AG report: ROS wasted RM121,000 on online system
KUALA LUMPUR: Based on the Auditor General's Report 2012, the Registrar of Societies (ROS) eRoses system was a waste as the system was not yet up and running despite the ROS having paid RM121,090 for it.

The report also said that the contractor, Scot Technology (M) Sdn Bhd, had only completed the system's design.
The system was developed in 2008 to allow the public to apply for registering societies and search for information on societies online.
A contract worth RM850,000 had been inked between RoS and Scot Technology, valid from July 1, 2008 to June 30, 2009.
"Checks revealed that Scot Technology had applied to extend the contract for another three months, but the Home Ministry's acquisition department rejected it.
"The ministry terminated the contract on Oct 29, 2009 as the contractor could only finish 30% of the project," the report stated Tuesday.
In response, ROS clarified that the RM121,090 was for services and equipment supplied by Scot Technologies, and no other payment was made.
The eRoses system was meant to be an extension of the Roses system, developed by the ministry in 2004 to speed up application for societies while creating a database of registered societies.
However, the Roses system also came under fire in the Audit report, when it was discovered that 12 of 23 modules in the system contained application problems.
"The Audit believes the Roses system is unsatisfactory because it is not fully functional.
“ROS should have tested the system when receiving it from the supplier to check if all modules could be fully applied," the report stated.
In response, RoS suppliers for the Roses system had conducted training sessions with users, applying their feedback into fixing system errors and indirectly running a test on the system.
Two years ago, the eRoses project was redeveloped with the MAMPU team, at no extra cost to the Government.
The Audit report stated that this redevelopment had succeeded in improving the efficiency of the ROS in managing applications for societies.
The new system works to solve delays in approving applications for societies, where every new application will be filed online and vetoed in five working days.
The Audit also noted that management of applications for non-political societies were satisfactory since the new eRoses system was used.
