JOHOR BAHRU: The last-minute candidacy change involving Barisan Nasional (BN) candidates in several Johor state assembly seats has been done in the spirit of the coalition, said Johor BN chairman Datuk Hasni Mohammad.
He said the decision was made after considering matters such as the representation of women, young candidates as well as academic qualifications, which are the important criteria in selecting candidates.

"The last-minute change was made based on the BN spirit. MCA and MIC have also changed their list of candidates.
"Of course, UMNO needed to make adjustments as we have finalised seat distribution between the parties in BN," he said at a press conference when asked to comment about the change of candidates involving Sungai Balang and Tanjung Surat state assembly seats
The press conference was held in conjunction with the launch of the Amanah Ikhtiar Malaysia (AIM) Friends Entrepreneur Leadership Workshop in Senai here today.
Previously, BN announced Mohd Helmi Abdul Latif as its candidate at Sungai Balang before replacing him with Selamat Takim, while Datuk Syed Sis Abd Rahman was replaced by Aznan Tamim in Tanjung Surat.
Aznan is Pengerang UMNO division Youth chief.
BN fielded candidates in all 56 state assembly seats, namely 37 candidates from UMNO, MCA (15) and MIC (four).
On the coalition's campaign for the Johor state polls, Hasni said the party machinery has yet to be fully operational, adding that it would approach voters in stages based on a survey on the ground.
The Election Commission fixed polling day on March 12 and early voting on March 8.

KUALA LUMPUR: Former Kuala Lumpur City Hall (DBKL) senior deputy director, Sabudin Mohd Salleh, was seen performing 'sujud syukur' (prostration of gratitude) when the High Court today upheld the Sessions Court's decision to acquit and discharge him on a charge of accepting bribes, amounting to RM150,000, four years ago.
Judicial Commissioner, Datuk Azhar Abdul Hamid, made the ruling after dismissing the prosecution's appeal against the decision of the Kuala Lumpur Sessions Court on April 8 last year, which acquitted and discharged Sabudin.

In his judgment, Azhar said that the court had examined the entire record of the appeal, the grounds of judgment, and the written and oral submissions of the appellant and the respondent.
"I find that this court has no reason to change or interfere with the decision made by the Sessions Court judge. Therefore, the appellant's (prosecution) appeal was dismissed," said Azhar
Deputy public prosecutor, Datuk Wan Shaharuddin Wan Ladin, appeared for the prosecution while lawyer K. Theivaendran represented Sabudin, 60, as the respondent.
COURT-GRAFT 2 (LAST) KUALA LUMPUR
Meanwhile, Wan Shaharuddin, when met by the media, said that the prosecution would file an appeal in the Court of Appeal in relation to the High Court's decision today.
On April 13, 2021, the prosecution filed an appeal against the decision of the Sessions Court Judge on April 8 last year, which acquitted and discharged Sabudin of corruption charges at the end of the prosecution case.
A total of 10 prosecution witnesses testified at the trial.
Sabudin, who was senior deputy director at DBKL's Civil Engineering and Urban Transportation Department, was charged with corruptly receiving RM150,000 from Chia Chee Seng, who is a director of Tegap Elit Sdn Bhd, as an inducement for him to verify claims for advance payment submitted by several companies.
He was charged with committing the offence at a house in Ukay Perdana, here, between Aug 13 and 19, 2018.
The charge was framed under Section 165 of the Penal Code, which provides an imprisonment for up to two years, or a fine, or both, upon conviction.

BN unfazed by court cluster narrative in Johor election - Mohamad
The 'court cluster' narrative used in the campaign by some quarters will not affect the chances of victory for BN in the Johor state election, said BN deputy chairman Datuk Seri Mohamad Hasan. - BERNAMA
KLUANG: The 'court cluster' narrative used in the campaign by some quarters will not affect the chances of victory for Barisan Nasional (BN) in the Johor state election, said BN deputy chairman Datuk Seri Mohamad Hasan
In denying allegations that all court cases involving top UMNO leaders would be dropped if BN wins in the Johor state election, Mohamad said it is only an old narrative which has been recycled by the opponent.
"BN's victory in the Melaka state election did not give any effect to court cases. If we win in Johor, what has it got to do with the court cluster?
"Would judges be swayed by our win in Johor," he said after meeting Machap Barisan Nasional (BN) machinery at Balai Islam in Jalan Peladang, Machap here today
Meanwhile, the UMNO deputy president said BN's machinery is now carrying out the second attitude study to identify the real needs of new voters in Johor.
He said it was important for the BN operations centres to work out the strategy to gain the trust and confidence of voters voting for the first time.
The BN Johor election director admitted it was difficult to gauge the emotion and attitude of first-time voters in Johor while reminding BN machinery not to take it easy with 'white' voters.
'I want our machinery to really carry out attitude study. Let us not be casual about it.
On white voters, he said if the mother is a Wanita UMNO head, it does not mean all the family members will support UMNO.
The Election Commission has set polling day for the state election on March 12 while early voting is on March 8.

eWages to monitor prompt payment to foreign workers

Datuk Seri M. Saravanan

28/02/2022 04:10 PM

PUTRAJAYA, Feb 28 -- The Human Resources Ministry has proposed the implementation of eWages as a salary monitoring system for foreign workers, said its minister Datuk Seri M. Saravanan.

"The eWages initiative will be implemented soon to monitor prompt payment of wages to foreign workers," he said in a statement today on the management of foreign workers, adding that the proposed system was agreed by the Cabinet on Jan 12 this year.

Saravanan said as a member of the International Labour Organisation (ILO), Malaysia strictly observed its 11 indicators on forced labour which also cover the aspect of conducive living conditions for workers.

The ministry has made it compulsory for employers to fully comply with the Standard Minimum of Housing and Amenities Act 1990 (Act 446) as a mandatory requirement to employ foreign workers, he said.

"Moving forward, the ministry is in the midst of planning to regulate and introduce a Centralised Labour Quarters (CLQ) within a span of five years for an effective and coordinated supervision of foreign workers," he said.

Saravanan said his ministry was in the process of concluding the memorandum of understanding (MoU) on Indonesian Domestic Workers after getting the official nod from the Cabinet on Feb 23.

The MoUs with Vietnam, Cambodia, India and Sri Lanka are currently in the final stages of discussion, all of which have lapsed during the implementation of the Movement Control Order (MCO) in the country due to the COVID-19 pandemic, he said.

He said that so far the ministry has concluded and signed MoUs with 10 source countries and is in the midst of finalising the MOUs that have expired.

Russian President Vladimir Putin Orders Nuclear Deterrent Forces In Russia To Be On 'High Alert'

Washington (CNN)White House press secretary Jen Psaki said Sunday that Russian President Vladimir Putin's decision to put Russia's deterrence forces, which includes nuclear arms, on high alert are part of a wider pattern of unprovoked escalation and "manufactured threats" from the Kremlin.

"This is really a pattern that we've seen from President Putin through the course of this conflict, which is manufacturing threats that don't exist in order to justify further aggression -- and the global community and the American people should look at it through that prism," Psaki told ABC's George Stephanopoulos on "This Week."

Additionally, a senior administration official told CNN on Sunday that Putin's move was "yet another escalatory and totally unnecessary step," a senior administration official said Sunday.

Putin orders Russian deterrence forces onto high alert as troops battle for control of Ukrainian cities

"At every step of this conflict Putin has manufactured threats to justify more aggressive actions -- he was never under threat from Ukraine or from NATO, which is a defensive alliance that will not fight in Ukraine," the official said.

"The only reason his forces face a threat today is because they invaded a sovereign country, and one without nuclear weapons. This is yet another escalatory and totally unnecessary step," they added.

Putin's move comes in the face of universal condemnation from Western powers over Moscow's unprovoked assault on Ukraine, now in its fourth day.

"Top officials in leading NATO countries have allowed themselves to make aggressive comments about our country, therefore I hereby order the Minister of Defense and the chief of the General Staff to place the Russian Army Deterrence Force on combat alert," Putin said in a televised meeting with top Russian defense officials.

Inside the Biden administration's monthslong effort to build a multi-country coalition to sanction Russia

Putin also said the Western sanctions placed on Russia were unlawful.

US Ambassador to the United Nations Linda Thomas-Greenfield similarly cast Putin's actions as unnecessarily escalatory on Sunday, telling CBS News that he "is continuing to escalate this war in a manner that is totally unacceptable."

"We have to continue to condemn his actions in ... the strongest possible way," she told CBS News. "Putin has tried every means possible to actually put fear in the world in terms of his action, and it just means that we have to ramp up our efforts here at the United Nations and elsewhere to hold him accountable."

US will not use American troops to create no-fly zone in Ukraine, says UN ambassador

Ukrainian Ambassador to the US Oksana Markarova, meanwhile, cast Putin's move as "one more example of the terrorist behavior of Russia," telling CNN's Dana Bash on Sunday on "State of the Union" that Russian forces "attacked our country, they are scaring everyone."

And NATO Secretary General Jens Stoltenberg called Putin's allegations against NATO "dangerous rhetoric," adding that "this is a behavior which is irresponsible."

"The new statements from President Putin just added to the very aggressive rhetoric we have seen from Russia for many months, and especially the last couple of weeks, where they are not only threatening Ukraine, but also threatening NATO allied countries," he told Bash earlier on the same program.

PUTRAJAYA: The last group of Malaysians who managed to leave Ukraine is scheduled to return home from Warsaw, Poland, tomorrow (Monday) via commercial flight.
The Foreign Ministry (Wisma Putra) said this through a statement today after the evacuation mission - involving seven citizens and two (foreign) dependents to two Malaysians - was successfully implemented by the Malaysian Embassy in Kyiv which also assisted a Singaporean.
The group, led by the Charge d'Affaires ad interim of the Malaysian Embassy in Ukraine Fadhilah Daud and assisted by Second Secretary Aminuddin Osman, travelled from Kyiv by road since Friday afternoon and arrived in Poland at 5.45am Sunday (10.45pm Saturday local time).
Responding to allegations from some parties regarding the implementation of the mission, Wisma Putra explained that sensitive information, such as the evacuation plan, had not been disclosed to the public in order to ensure the safety of all parties involved.
"This approach is important to ensure the implementation of the mission runs smoothly according to the set plan," it said.
According to Wisma Putra, the embassy in Kyiv - like other Malaysian missions - has an evacuation plan that is ready to be activated if necessary, and constantly updated based on the situation in the field and current needs, including the best options for its implementation.
"The decision to implement the evacuation mission was made based on the latest report from the relevant Malaysian embassy," it said.
Wisma Putra added that the ministry was constantly monitoring the developments in Ukraine and was in close contact with the Malaysian Embassy in Kyiv up to the stage of direct communication by Foreign Minister Datuk Seri Saifuddin Abdullah with the embassy's Charge d'Affaires.
"Important developments are also raised for the information and attention of the Prime Minister (Datuk Seri Ismail Sabri Yaakob) from time to time," it said.
Apart from that, Wisma Putra said the government also discussed the evacuation plan from Ukraine and its implementation in detail during the Cabinet meeting on Feb 16.
"The Foreign Minister has informed the Cabinet of developments in Ukraine, especially regarding the security and welfare of Malaysians there," it said.
Taking into account the deteriorating situation and to ensure the safety and welfare of Malaysians, the Prime Minister decided on Feb 24 that the evacuation plan be activated immediately.
Wisma Putra asserted that allegations such as embassy officials fleeing, the absence of standard operating procedures (SOP) for evacuation and so on as reported by some media and social media were completely baseless.
On the use of four cars in the mission, including two embassy vehicles, Wisma Putra said the decision took into account the number of individuals involved, and to facilitate movement and maintain safety during the journey.
According to Wisma Putra, the government had previously carried out various evacuation missions from foreign countries, whether facing conflict or natural disasters, including the repatriation of Malaysians from 99 countries during the COVID-19 pandemic.
"Such missions are carried out by Malaysian diplomatic delegations with the coordination and cooperation of the Foreign Ministry and relevant ministries/agencies in Malaysia," it said.
Meanwhile, Wisma Putra said the operation of the Malaysian Embassy in Kyiv had to be temporarily suspended due to two embassy officials being directly involved in the implementation of the evacuation mission.
It said that so far, only a few foreign embassies have suspended their operations in Kyiv or relocated their operations to other cities in Ukraine.
Wisma Putra also took the opportunity to express its appreciation to all those involved in the success of the evacuation, especially to Fadhilah and Aminuddin, as well as the officials of the Malaysian Embassy in Warsaw.
Russian President Vladimir Putin on Thursday announced a special military operation in the Donbas region, eastern Ukraine. Following that, the President of Ukraine Volodymyr Zelenskyy declared a state of emergency throughout the country.
Ukraine has also announced the closure of its airspace for public use, as it is deemed 'high risk' to civil aviation.

HULU TERENGGANU: Ajil assemblyman Maliaman Kassim endured a harrowing experience when the lorry he was in was carried away by floodwaters close to Sungai Kampung Lebak near here while on an aid mission today.

He was with 13 members of the Terengganu Civil Defence Force when strong currents swept the lorry away. The party was subsequently rescued by a Civil Defence Force team in a boat 15 minutes later.

Maliaman apologised to flood victims in Hulu Berang as all the food aid, including rice, sardine cans and clothing destined for them were lost in the 2.15 pm incident but he promised to arrange assistance as soon as possible.

He also informed Bernama this evening that hundreds of flood victims from the Felcra Gunung Menerong resettlement project near Ajil in Hulu Terengganu who sought refuge in a nearby hilly area after their houses were flooded have been safely rescued.

Mohd Naqiuddin Hakimi Khairul Anuar, 31, a family member of one of the flood victims, said that he managed to contact his sister, Fazeera Izyanie, 29, at around 6 pm and was informed that residents from Kampung Felda Tersat had banded together and brought boats to ferry those trapped in the area.

The plight of the trapped victims became known after photos and videos showing hundreds of them escaping the floods went viral this morning. Residents in other areas of Hulu Terengganu were also not spared, with many of them forced to evacuate in a hurry as floodwaters rose rapidly.

Meanwhile, in KELANTAN, the Malaysian Fire and Rescue Department's rescue operation was hampered when 300 residents from three villages - Kampung Pengkalan Pauh, Daram Buaya and Kampung Wakaf Bunut - all in Pasir Puteh, refused to be evacuated to relief centres.

Pasir Puteh Fire and Rescue Dept chief Azhar Elmi Mustofar said the villagers feared that their houses would be broken into and did not believe that the floods would reach their homes.

Also, 204 Jeli Polytechnic students reported in at their campus in Jeli for the 2021/2022 academic session today despite flooding in the state since Thursday, Jeli Polytechnic director Ulaimi Yahya said.

To prevent the possibility of spreading COVID-19, the polytechnic implemented a drive-through process for registration, which went smoothly despite the lack of staff due to floods, after which the students were immediately sent to their designated rooms. Parents were only allowed to help with bringing down their children's luggage and belongings from their vehicles.

Meanwhile in Pasir Mas, the Rantau Panjang Immigration, Customs, Quarantine and Security Complex (ICQS) has been closed due to floods that hit the town and nearby areas since yesterday, Kelantan Immigration Department director Azhar Ab Hamid said.

He asked that all commercial vehicles use alternative routes to the Bukit Bunga ICQS in Tanah Merah, which was still open as usual.

Minister in the Prime Minister's Department (Religious Affairs) Datuk Idris Ahmad said the federal government respected the Selangor government's decision to only allow congregants who have completed two doses and booster dose of COVID-19 vaccines to perform Friday prayers at mosques and surau in the state.

He said that this was within the state's rights and that the decision on the standard operating procedure (SOP) for the Friday prayers in Selangor was made by the state Islamic religious council and not a directive from the Ministry of Health (KKM).

"Religious affairs come under the respective state Islamic religious councils, KKM does not issue directives on such matters.

"The recent Cabinet meeting also did not issue such a directive ... I cannot intervene and must respect the decision because it is the state's right," he told a press conference after handing over schooling aid to 50 students here today.

Earlier today, Department of Islamic Development Malaysia (Jakim) deputy director-general (Policy) Datuk Hakimah Mohd Yusoff in a statement in Kuala Lumpur said the ruling on completion of two doses and booster dose to be able to perform Friday prayers was only applicable to Selangor.

On Tuesday (Feb 22), the Selangor Islamic Religious Department (JAIS) through a circular letter dated Feb 21 set the two-dose and booster dose requirement to be able to perform Friday prayers at mosques and surau in the state effective Feb 25.

Dewan Rakyat deputy speaker Datuk Mohd Rashid Hasnon said the process of selecting the new deputy speaker has been included in the Order Paper. - BERNAMA
KUALA LUMPUR: Yang di-Pertuan Agong Al-Sultan Abdullah Ri'ayatuddin Al-Mustafa Billah Shah is scheduled to officiate the opening of the First Meeting of the Fifth Session of the 14th Parliament tomorrow (Feb 28), the second under the government led by Prime Minister Datuk Seri Ismail Sabri Yaakob.
The meeting which will last for 16 days until March 24 is set to focus on efforts to prepare the country to enter the endemic phase of COVID-19 as well as on political stability through the government's intention to table the Anti-Hopping Bill.
The meeting will also see the election of a new Dewan Rakyat deputy speaker to replace Datuk Seri Azalina Othman Said who had resigned on Aug 23 last year.
Confirming the matter, Dewan Rakyat deputy speaker Datuk Mohd Rashid Hasnon said the process of selecting the new deputy speaker has been included in the Order Paper
"Of course, there will be a motion to elect the Deputy Speaker of Dewan Rakyat because for now I am the only one (deputy speaker) so we need another (deputy speaker)," he said when contacted today.
Azalina resigned from the post at the Second Meeting of the Fourth Session of the 14th Parliament last year, however, she remained as the interim deputy speaker throughout the conference.
During the sitting on Oct 25, Minister in the Prime Minister's Department (Parliament and Law) Datuk Seri Dr Wan Junaidi Tuanku Jaafar said the selection process for a new deputy speaker would be postponed to the next meeting.
According to Wan Junaidi, the motion was originally listed on the Order Paper of the Second Meeting of the Fourth Session but was postponed to allow the amendment to Article 57 (1) (b) of the Federal Constitution to add another deputy speaker post from two to three.
Article 57 (1) (b) of the Federal Constitution states that the Dewan Rakyat shall from time to time elect two deputy speakers from among the Dewan Rakyat members.
According to the Parliamentary sitting calendar uploaded on the official website of the Parliament of Malaysia, apart from the motion of thanks for the Royal Address, Dewan Rakyat members will take part in the motion of thanks and debate on the Royal Address for four days starting on March 7.
This will be followed by the reply session by the relevant ministers from March 14 to 17.
The last four days of the sitting from March 21 will be on Bills and other government matters.
Meanwhile, the Dewan Negara sitting which will be officiated simultaneously with the Dewan Rakyat sitting will take place for nine days from March 21.
To minimise the risk of COVID-19 infection in Parliament, Dewan Rakyat speaker Datuk Azhar Azizan Harun said the standard operating procedures (SOPs) for Parliamentary sittings remained as before.
He said Members of Parliament (MPs) and staff were required to undergo the Reverse Transcription-Polymerase Chain Reaction (RT-PCR) test three days before the sitting, adding that transparent barriers have been installed between the seats of MPs as a measure to ensure physical distancing.
"COVID-19 screenings, which were conducted for two days starting Thursday (Feb 24) at the Parliament building, detected 146 positive cases among 1,474 staff, media representatives and MPs," he said.
However, Azhar said a total of 183 MPs did not take the test carried out at the Parliament building, but underwent self-screening (in their capacity), adding that Dewan Rakyat would get their screening results before the meeting.
He said there was no limit to the number of MPs allowed to attend the sitting but they were advised to take turns.

KUALA LUMPUR, Feb 27 -- Nine Malaysians together with two of their dependents and a Singaporean have been evacuated from Kyiv in Ukraine and have arrived safely in Poland early today, said Foreign Minister Datuk Seri Saifuddin Abdullah.

He said the convoy, led by Chargé d'Affaires ad interim of the Malaysian Embassy in Ukraine Fadhilah Daud, was received by two officials from the Malaysian Embassy in Poland and is now heading to the country’s capital.

"They are heading to Warsaw at the moment and are expected to return to Kuala Lumpur soon,” he tweeted.

Meanwhile, Wisma Putra tweeted that the convoy safely arrived at Korczowa-Krakovets border of Ukraine and Poland at 5.45 am Malaysian time (Feb 26, 10.45 pm local time).

"Wisma Putra is in constant contact with officials of the embassies on their location, safety as well as of the accompanying convoy," it said.

Yesterday, Prime Minister Datuk Seri Ismail Sabri Yaakob said the Embassy of Malaysia in Kyiv was currently undertaking evacuation of the remaining Malaysian nationals from the country.

He said 13 Malaysians had already left Ukraine in the past weeks.

Russian President Vladimir Putin on Thursday announced a special military operation in the Donbas region, eastern Ukraine.

Following that, Ukraine’s president Volodymyr Zelenskyy declared a state of emergency throughout the country.

Ukraine has also announced the closure of its airspace for public use, due to the ‘high risk’ to civil aviation.

NEW YORK: The United States, Britain, Europe and Canada on Saturday moved to block Russia's access to the SWIFT international payment system as part of another round of sanctions against Moscow as it continues its assault against Ukraine.
The United States and its European partners also said they would impose restrictions on Russian's central bank to limit its ability to support the rouble.
Here are some comments from market analysts and banks:
MOHAMED EL-ERIAN, PART-TIME CHIEF ECONOMIC ADVISOR, ALLIANZ, CHAIR OF GRAMERCY FUND MANAGEMENT:
If applied comprehensively rather than piecemeal, excluding Russia from SWIFT has the potential to cripple the economy there. Inevitably there would be spillovers and spillbacks, including more of a stagflationary impetus to the global economy and greater likelihood of Russian arrears to western companies and creditors."
MICHAEL ROSEN, CHIEF INVESTMENT OFFICER, ANGELES INVESTMENT ADVISORS, SANTA MONICA, CA:
"Europeans saw this move, expelling Russia from SWIFT, as a “nuclear option,” that is, the most severe, last resort, action that could be taken. If so, it will have as much impact as throwing a spear against a tank.
"If Europe will not pay Russia for its oil and gas, either that supply will be cut off or Russia will simply run up a bill to settled later. Russia has a sizable stash of currency reserves and will still be able to earn revenue by bypassing SWIFT, via China or other parties.
"Europe (allowed) itself to become dependent on Russian energy. This move comes too little, too late in every respect. Biden’s sanctions last week cut off Russia from corresponding banks in the US, a big deal, but made an exception for energy payments. To have maximum impact on Russia, we will have to block them from SWIFT without exception for energy payments, and consider applying secondary sanctions to third parties who bypass SWIFT to transact with Russia."

TOM MARTIN, SENIOR PORTFOLIO MANAGER, GLOBALT INVESTMENTS, ATLANTA:
“SWIFT is going to be painful and the markets are going to recognize that. What you are going to get is continued volatility as all the participants are going to be adjusting their risk tolerance to what they think the situation is about. I imagine people will be going to gold, because gold is the traditional hedge in this situation. I think U.S. Treasuries of any duration will probably be a safe haven. And other than that there’s nothing that isn’t going to be volatile.”
KARL SCHAMOTTA, CHIEF MARKET STRATEGIST, CORPAY, TORONTO
"We should see the ruble plunge, most likely through the 86 mark at the open. With newly announced sanctions likely to cripple the Russian economy and diminish the attractiveness of anything that can be traced back to Moscow, investors will abandon ship en masse. And with the central bank likely to face severe constraints on currency intervention, the ruble will struggle to find a bottom. No one wants to catch a falling knife."
HARRY BROADMAN, CHAIR OF EMERGING MARKETS PRACTICE, BERKELEY RESEARCH GROUP, WASHINGTON, D.C.
“Sanctions have lots of foibles as we know from history. The more comprehensive they can be, the more they cover, the more you raise the probability of effectiveness. But in this case it is hard to understand what drives Putin’s decision-making process. The more sanctions we get and the broader the coalition of people putting them in place, the probability of success goes higher. But there’s no formula.”
FORMER RUSSIAN DEPUTY CENTRAL BANK CHAIRMAN SERGEY ALEKSASHENKO, WASHINGTON DC:
"It means there is going to be a catastrophe on the Russian currency market on Monday. I think they will stop trading and then the exchange rate will be fixed at an artificial level just like in Soviet times."
"It's much worse than [the Russian financial crisis of] of 1991 because it's not clear on what conditions all this can be canceled. This is a very strong decision, the strongest one that could be taken and I consider it is absolutely correct."
ROSS DELSTON, U.S. LAWYER AND FORMER BANKING REGULATOR, ST LOUIS, MO:
“It’s the closest thing to a declaration of war from a financial perspective. If there was an actual hot war between the US and Russia, these are the kind of sanctions that one would expect to occur.
"It’s going to result in Russia being viewed as radioactive by US and EU banks, which in turn would be a major barrier to trade with Russia.”
JORDAN KAHN, PRESIDENT AND CHIEF INVESTMENT OFFICER, ACM FUNDS, LOS ANGELES:
“If we're talking effects on the market, my guess is that it's going to be viewed as a net negative … global banks are all interconnected at some point and so if this causes a run on Russian banks, or anything like that, I think that that's a negative perception, combined with the fact that the U.S. is tightening the screws on Russia by enacting SWIFT.
"We already saw late last week some cyber attacks... I think that there could be some concern amongst investors about further retaliation on the part of Russia: are they going to try to intensify things out there?
"And so I think the concern is going to be does this kind of escalate the back and forth retaliation? … It might be a longer term positive because it's an attempt to try to pressure Putin towards resolution. But in the short term, it seems like it's kind of a net negative.”
“There's perception and sentiment, and then there's the reality and the fundamentals. I don't think at the end of the day, when banks report their earnings, especially for the year as a whole, I don't think that there's going to be any mention or charges that they have to take as a result of this, but in the short term, sentiment-wise and just fear-wise, I think that the U.S. banks could get caught up in some concern about: does this have any ripple effects throughout the global banking system?”
CLAY LOWERY, EXECUTIVE VICE PRESIDENT, INSTITUTE OF INTERNATIONAL FINANCE:
“These new sanctions, which include removing several Russian banks from SWIFT and sanctioning Russia’s central bank, are likely to cause serious damage to the Russian economy and its banking system. This will most likely exacerbate ongoing bank runs and dollarization, causing a sharp sell-off, and a drain on reserves.
"One of the biggest impacts on the global economy is likely to be on trade. While details on how the new sanctions affect energy are still emerging, we do know that sanctions on its central bank will make it more difficult for Russia to export energy and other commodities. As a result, we may see commodity prices surge.”
DENNIS DICK, HEAD OF MARKETS STRUCTURE AND PROPRIETARY TRADER AT BRIGHT TRADING LLC, LAS VEGAS:
“I think the whole world is trying to figure out a way to obviously rectify or at least stop what's happening over in Ukraine without physical intervention.
“Any type of action they can do that obviously avoids... us ... sending troops over, is going to probably be seen as a positive by Wall Street.”
"Is the worst behind us for Wall Street? I kind of tend to think it might be.”
“I think, whatever the U.S. can do to limit Putin’s finances is going to be viewed as a positive by Wall Street.”
SONIA KOWAL, PRESIDENT, ZEVIN ASSET MANAGEMENT, BOSTON
“You need a functioning banking system to have a functioning economy. This goes some way toward undermining the Russian economy.”
EDWARD MOYA, SENIOR MARKET ANALYST, OANDA, NEW YORK:
"This will draw comparisons to what happened to Iran, and the crippling effect to their economy, and this is more likely to deliver a major shock to global financial markets when we open up on Sunday night.”
"I think a lot of traders were kind of becoming convinced that the US and Europe were not taking a hard stance and that they were really focused on protecting the economic situation at hand and not really posing a major blow to the financial system. This action will be really difficult to digest and it will really pick a nerve for a lot of investors ... a lot of the rebound we saw in the latter half of last week will be tested.”
MICHAEL FARR, CEO AND FOUNDER OF FARR, MILLER & WASHINGTON LLC:
"Markets are looking for surprises, and this could be a surprise that is not taken very well if it means a slowdown in international trade.
"This move to remove Russia from SWIFT means that they are actually putting their money where their mouths are. This curtails Russia’s ability to execute transactions around the world, and cuts their financial flows off from most countries, so it is a severe step that should get their full attention.
"The issue will be the inflation that gets caused here, and the extent to which it can really slow the European economy. It could create headwinds if it goes on and on and on."
PAUL MARQARDT, LAWYER WITH DAVIS POLK, WASHINGTON DC:
"Getting kicked out of SWIFT doesn’t make transactions impossible, it makes them much more difficult – getting kicked out of SWIFT would increase transaction costs significantly.”
PHIL ORLANDO, CHIEF EQUITY MARKET STRATEGIST, FEDERATED HERMES, NEW YORK:
“We’ve been calling for US to ban Russia from SWIFT and sanction purchase of Russian oil and gas. We can tighten the screws further. [Investors must] expect [Russia], if backed into an economic corner, [to] resort to some form of cybersecurity against those who acted.” That would increase market volatility, he said.
