PETALING JAYA: The Selangor government has apologised for the ill-treatment of a dog during a dog catching operation by the Subang Jaya Municipal Council (MPSJ).

Selangor Local Government, Public Transportation and New Village Development state executive councillor Ng Sze Han said his apology was on behalf of the Selangor state government.


He said the government regretted the "rough actions" of the MPSJ officers during the operation.

According to him, MPSJ would be investigating the incident, adding that he hoped it would become an example for other local authorities (PBT) and ensure that such an incident would not happen again.


"I understand the situation that the PBT and officers are facing regarding stray dog and cat complaints which are increasing.

"However, the catching procedure has to be followed to ensure that the animal is not hurt, as well as to ensure the safety of the officers, during the operation," he said in a statement on Saturday (Oct 5).

Ng was referring to a 4min 13s video on social media which showed several MPSJ officers trying to capture a dog under a car. A man is seen trying to intervene and pestering the officers, as a woman records everything.

As the dog is captured and is wailing, the woman keeps saying the dog does not bite. The two follow the officers, and they get into a heated argument.

Ng said in the past few months, he had met several animal-friendly non-governmental organisations to discuss the stray dog and cat issue.

He added that they were looking at several catching approaches that would minimise injuries to animals during an operation.

"The state government is also in the process of improving the conditions at its animal care and adoption centres," he said.
