The Water companies could have rented Gen Sets for this period when TNB needed to do the upgrades. It would have cost them quite a bit but better than inconveniencing the rakyat. In this modern times they should be having proper back up generators to run the stations even for a year.
I wont even bother to mention the national security risk this whole issue poses since this is a public platform
TNB says water commission moved repair date from Sept to Dec

KUALA LUMPUR, Dec 18 — Remedial works at a main intake substation that Tenaga Nasional Bhd earlier categorised as “an emergency” was initially scheduled for September, but was postponed at the behest of the National Water Services Commission (SPAN).
TNB chief corporate communications officer Datuk Wira Roslan Ab. Rahman said the new date was decided collectively in a meeting on October 31 that was attended by the commission, Pengurusan Air Selangor Sdn Bhd (Air Selangor) and Syarikat Pengeluaran Air Sungai Selangor Sdn Bhd (SPLASH).
He said concerns over the clash with the school holidays and festive period were raised during the meeting, but TNB had yielded to the experience of the water regulators and providers.
“Water authorities requested this particular period due to reasons they are well aware of,” he said in a press conference at TNB headquarters here.
“They know better in terms of demand, so they have recommended and we have agreed with that date,” he said.
Despite the nearly three months’ delay from the initially scheduled date, he repeated a previous warning by TNB that the repairs could not be postponed further.
Added delay in performing the repairs could put the entire substation in danger, he said when adding that it could take as long as three weeks to rectify if the facility is damaged.
TNB has come under criticism from the public over the timing of the repairs of its facility in Bukit Badong, Hulu Selangor, that will leave three major water treatment facilities running at lowered capacity next week.
Up to four million consumers in the Klang Valley will be without water at various times beginning tomorrow and up Christmas Eve.
Seputeh MP Teresa Kok this morning insisted that it was unbelievable that the repairs could not be delayed until after the festive period, and accused TNB of being inconsiderate.
