumped by 3,498 over the last 24 hours, according to health ministry data.

However, medical experts believe actual COVID-19 numbers in the world's second-most populous nation may be five to 10 times greater than the official tally.

India has added about 7.7 million cases since the end of February, when its second wave picked up steam, according to a Reuters tally. In contrast, it took India nearly six months to add the previous 7.7 million cases.

The country is in deep crisis, with hospitals and morgues overwhelmed, medicines and oxygen in short supply and strict curbs on movement in its biggest cities.

India is the world's biggest producer of vaccines but does not have enough stockpiles to keep up with the second deadly COVID-19 wave, despite Prime Minister Narendra Modi's government planning to vaccinate all adults starting May 1. Only about 9% of India's 1.4 billion people have received a vaccine dose since January.

Several states have said they will be unable to immunize people aged 18-45 immediately.

Modi is scheduled to meet cabinet of ministers on Friday as the wave of infections cripples the nation's health system and threatens to impact major businesses as absenteeism grows with staff falling sick or taking leave to tend to sick relatives.

World aid has started arriving in India as it struggles to combat what has been described as a humanitarian disaster.

The first U.S. flight carrying oxygen cylinders, regulators, rapid diagnostic kits, N95 masks and pulse oximeters arrived in the Indian capital Delhi on Friday.

"Just as India came to our aid early in the pandemic, the U.S. is committed to working urgently to provide assistance to India in its time of need," U.S. Secretary of State Antony Blinken said on Twitter.

"Today we are proud to deliver our first shipment of critical oxygen equipment, therapeutics and raw materials for vaccine production."

OXYGEN CRISIS TILL MID-MAY

The United States will send more than $100 million in medical aid, including 1,000 oxygen cylinders, 15 million N95 masks and 1 million rapid diagnostic tests. It also has redirected its own order of AstraZeneca supplies to India, to allow it to make more than 20 million doses.

Shipments from other countries continued to pour in, with a third one from the United Kingdom reaching earlier in the day. Romania and Ireland also sent supplies late on Thursday.

India’s severe medical oxygen supply crisis is expected to ease by mid-May, a top industry executive told Reuters, with output rising by 25% and transport infrastructure ready to cope with a surge in demand.

A worker died and at least two were injured after an oxygen cylinder exploded during refilling at Panki Oxygen refilling plant in Kanpur in India's northern state of Uttar Pradesh earlier on Friday, local police told Reuters.

The incident comes a week after at least 22 patients died at a public hospital in India's western Maharashtra state when their oxygen supply ran out after a leak in the tank.

India will receive a first batch of Russia's Sputnik V vaccine on May 1. Russia's RDIF sovereign wealth fund, which markets Sputnik V globally, has signed deals with five Indian manufacturers for more than 850 million vaccine doses a year.

Prominent U.S. disease modeller Chris Murray, from the University of Washington, said the sheer magnitude of infections in India in a short period of time suggests an "escape variant" may be overpowering any prior immunity from natural infections in those populations.

"That makes it most likely that it’s B.1.617," he said. But Murray cautioned that gene sequencing data on the coronavirus in India is sparse, and that many cases are also being driven by the UK and South African variants.

Carlo Federico Perno, Head of Microbiology and Immunology Diagnostics at Rome's Bambino Gesù Hospital, said the Indian variant couldn't alone be the reason for India's huge surge, pointing instead to large social gatherings.

Modi has been criticised for allowing massive political rallies and religious festivals which have been super-spreader events in recent weeks.

Rahman will oversee the areas of human capital which include Strategic Human Capital, Human Capital Development and Human Capital Services.

Encik Abd. Rahman joined the Bank in 1992. He has served various departments in the Bank, including Financial Intelligence and Enforcement, Special Investigation, Insurance Regulation, Strategic Planning, Human Resource Management and Economics. He holds a Bachelor’s degree in Economics from the International Islamic University Malaysia.

Encik Abd. Rahman takes over from Encik Mohd Adhari Belal Din, who is leaving the Bank on 11 May 2021 following 14 years of service.

On behalf of the Bank, Governor Datuk Nor Shamsiah Mohd Yunus thanked Encik Adhari for his service. PUTRAJAYA, April 30 -- No age limit has been set for any individual applying for public service vehicle (PSV) licences for e-hailing and goods vehicles (GDL), said Transport Minister Datuk Seri Dr Wee Ka Siong.

He said in a statement today that any individual could hold or renew their licences as long as they complied with all the conditions, including submitting a medical report to certify that they are in good health.

The maximum age limit set by an e-hailing party, as reported, was an internal ruling for the registration of any individuals as e-hailing drivers with the relevant company, he said.

Wee said this when commenting on a report by a news portal about a senior woman e-hailing driver who was let go by the e-hailing company due to her age.

However, Wee said all e-hailing services operators should re-evaluate their internal rulings on e-hailing drivers, including the maximum age limit, to help these drivers to continue to earn a living.

“These e-hailing drivers must always be responsible by ensuring they are always in good health so as to ensure the safety of their passengers as well as other road users,” he said.

Kementerian Perumahan dan Kerajaan Tempatan (KPKT) telah mengarahkan sejumlah 22 bazar ramadan di bawah kendalian pihak berkuasa tempatan (PBT) di enam negeri dan satu wilayah persekutuan ditutup berkuatkuasa esok.

Perkara itu dinyatakan dalam surat yang diedarkan kepada PBT berkaitan yang ditandatangani ketua setiausaha KPKT Zainal Abidin Abu Hassan bertarikh hari ini.

Menurut surat itu, perkara itu diputuskan dalam sidang khas Majlis Keselamatan Negara (MKN) pada dua hari lalu.

"KPKT telah menerima laporan daripada Hide (Hotspot Identification by Dynamic Engagement), Bank Negara yang telah mengesan ancaman penyebaran jangkitan Covid-19 di kawasan bazar Ramadan seperti yang dilampirkan.


"Ancaman penyebaran ini adalah hasil analisis pengesanan kontak yang dilaksanakan oleh pihak Kementerian Kesihatan melalui aplikasi MySejahtera.

"Sehubungan itu, kerjasama diperlukan untuk menutup operasi bazar Ramadan berkuat kuasa pada 1 Mei 2021 bagi membendung dan mengawal jangkitan serta peningkata kes Covid-19," menurut surat itu.

Bazar Ramadan yang diarahkan tutup adalah seperti berikut:

Johor: Belatuk Taman Scientex, Pasir Gudang; Kg Pasir, Jalan Mata Kuching, Johor Bahru; @Mart Kempas, Johor Bahru; Lok Heng, Kota Tinggi.

Menteri Dalam Negeri Hamzah Zainuddin hari ini mengaku bahawa rakaman suara bocor yang membincangkan pelantikan pegawai kanan polis sebagai benar.

Hamzah Zainuddin bagaimanapun berkata dia tidak melakukan sebarang kesalahan.

“Saya rasa itu adalah suara yang benar oleh saya. Dan saya tak melakukan apa-apa kesalahan pun. Apa salahnya?


“Cuma yang salahnya orang yang curi rakam perbualan saya, itu melakukan kesalahan,” katanya.



Hamzah dalam rakaman itu antaranya menyatakan sokongan kepada seorang yang dirujuknya sebagai “budak kita”.

“Because (kerana) dia budak kita, budak Perak, family (keluarga) semua kat sana and it will be very good for us (baik untuk kita),” katanya.

Dia berkata akan memilih siapa yang dia kenal.

“Saya beritahu dia you tak boleh ada choice, you hanya boleh bagi nama-nama -katalah lima orang - you let me know, we will decide.

“Not for u to decide anymore like before. All ketua polis negeri dia tak boleh decide,” katanya.



Hamzah memberitahu wartawan bahawa rakaman audio berkenaan dibuat pada tahun lepas.

Ditanya sama ada dia akan membuat laporan polis, Hamzah berkata tiada keperluan untuknya berbuat demikian.

Katanya, apa yang lebih penting adalah mengenal pasti pihak membuat rakaman berkenaan.

"Saya menteri dalam negeri, jadi saya boleh lakukan dengan beberapa cara lain. Siapa yang rakam itu persoalannya, kita nak tahu itu dulu," katanya lagi.

Sementara itu, Hamzah berkata apa yang dilakukannya tidak bercanggah dengan peraturan.

"Saya pengerusi Suruhanjaya Pasukan Polis (SPP), saya nak maklumkan dalam perlembagaan, pengerusi SPP merupakan suruhanjaya tertinggi yang menentukan tugasan pegawai-pegawai polis.

"Yang masalahnya ialah kalau saya nak suruh buat perkara di luar tanggungjawab saya itu masalahlah.

“Ini tak ada masalah pun. Yang anda rasa saya buat salah ni kenapa, saya tak salah pun," katanya lagi.

KUALA LUMPUR, April 30 -- The government has agreed to postpone the increase in toll rates for three major highways, which was supposed to take effect on Jan 1 this year, said Senior Works Minister Datuk Seri Fadillah Yusof.

Fadillah in a statement today said the Cabinet made the decision on Wednesday in view of the rising cost of living due to the COVID-19 pandemic.

He said the hike in toll prices was supposed to affect the Shah Alam Expressway (KESAS), South Klang Valley Expressway (SKVE) and East Coast Expressway 2 (LPT2).

Fadillah added another 21 highways for all vehicle classes and one toll plaza would also see a freeze in toll rates and this would include the North-South Highway (PLUS), Duta-Ulu Kelang Expressway (DUKE), Damansara-Puchong Highway (LDP) and KL-Putrajaya Highway (MEX).

He said the postponement would cost the government RM2.25 billion and the negotiations to restructure toll rate with the concessionaires were ongoing, adding that this would be finalised before 2023.

"The estimated compensation will be determined after a traffic verification process is carried out by the Malaysian Highway Authority,” he added.

GEORGE TOWN: A total of 22 Ramadan bazaars have been ordered to close by the Housing and Local Government Ministry following the rise in Covid-19 cases.

Ministry secretary-general Datuk Zainal Abidin Abu Hassan said the decision was made during the National Security Council special meeting on April 28.


“Several Ramadan bazaars under the supervision of local authorities are instructed to close beginning Saturday (May 1).

“The ministry has received a report from Hotspot Identification by Dynamic Engagement (HIDE) which has identified several bazaars that have posed a threat in the spread of Covid-19 infection.


“This threat is identified through contact tracing analysis performed by the Health Ministry through the MySejahtera application.

“These bazaars have to cease operations to curb and control the infection as well as the increase in positive Covid-19 cases, ” he said in a statement on Friday (April 30).

The bazaars identified as high-risk spots include: 
Belatuk Taman Scientex, Kg Pasir in Jalan Mata Kuching, Mart Kempas and Lok Heng in Johor; Taman Selasih, Baling 2021 and Kupang 2021 in Kedah; Lurah Semantan and Temerloh Jaya in Pahang; Bazar Nenas Kg Selabak in Perak; MPKK Jalan Tenggiri, Attakwa Taman Bertam Indah, Kampung Melayu, Masjid Daerah Barat Daya, Iftar Ramadan Jalan Berangan, Bukit Gedung and Taman Tun Sardon in Penang; Puncak Jalil and Stesen LRT Cempaka in Selangor; and Taman Setiawangsa and Jalan Raja Alang in Kuala Lumpur.

SINGAPORE, April 30 -- A 30-year-old male Malaysian, who is also a Singapore permanent resident, was among the 16 new cases of locally transmitted COVID-19 infection reported here on Thursday.

He is a doctor at Tan Tock Seng Hospital (TTSH) and is among the eight more cases linked to Case 62541, a nurse confirmed positive of infection on April 27.

Labelled as Case 62557, the man received his first dose of COVID-19 vaccine on Jan 18, and the second dose on Feb 8, said the republic's Ministry of Health (MOH) in its full data released late last night.

MOH said there are nine cases in total linked to TTSH so far, of these, three are TTSH staff, and six are patients who were warded in one of the wards.

“Epidemiological investigations and contact tracing are ongoing. In the meantime, we have put in place precautionary measures to ringfence the cases,” said the ministry.

The ministry said two wards at TTSH have been locked down while no visitors will be allowed into the hospital except for critically ill patients from Thursday.

“During this period, elective cases will be deferred except for those that are urgent, and Accident and Emergency (A&E) cases that are non-life-threatening will be redirected to other hospitals,” it said.

As at 12 noon Thursday, 35 new cases were reported in Singapore, bringing the total tally to 61,121.

The 16 new cases of locally transmitted COVID-19 infection on Thursday was reportedly the highest number of community cases since July last year.

So far, there are eight COVID-19 clusters in the republic.

PUTRAJAYA, April 29 — Senior citizens who have been vaccinated against COVID-19 are reminded to continue observing the standard operating procedure (SOP), as they can still be infected with the virus, said Health director-general Tan Sri Dr Noor Hisham Abdullah.

He said they should continue to wear face mask when going out and practise social distancing because the vaccine would be effective only two weeks after the second dose was administered.

“They (vaccinated senior citizens) can still be infected. As such, it is suggested that they continue to abide by SOP and avoid the 3S practice of being in crowded places (kawasan sesak), confined spaces (kawasan sempit) and close conversation (sembang dekat),” he told Bernama.

Dr Noor Hisham had earlier said that 40 healthcare personnel had contracted COVID-19 after completing their full dose of immunisation, with nine getting infected more than two weeks after vaccination and 31 within two weeks of their inoculation.

He said, however, those infected after being vaccinated showed only mild symptoms which were neither harmful nor life threatening.

“(Vaccine) gives internal protection while SOP compliance will offer external protection against COVID-19 infection,” he added.

Phase 2 of the National COVID-19 Immunisation Programme began on April 19, giving priority to senior citizens, persons with disabilities and people with chronic diseases.

Dilahirkan pada 3 Oktober 1961 di Petaling Jaya, Selangor, Acryl Sani yang kini menyandang jawatan Timbalan Ketua Polis Negara berkelulusan Sarjana Sains (Pengurusan) dari Universiti Utara Malaysia dan memulakan karier dalam PDRM pada 2 Februari 1986 sebagai Penolong Penguasa Kadet (ASP) Kadet.


Sepanjang perkhidmatan Acryl Sani dalam pasukan polis, beliau berpengalaman menyandang pelbagai jawatan di peringkat daerah, negeri dan Ibu Pejabat Bukit Aman.

Tampil memberikan penjelasan, Ketua Jabatan Siasatan dan Penguatkuasaan Trafik (JSPT) Kuala Lumpur, Asisten Komisioner Zulkefly Yahya berkata, kejadian berlaku ketika anggota tersebut sedang bertugas.

"Anggota berkenaan mengawal jalan raya di sekitar Jalan Tunku Abdul Rahman dan Lorong Tunku Abdul Rahman 7 iaitu kawasan pasar malam mulai jam 1 petang hingga 10 malam, pada Rabu.

"Pada jam 8 malam dia baru berbuka puasa bersama lima rakan sekerja yang lain di bawah sebuah khemah di persimpangan Jalan TAR dan Jalan Asfahan (berhampiran Sogo).

"Selepas berbuka puasa anggota ini menuju ke motosikal untuk meneruskan tugasannya dan dipercayai gambar tersebut telah dirakam sebelum dia memakai semula topeng muka dan helmet untuk meneruskan rondaannya," katanya dalam satu kenyataan, pada Jumaat.

Mengulas lanjut, Zulkefly berkata, anggota trafik itu telah membuat laporan polis pada Khamis kerana cubaan menjatuhkan maruahnya dan PDRM.

IPOH, April 30 -- Perak police will beef up controls to prevent people from attempting inter-state travel especially to the East Coast states ahead of Hari Raya Aidilfitri celebration.

State police chief Datuk Mior Faridalathrash Wahid said stricter inspections were being enforced at all roadblocks (SJR) as it is believed that many are still adamant to cross state borders to return to their respective hometowns.

"The routes between Perak and Pahang, especially at Jalan Cameron Highlands here, is the main road they will be passing to travel back to Kelantan and Pahang, so checks will be intensified here," he told a media conference early this morning.

He reminded the public not to violate the travel ban or try to forge interstate travel permit as the police would not hesitate to impose a compound and order them to turn back.

According to him, Perak police have issued about 120 compounds for various offences of the Recovery Movement Control Order (RMCO) standard operating procedures from April 1 to last Wednesday.

However, those returning to their villages within the state, after the ban on inter-district travel was lifted, are encouraged to inform the district operations room so that crime activities in their area could be monitored through the Volunteer Smartphone Patrol (VSP) application., he added.

Earlier, some 100 frontline workers received Hari Raya cookies from Perak Association of Media Practitioners (PPMP) who visited the roadblocks at Jelapang, Ampang, Simpang Pulai Toll Plaza and Jalan Cameron Highlands as well as several police stations.

PPMP president Sayed Hesham Idris said the programme was to strengthen cooperation between media practitioners and the police.

The appointment will take effect from tomorrow for a four-year term. Ahmad Fuzi replaces Tun Abdul Rahman Abbas who has served for 20 years.

Al-Sultan Abdullah also conferred the Darjah Kebesaran Seri Maharaja Mangku Negara, which carries the title Tun to Ahmad Fuzi.

Prime Minister Tan Sri Muhyiddin Yassin and his wife, Puan Sri Noorainee Abdul Rahman were in attendance.

Also present were Senate president Tan Sri Dr Rais Yatim, Chief Secretary to the Government Tan Sri Mohd Zuki Ali, Penang Chief Minister Chow Kon Yeow and State Secretary Datuk Abdul Razak Jaafar.

Born in Sungai Bakap, Penang, Ahmad Fuzi, 72, joined the Administrative and Diplomatic Service in 1972 and has served in various capacities at the Ministry of Foreign Affairs, including as the Secretary-General until 2009.

He has also led Malaysia’s senior officials in various bilateral meetings, as well as regional and international summits, and played a prominent role in organising the Non-Aligned Movement (NAM) Summit (2003), the Organisation of the Islamic Conference (OIC) Summit (2003) and the ASEAN Summit and Related Summits in Kuala Lumpur (2005).

An autopsy has found that alleged custodial death victim A Ganapathy had succumbed to injuries inflicted on his legs and shoulders, according to his family’s lawyer K Ganesh.

“We were told Ganapathy died of severe injuries on his legs,” he told Malaysiakini when contacted yesterday.

Ganesh said the police officer investigating Ganapathy’s death was also present at the hospital when hospital officials revealed the findings to the deceased’s family.

Meanwhile, Ganesh said the family has yet to receive the full autopsy report despite being informed of its findings.

KUALA LUMPUR, April 30 -- Five telecommunication industry players, namely Celcom, Digi, Maxis, U-Mobile dan Telekom Malaysia (TM), have agreed to extend the provision of 1 Gigabyte (GB) of free daily data to all respective customers until July 31, 2021.

In a statement today, the Malaysian Communications and Multimedia Commission (MCMC) said the provision of 1GB of free internet data daily which has been going on since April last year aims to help the people cope with the new digital norms during the COVID-19 pandemic.

The period had been extended several times and was supposed to end on April 30, 2021.

“The latest extension is to provide additional support to the people, courtesy of telecommunication companies as the COVID-19 pandemic situation in the country is still unstable.

“This is especially to help school students in switching back to the Teaching and Learning at Home (PdPR) method after Aidilfitri as announced by the Ministry of Education recently,” said MCMC.

The free 1GB daily quota is in addition to the existing data subscription packages and can be used to access video conferencing platforms as well as manage teaching materials via email throughout the day without any time restrictions.

However, it does not apply to social media browsing, video streaming, music streaming and online games.

“MCMC hopes that the extension of the provision of 1GB of free daily data until July 31, 2021 and other support provided will, to some extent, give relief to the people in facing the new norms in education, employment and others.

“The government will continue to drive initiatives such as the National Digital Network (JENDELA) and the MyDIGITAL Action Plan to ensure that the digitalisation-based development agenda is implemented inclusively and would not leave anyone behind,” it said.

Meanwhile, YTL Communications Sdn Bhd (YTL) said it will also continue to support the education system by extending its Learn From Home (LFH) initiative until Sept 30, 2021, which is also available for students of higher learning institutions.

Under the initiative, students from B40 families will receive a free SIM card with 40GB of data, free content and a free smartphone.

KOTA KINABALU: After three business operators in Kelantan were slapped with RM50,000 compound, an operator of a stall selling ‘sinalau bakas’ (barbecued wild boar) in Sabah suffered a similar fate.

The operator running a stall at Jalan Sulaman on April 26, Rayner Longtin, 32, said a team of police personnel came at 10pm when he had shuttered his stall.

“All our merchandise have already been placed inside the store, including the QR MySejahtera code, temperature check device and attendance book.

“At that time, there were still a few customers in the stall but they have registered before they ate there. At the same time, two of my friends came to the stall to send me home.

“My two friends were waiting for me to send me home and I didn’t leave because there were still customers dining at the stall,” he explained to an online portal.

Rayner said that suddenly, the police arrived and asked him to show the MySejahtera card, the temperature device and attendance book.

“I followed (their order) because they are the authorities. I also don’t know why they asked me to do that because my stall was already closed.

“They then proceeded to issue a compound of RM50,000 to me and RM10,000 to each of my two friends who wanted to send me home.”

Rayner said that the five to six customers who were dining were not compounded because they have scanned the QR code.

Nevertheless, he questioned the rationale of issuing the high compound.

“Should they have done that without discretion? Where can I find RM50,000 and my two friends to each find RM10,000 at a short time?

“We can barely make a living. The stall is our only source of income,” he said.

Rayner said that he is grateful if there is someone who can help them to reduce the compound and pay for it.

“I hope this doesn’t happen to other operators especially small business owners like us. RM50,000 is not a small amount. If one is not able to control, one might just commit suicide

“Even RM500 is high enough for me. What more with RM50,000 and RM10,000. During this pandemic era, even finding food is difficult enough.”

Recently, a burger seller, a ‘colek’ seller and a sundry shop owner in Kelantan were slapped with a RM50,000 compound each.

They can now breathe a sigh of relief after learning the fine would be reduced.

Kelantan police chief Datuk Shafien Mamat, in a statement on Thursday said the decision to reduce the fine was reached after discussions between police and the Kelantan health department on Wednesday.

He said Kelantan police will take action according to the guidelines on compound discount set under Act 342, or the Prevention and Control of Infectious Diseases Act 1988.

He said the state health department had the power to offer a reduced rate for the compound as outlined in the guidelines.

PUTRAJAYA - Perdana Menteri Tan Sri Muhyiddin Yassin hari ini menggesa agensi penguat kuasa menggunakan pendekatan yang lebih berhikmah dalam memastikan pematuhan prosedur operasi standard (SOP) oleh masyarakat ketika pandemik Covid-19.

Beliau berkata, walaupun ketegasan itu penting untuk memastikan peraturan dipatuhi, pada masa sama perlu ada budi bicara dan perikemanusiaan dalam tindakan yang diambil agar usaha mendidik masyarakat itu lebih diterima.

Ini kerana katanya, beliau memahami dan menginsafi kesusahan rakyat mencari pendapatan untuk menjamin kelangsungan hidup dalam situasi pandemik, termasuk menjalankan perniagaan kecil-kecilan seperti menjual burger, makanan ringan, minuman ataupun hasil tanaman.

"Mereka ini bukanlah pemilik syarikat atau pertubuhan perniagaan yang besar tetapi hanya pemegang lesen untuk berniaga sendiri secara kecil-kecilan.

"Jadi, kalaupun nak ambil tindakan kerana melanggar SOP dan peraturan, kita bertimbang rasalah. Kenakan kompaun tapi berpada-padalah, pada kadar yang munasabah," katanya ketika berucap pada majlis perasmian Pertandingan Komuniti Zon Hijau Covid-19, di sini.

Dilaporkan beberapa peniaga di Kelantan termasuk seorang peniaga burger dikenakan kompaun RM50,000 selepas dikatakan beroperasi melebihi masa ketika pelaksanaan Perintah Kawalan Pergerakan (PKP).

Muhyiddin berkata, selain pemantauan dan kawalan berterusan oleh agensi penguat kuasa, warga komuniti juga mempunyai peranan penting untuk memastikan orang ramai mematuhi SOP yang sering diulang-ulang iaitu memakai pelitup muka, menjaga jarak fizikal dan elakkan tempat yang sesak dan sempit.

"Terdapat varian baharu virus ini yang sedang menular dengan lebih cepat dan memberi kesan yang lebih buruk dari segi peningkatan kes yang lebih mendadak di beberapa buah negara. Kita sudah pastinya ingin mengelakkan penularan varian baharu ini di negara kita," katanya.

Muhyiddin berkata, kerajaan mengambil langkah tegas dalam membendung penularan Covid-19 dengan kawalan sempadan negara diperketatkan termasuk menghalang kemasukan pelawat dari negara yang sedang dilanda varian baharu Covid-19, selain mengambil tindakan tegas terhadap individu yang melanggar arahan kuarantin wajib.

"Tindakan tegas kerajaan sahaja tidak memadai. Yang lebih penting ialah anggota masyarakat mempunyai kesedaran yang tinggi untuk mematuhi semua peraturan dan SOP yang telah ditetapkan oleh kerajaan demi melindungi rakyat daripada bahaya virus ini," katanya.

Muhyiddin berkata, para pemimpin masyarakat juga mesti faham dan peka terhadap semua SOP yang telah ditetapkan, bergantung pada kategori perintah kawalan pergerakan yang sedang berkuat kuasa di kawasan masing-masing.

"Ambil tahu program atau majlis-majlis yang akan diadakan oleh penduduk di kampung atau kawasan taman perumahan anda dan pastikan penganjuran program atau majlis betul-betul mematuhi SOP yang ditetapkan," katanya.

KUANTAN: Jawatankuasa Pengurusan Bencana Negeri Pahang menjelaskan pemberian vaksin kepada pekerja industri perhotelan dibuat atas beberapa faktor termasuk kluster melibatkan Genting Highlands selain pertambahan jumlah vaksin yang diterima negeri itu.

Jawatankuasa itu menerusi kenyataan hari ini memaklumkan antara faktor penting diambil kira ialah kluster Jalan Genting yang berlangsung selama dua bulan dan melibatkan 563 orang serta keperluan menjadikan hotel sebagai tempat kuarantin.

"Pemberian vaksin kepada 3,036 orang daripada sektor perhotelan termasuk tukang kemas (housekeepers), pencuci dan penyelenggaraan adalah melibatkan enam daerah di Pahang dan bukan hanya daripada pekerja Genting Group.

"Ia juga sebagai usaha menggerakkan sektor ekonomi dan sektor sokongan negeri iaitu pelancongan dan pengangkutan," menurut kenyataan itu.

Jawatankuasa yang dipengerusikan Setiausaha Kerajaan Pahang Datuk Seri Dr Sallehuddin Ishak menegaskan inisiatif itu juga hanya dibuat selepas 32,156 petugas barisan hadapan kesihatan dan perkhidmatan penting yang disasarkan sebagai penerima vaksin fasa pertama oleh kerajaan Persekutuan selesai menerima vaksin mereka.

Katanya, Pahang kemudiannya menerima 5,319 dos tambahan dalam fasa pertama yang disasarkan kepada petugas barisan hadapan selain Kementerian Kesihatan (KKM) termasuk guru komobid dan sebagainya, dengan 3,820 orang guru telah menerima vaksin itu dalam dua fasa berbeza.

Jawatankuasa berkenaan memaklumkan sebanyak 5,600 dos tambahan vaksin Sinovac pula diterima untuk penerima daripada sektor pengangkutan, pihak berkuasa tempatan (PBT), perkhidmatan sokongan klinik (PSK) dan perkhidmatan sokongan hospital (PSH).

Menurut jawatankuasa itu, Badan Bertindak Imunisasi COVID-19 (CITF) Kebangsaan telah menggariskan vaksin Sinovac tidak sesuai untuk diberikan kepada golongan komobid.

Usaha mendapatkan penerima bagi vaksin Sinovac itu telah dimulakan sejak awal Mac lepas dengan seramai 540 orang kategori PSH menerima temu janji vaksin berkenaan selain PSK (104 orang), sektor pengangkutan (1,726 orang), PBT (102 orang) dan perhotelan (3,036 orang).

"Jumlah agihan perancangan asal (untuk sektor perhotelan) ialah 1,575 dos sahaja, namun disebabkan kurang sambutan daripada penerima sektor pengangkutan yang layak walaupun pelbagai usaha dilakukan menyebabkan jumlah penerima sektor perhotelan dinaikkan kepada 3,036 orang," menurut kenyataan itu.

Jawatankuasa itu juga menegaskan bahawa CITF negeri yang tertakluk kepada CITF Persekutuan komited dalam menjayakan Program Imunisasi COVID-19 Kebangsaan dan akan memastikan golongan sepatutnya menerima bekalan seperti digariskan.

Semalam, Menteri Penyelaras Program Imunisasi COVID-19 Kebangsaan Khairy Jamaluddin menafikan dakwaan tular di media sosial yang menyatakan sejumlah pekerja syarikat Genting Group menerima vaksinasi COVID-19 atas arahan beliau.

Khairy berkata CITF negeri telah membuat keputusan untuk memberikan vaksin kepada pekerja di sektor pelancongan dan CITF Persekutuan hanya mengetahui tentang keputusan tersebut selepas proses vaksinasi kumpulan berkenaan bermula.
