GEORGE TOWN, Dec 31 -- Deputy state secretary (Development) Datuk Azhar Arshad has been appointed as the new mayor of the Seberang Perai City Council (MBSP).


Azhar, 55, takes over from Datuk Rozali Mohamud whose contract ends today.


Chief Minister Chow Kon Yeow said the State Executive Council Meeting on Dec 21 had approved Azhar’s appointment for a two-year period with an option to extend for another year, effective Jan 1, 2022.


“The appointment process is being managed by the Public Service Department and the Public Services Commission,” he said in a statement.


Chow also thanked Rozali for his excellent service as MBSP mayor and other posts he held since he joined the local authority service in 1990.


Meanwhile, Azhar had served in the Information Ministry and several District and Land Offices in Pahang before joining the Penang State Secretary Office in November 2018.


He holds a bachelor’s degree in economics, a postgraduate diploma in education and a diploma in public administration.

BANDAR SERI BEGAWAN: Brunei's prime minister's office on Thursday announced a temporary suspension of cross-border activities between Brunei and Malaysia will be extended for another 15 days, Xinhua reported.

The temporary suspension of entry of foreigners by land and sea ports, including transit through Brunei, was extended for a further 15 days until 15 January 2022, except for government-approved inbound and transit trips.

Located in Southeast Asia, in northwest Kalimantan, Brunei shares land and sea borders with the states of Sabah and Sarawak in Malaysia.


Meanwhile, based on the health ministry's risk assessment of the COVID-19 pandemic regionally and globally, Brunei announced the temporary suspension of travel to and from eight countries namely South Africa, Botswana, Eswatini, Lesotho, Malawi, Mozambique, Namibia and Zimbabwe were cancelled.

"Consideration for entry and exit for essential travel from Brunei Darussalam to the aforementioned countries is now allowed, effective Saturday, Jan 1, 2022," the office said in a statement.


According to the office, the terms of consideration of the inbound travel mentioned above are subject to the review of the COVID-19 Steering Committee from time to time.

Brunei reported five new confirmed cases of COVID-19 on Thursday, including three local infections and two imported cases, bringing the total to 15,470.

Realising that eight cases of the Omicron variant had been reported, Health Minister Dr Haji Mohd Isham said there was no need to panic as the case was under control.

As of Dec 29, about 95 percent of Brunei's population received at least one dose of the COVID-19 vaccine, while 93 percent completed the two-dose vaccination and about 20 percent received a third dose.

To date, the country has recorded 98 active cases still being treated and 100 deaths.

IPOH, Dec 31  -- A labourer was sentenced to six years in prison and two strokes of the cane by the Sessions Court here today for committing sexual assault on a four-year-old girl, last Saturday.


Judge Norita Mohd Ardani meted out the punishment on a 38-year-old man after he pleaded guilty to committing the offence and ordered him to serve the jail sentence from today. He was also ordered to be placed under police surveillance for two years after serving the jail sentence.


The accused was charged with committing the heinous act against the four-year-old girl, behind a house in Kampung Chulek, Kampar at about 9 pm, on Dec 25, 2021.


He was charged under Section 14 (a) of the Sexual Offences Against Children Act 2017, which provides a maximum jail term of 20 years and whipping, and be placed under police surveillance for a minimum period of one year and a maximum of three years, upon conviction.


Earlier, deputy public prosecutor Nur Amanina Zulkefli pressed for appropriate punishment to serve as a lesson to the accused, who is also the victim’s relative.


The man, who was not represented, appealed for leniency on the grounds that he was looking after his ailing father.


According to the facts of the case, on the day of the incident, the girl came crying to the mother who was at the front of the house, and said that the accused took her to the back of the house and narrated the incident.


The mother then lodged a police report and the accused was later arrested at 12.45 am on Dec 26.

KUALA LUMPUR, Dec 31  -- Yang di-Pertuan Agong Al-Sultan Abdullah Ri’ayatuddin Al-Mustafa Billah Shah has conveyed his condolences to the family of local football legend Datuk M. Kuppan, who died yesterday at the age of 85.


Raja Permaisuri Agong Tunku Hajah Azizah Aminah Maimunah Iskandariah also sent a similar message to the family.


According to a post on Istana Negara’s Facebook page, Their Majesties were saddened by the passing of Kuppan and hoped that his family would be patient and strong in facing this trial and moment of grief.


“His Majesty greatly appreciates his services and sacrifices for the country and regards his death as a big loss to the local football fraternity,” it said.


Kuppan played for Malaysia from 1957 to 1965 and represented Penang for 10 years until his retirement in 1967.


During his tenure as a national coach, Malaysia won the Thai King’s Cup in 1975 and 1976 and the Merdeka Cup in 1976.

Sebagai jurulatih skuad kebangsaan, mendiang pernah membawa Malaysia memenangi Piala Raja Thailand sebanyak dua kali iaitu pada tahun 1975 dan 1976 serta memenangi Piala Merdeka pada tahun 1976.

BEIJING: The Chinese city of Xian reported on Thursday another 155 local COVID-19 cases, taking the total number of cases to the highest seen in any Chinese city this year, as infections keep spreading eight days into lockdown for its 13 million people.
The northwestern city reported 155 domestically transmitted infections with confirmed symptoms such as a fever on Wednesday, official data showed on Thursday, up from 151 cases a day earlier. This takes the total number of local coronavirus cases to 1,100 since the current flare-up began on Dec. 9.
Samsung Electronics and Micron Technology , two of the world's largest memory chip makers, have warned the lockdown could affect their chip manufacturing bases in the area.
Xian has embarked on multiple rounds of citywide testing to trace transmissions. A sixth round kicked off on Thursday, a day after the fifth round.
"Xian has reached a live-or-die stage in its fight against the virus," said Zhang Fenghu, a city government official, at a news conference on Wednesday.
Despite the low case count in Xian compared with many clusters overseas, officials have imposed tough curbs on travel within and out of the city since Dec. 23, as Beijing demands each outbreak be contained quickly.
Many residents have been banned from leaving their housing compounds unless they are going out to take COVID-19 tests or attend to essential matters approved by local authorities.
These restrictions have curtailed access to daily necessities, with many unable to go out to shop and left dependent on deliveries.
The curbs have caused a staffing crunch at companies involved in ensuring the supply of daily necessities and the government is working on resolving the issue, according to a Xian government official on Wednesday, who did not specify the type of firms or workers.
The southwestern region of Guangxi also reported one local symptomatic case for Dec. 29, the National Health Commission said.
Mainland China had 101,890 confirmed coronavirus cases as of Wednesday, including locally transmitted ones and people arriving from abroad.
There were no new fatalities, leaving the death toll unchanged at 4,636.

KUALA LUMPUR: The United States (US) has pledged some RM420,000 for flood relief efforts to the Malaysian Red Crescent Society.
The US Embassy in Kuala Lumpur said the aid made through the United States Agency for International Development will support the provision of health services to flood affected households in Malaysia, including medical treatment, disease prevention, and mental health services.
"The United States Embassy in Kuala Lumpur, on behalf of the American people, expresses its sympathies to the victims of the recent flooding in Malaysia," said the embassy in a statement made available to Bernama.
Meanwhile, US embassy's Charge d'affaires Michael Newbill said in the same statement that he and his colleagues hoped that the funds will help provide relief for the people impacted by the recent flooding.
"My colleagues and I also pulled together to raise funds to help members of our own embassy community whose homes and families were impacted by the flooding.
"We appreciate the tireless work of the Malaysian Red Crescent and the International Federation of Red Cross and Red Crescent Societies in responding to this disaster, and for their ongoing work supporting COVID-19 relief efforts," he said in the statement.
Secretary General of the Malaysian Red Crescent Society, Hakim Hamzah said these generous funds from the United States will be a big help in its ongoing efforts, as the society provides further relief efforts including food, safe water, medical supplies and hygiene kits to people across the worst affected areas in Malaysia.
Natural disasters, including major floods, that hit several states in Malaysia has claimed almost 50 lives so far, with another five still reported missing,
The fatality number is the highest in the history of flood disasters in Malaysia, with bulk of the casualties recorded in the highly developed Klang Valley and Selangor.
The floods occurred following two days of continuous heavy rain, resulting in several areas in Hulu Langat, Kuala Langat, Shah Alam, Klang, Hulu Selangor, Kuala Selangor, Petaling and Kuala Lumpur in the Klang Valley, as well as Bentong, Mentakab and Temerloh in Pahang to be 'submerged' under water.

KUALA LUMPUR: After returning from a holiday in Turkey, cosmetics entrepreneur and controversial singer, Datuk Seri Aliff Syukri was confirmed positive for COVID-19 level three


Through his Instagram page (IG), the singer of the song Abang Nak Tegur and Bobo Di Mana revealed that he has a stage three infection that can affect his respiratory system.

Now receiving intensive care at a hospital, Aliff apologized to anyone who has ever been offended by him.

“To all my dear friends and acquaintances or anyone who knows, I apologize if ever hurt.anyone

"I'm sorry if I've been rude, slanderous and insulted, whether intentionally or not.


"Indeed, the bad comes from me and the good comes from Allah SWT. I am relieved I am able to apologize to everyone, in case i dont live long," wrote Alif.

Aliff also asked social media followers to pray for his speedy recovery.

It is understood, now his family members are undergoing self -quarantine at home.

KUALA LUMPUR, Dec 30  -- The 2022 New Year celebrations have been cancelled and will be replaced with ‘solat sunat hajat and ‘doa selamat’ as a sign of respect and sympathy for flood victims in several states in Malaysia.


Prime Minister Datuk Seri Ismail Sabri Yaakob said he had instructed the Minister in the Prime Minister’s Department (Religious Affairs), Idris Ahmad, Malaysia Islamic Development Department and Yayasan Dakwah Islamiah Malaysia to organise ‘solat hajat’ and ‘Malaysia Berzikir Ambang 2022’, tomorrow at Putra Mosque, Putrajaya.


“With this, I am inviting the Malaysian Family to hold congregational Maghrib prayers, solat hajat and doa selamat at Putra Mosque, Putrajaya tomorrow night.


“Those who could not attend could follow the live telecast by Radio Televisyen Malaysia (RTM) and TV Al-Hijrah,” he said in a Facebook posting today.


The posting was also attached with a poster of the event starting at 7 pm tomorrow night. 


In this regard, the Prime Minister called on mosques all over the country especially state mosques to organise similar functions for prayers.


Meanwhile, non-Muslim members of the Malaysian Family could also hold prayers according to their respective religions, he said.            He hoped all efforts would be made to receive blessings for Malaysia next year.

KUALA LUMPUR, Dec 30 -- No new year’s eve celebration permits have been approved by the police nationwide, says Bukit Aman’s Department of Internal Security and Public Order director Datuk Hazani Ghazali.


He said this was to avoid the risk of COVID-19 outbreaks.


“Therefore, I have instructed standard operating procedures (SOP) monitoring teams throughout the country to conduct patrols and monitoring in popular spots to ensure that no people gather and carry out activities that violate the SOPs of the National Recovery Plan.


"I remind the public not to get involved in any new year’s celebration activities, or gather in large numbers on the eve of the new year tomorrow at any popular spots," he told Bernama today.


Meanwhile, in Kuala Lumpur, Dang Wangi District Police chief ACP Noor Dellhan Yahaya said no fireworks displays would be held at the Kuala Lumpur Convention Centre (KLCC) and Pavilion shopping mall in the capital.


In GEORGE TOWN, the police will conduct the ‘omnipresence’ method of monitoring popular spots as well as roads across the state ahead of the new year.


North East District Police chief ACP Soffian Santong said 146 officers and 821 policemen would carry out the operation throughout the state.


"This is because beginning tomorrow, Penang is likely to have up to a 40 per cent increase in traffic flow due to school and year-end holidays,” he said.

KUALA LUMPUR, Dec 30 -- The Department of Irrigation and Drainage (DID) has forecast that floods will occur in stages in 10 districts in Pahang from 1 am today (Dec 31), following the danger (red) level continuous rain warning issued by the Malaysian Meteorological Department.


DID through a post on Twitter informed that the 10 districts in Pahang were Kuantan, Rompin, Pekan, Bera, Maran, Jerantut, Temerloh, Lipis, Raub and Bentong.


In Kuantan, the areas that are expected to be affected are Bandar Sungai Lembing, Kampung (Kg) Melayu, Kg Sungai Rimau, Kg Panching, Kg Pasir Kemudi, Kg Sungai Pinang, Bandar Kuantan, Sungai Isap and the surrounding low-lying areas.


In Rompin, it involves Kg Ganoh, Kg Kemomoi, Kg Leban Condong, Kg Gading, Kg Bangkong, Kg Kerpal, Kg Tebu Hitam, Kg Merlak, Kg Sepayang, Kg Simpang Sepayang, Kg Desa Murni, Kg Kemendul, Kg Perepat, Kg Sepakat, Kg Batu 8, Kg Janglau, Kg Bukit Lepas, Kg Setajam, Kg Selancur, Kg Kurnia, Kg Garong, Kg Selancur, Kg Mentelong and Kg Denai.


Also expected to be affected are RPS Runchang, Kg Batu 7 Sg Miang, Kg Kelat Rendang, and Kg Permatang Cicar in Pekan; Kg Lubuk Perah and Kg Lubuk Tiang (Bera); Kg Lubuk Paku, Kg Kuala Wau, Kg Serengkam, Kg Berkat, Kg Paya Chedong, Kg Ulu Luit and Kg Jara (Maran); Kg Kuala Tahan, Kg Padang, Kg Gol, Kg Bantal Seberang and Kg Gusai in Jerantut.


In Temerloh, it involves Kg Bangau Parit and Kg Teluk Ira; Kg Chegar Perah and Kg Kuala Medang (Lipis); Kg Batu Malim, Kg Peruas, Kg Ulu Sungai and Kg Ulu Gali (Raub) as well as Kg Repas Baru, Kg Chegar Medang, Kg Ketari, Kg Cheringin, and Kg Semerting in Bentong.


A similar forecast has been issued by DID for five districts in Johor involving Mersing, Batu Pahat, Kluang, Kota Tinggi and Johor Bahru, which are predicted to experience floods from 2 pm tomorrow, following alert level continuous rain warning.

Deputy Health Minister: Health Ministry expediting repair works on health facilities affected by floods


KUALA LUMPUR: The decision to implement Covid-19 Standard Operating Procedures (SOP) by the book for the 15th Melaka state election was not an attempt to jeopardise or weaken Umno, says Khairy Jamaluddin.


The Health Minister stressed that the decision was made to protect the people, the election machinery and the leadership of all parties involved from being infected with Covid-19, besides avoiding a sharp increase in positive cases of the disease as happened after the Sabah state election last year.


He said the decision also reflected that ministers from Umno were able to perform their duties well, including his own duties as Health Minister for the sake of pandemic management.


"During the Sabah state election, there was no vaccine yet and compliance with SOPs was very loose, leading to a sharp increase in cases. We wanted to prevent it from happening again, so I had to tighten the SOP and be firm. Whoever violates the SOP, we took action and I don't think it impedes the party.



"I perform my duties as the Health Minister representing Umno. I want them (the people) to see this minister (from) Umno, who is at least doing his job well. That is what I should be evaluated on in terms of my work (as a minister),” he said.


He said this as a panelist of a special interview programme entitled 'Dilema Covid dan Politik' (‘Covid Dilemma and Politics’) which was broadcast live on Umno Online's Facebook on Thursday (Dec 30) night.


At the Melaka polls, Barisan Nasional (BN) chairman Datuk Seri Ahmad Zahid Hamidi and Melaka Umno Liaison Committee chairman Datuk Seri Ab Rauf Yusoh were each compounded RM10,000 for violating the election SOP when they conducting house-to-house campaign activities and were not wearing face masks. - Bernama

Government agencies more prepared to face possible second wave of floods - Mohd Zuki

KUALA LUMPUR, Dec 30  -- Chief Secretary to the Government Tan Sri Mohd Zuki Ali has said that government agencies that are tasked with flood relief management are now more prepared to act swiftly in the event of a second wave of floods.


He said the agencies such as the Royal Malaysia Police (PDRM), the Malaysian Armed Forces (MAF) and the Malaysian Fire and Rescue Department (JBPM) have learnt from the experience faced during the first wave of the floods.


“For example, when floods hit Jeli this morning, MAF, PDRM and JBPM personnel were already at the scene,” he said after visiting the National Flood Forecasting and Warning Centre (PRABN), here, today.


Meanwhile, Environment and Water Ministry secretary-general Datuk Seri Dr Zaini Ujang said PRABN which has 1,100 flood alarm system stations, is able to provide flood forecast seven days earlier and warnings two days before the floods occur.


“For example, in Sungai Kelantan, there are 20 alarm systems that are equipped with cameras that will help us identify the areas that create bottlenecks and can cause the river to overflow,” he said.


Zaini said PRABN covers 41 river basins and was developed in three phases with the first phase involving rivers in Pahang, Kelantan and Terengganu which is expected to be completed in two years.


Meanwhile, he said the second phase which covers 38 other river basins nationwide is expected to be completed in 2025, while the third phase which involves 22 river basins in Sabah and Sarawak is scheduled to begin in 2026.


Zaini added that PRABN on the west coast of the peninsula and the Klang Valley is expected to operate next year.


PRABN will provide sufficient time for residents and agencies to act early in the event of floods thus reducing the loss of public property by up to 30 per cent per year.

KUALA LUMPUR, Dec 30 -- Twenty counters and forty personnel have been assigned at C25 Satellite building of Kuala Lumpur International Airport (KLIA) to assist in the process of installing digital detection devices on individuals who returned from performing umrah.


Health director-general, Tan Sri Dr Noor Hisham Abdullah said the time taken for health screening and wearing of the device ‘edgenta’ would take one hour and 20 minutes.


“At the latest, those who returned from umrah have started wearing the tracker device,” he said in a post on his Facebook page today.


He said currently the digital detection device is for travellers coming back from 18 high-risk countries under house quarantine.


On Saturday, Health Minister Khairy Jamaluddin announced all individuals who are undergoing the compulsory seven-day quarantine, are required to wear the digital tracking device from this week.


Khairy said implementation of the device was made following the detection of 30 out of 49 new COVID-19 infections involving the Omicron variant in Malaysia were import cases from Saudi Arabia detected on Dec 23 and 24.

KUCHING, Dec 30 -- Chief Minister Tan Sri Abang Johari Tun Openg today announced his new Cabinet line-up comprising 10 ministers and 26 assistant ministers.


Datuk Amar Douglas Uggah Embas, Datuk Amar Awang Tengah Ali Hasan and Datuk Seri Dr Sim Kui Hian were named as deputy chief ministers.


Abang Johari said he himself will hold three portfolios namely Minister for Finance and New Economy; Minister for Natural Resources and Urban Development and Minister for Energy and Environmental Sustainability.

YAB CHIEF MINISTER OF SARAWAK ON NEW CABINET LINE UP 30TH DECEMBER 2021

Let me thank all Sarawakian once again for giving a strong mandate to GPS to form the government of the day. In accordance to Article 6(3) of the Constitution of the State of Sarawak, this afternoon, I shall announce our new State Cabinet line-up comprising of 10 Ministers and 26 Assistant Ministers.

The foundation of this new Cabinet line-up is based on the Post COVID-19 Development Strategy 2030 that will develop Sarawak into a high income economy by the year 2030.

It is my conviction that the new Cabinet line-up is a functional cabinet, equipped with competent, people driven, transparent and with integrity, focused on delivering effective services, while maintaining a solid structure system.

This team will also strengthen Sarawak constitutional status as a regional partner in the Federation of Malaysia, in accordance to the amendment of Article 1(2) and Article 160(2) of the Federal Constitution with reference to MA63 and its annexures. With MA63, the basic reference of the rights of the Borneo states of Sarawak and Sabah is entrenched in the Federal Constitution.

This new Cabinet line-up is committed to implement all the 34 points pledged in PRN12 Manifesto for the next 5 years emphasising on the socio-economic development and wellbeing of our people.

My experienced Cabinet members and I, will mentor and nurture participation of young Sarawakian leaders in the administration and policy formulation. We are renewing the line-up to bring in fresh blood and importantly, the composition of Cabinet members is well represented throughout the State to deliver the best and most efficient level of service to the people.

We will execute policy towards digital era, sustainable development, decarbonisation and new economy to ensure economic prosperity, social inclusivity and environmental sustainability. All these, will be driven by data and innovation.
