Selayang MP William Leong, in a forum at APW in Bangsar, which discussed the need for transition of power from Prime Minister Dr Mahathir Mohamad to his named successor Anwar Ibrahim, entitled "Should Malaysia Wait Until November for Transition?", chided Prime Minister Tun DR Mahathir Mohamad over his claims that the Pakatan Harapan coalition did not expect to win the 14th general elections and become the government on May 9, 2018 and thus found the Buku Harapan manifesto difficult to implement.

Leong, who also chairs the parliamentary Major Public Appointments Select Committee, stated none of those involved in the formulation of the Buku Harapan were appointed as minister in order to see through its implementation
