Duterte visits wounded soldiers at AFP hospital




President Rodrigo Duterte visits the wounded soldiers at Armed Forces of the Philippines Medical Center (AFPMC) in V. Luna Avenue, Quezon City.


A 28-YEAR-OLD wounded soldier got emotional when he finally met President Rodrigo Duterte on Tuesday at Armed Forces of the Philippines' Medical Center (AFPMC) in V. Luna Avenue, Quezon City.

Second Lieutenant Jerome Jacuba, who is currently undergoing visual rehabilitation, was ecstatic that he hugged the President during the latter's interaction with battle casualty patients in the heroes ward located at the third floor of AFPMC.

Deeply moved, Duterte also gave Jacuba a hug and even handed him a brown envelope.

Jacuba's attending physician, Major William Recuenco, said the soldier's blindness was caused by an improvised explosive device that exploded during a military's clearing operation against communist rebels conducted at Barangay Tee Datu Salita, Maguindanao on March 2.

Jacuba was admitted to the military hospital on March 4.

Recuenco said Jacuba's right eye is totally blind while there is retinal detachment in his left eye.

He added that Jacuba has "no chance to see again" and that he only has "light perception," which means that he could only see light.

Part of Jacuba's recovery, Receuenco said, is to learn braille, a point system of writing in which patterns of raised dots represent letters and numerals.

Recuenco said Jacuba, a graduate of Officer Candidate School, is waiting for promotion to First Lieutenant. (Sunnex)

The government has set aside P500 million for a new medical building with state of the art equipment for soldiers, President Duterte said on Tuesday night.
Mr. Duterte told soldiers at the AFP Medical Center he would make sure that they get the best equipment by doing away with the practice of awarding contracts to the lowest bidder as this has resulted in substandard items delivered to the military.

He made the announcement after his visit with wounded soldiers.

Mr. Duterte said he had informed the Commission on Audit of his position.

“The lowest bid is the source of corruption,” he said.

In attempts to offer lower bids, government has ended up getting items made in China, he said. These items, he added, would often be broken in a short time.

Duterte said he would make sure the government would get the best value for its money.

“Everything would be quality, and fast,” he said.

He also said he would make sure the bidding would be aboveboard and would not be rigged.

He said the troops should thank Budget Secretary Benjamin Diokno for providing the funds for their needs. SFM
