The next Yulin Dog Meat Festival will be happening soon, and what you are seeing is dogs being stolen to be eaten at festivals in China like the one in Yulin.
In China, eating dogs is legal and it's regularly done. However, for a restaurant to legally serve dog the animal has to come from farms where the dogs are raised specifically for human consumption.
Problem is, dog thieves don't bother with the rules and you see two of them here stealing someone's pets to be sold at a restaurant, similar and including the ones in Yulin.
