STATUS TERKINI KES DISAHKAN COVID-19 YANG TELAH PULIH

Kementerian Kesihatan Malaysia (KKM) ingin memaklumkan bahawa terdapat 202 kes yang telah pulih dan dibenarkan discaj pada hari ini. Ini menjadikan jumlah kumulatif kes yang telah pulih sepenuhnya dari COVID-19 dan telah discaj daripada wad adalah sebanyak 2,478 kes (49.7 peratus, iaitu hampir separuh daripada jumlah keseluruhan kes). Hari ini juga, bilangan kes yang didiscaj adalah melebihi bilangan kes baharu yang dilaporkan.

STATUS TERKINI KES COVID-19 DI MALAYSIA.

Sehingga 14 April 2020 pukul 12:00 tengah hari, terdapat 170 kes baharu yang telah dilaporkan. Ini menjadikan jumlah kes positif COVID-19 di Malaysia adalah sebanyak 4,987 kes. Oleh itu, setelah kes kumulatif ditolak dengan kes discaj dan kematian, jumlah kes aktif dengan kebolehjangkitan COVID-19 adalah 2,427 kes. Mereka telah diasingkan dan diberi rawatan.

Sehingga kini, seramai 60 kes positif COVID-19 sedang dirawat di Unit Rawatan Rapi (ICU). Daripada jumlah tersebut, 33 kes memerlukan bantuan pernafasan.

Daripada maklumat terkini yang dilaporkan ke Crisis Preparedness and Response Centre (CPRC) Kebangsaan, dukacita dimaklumkan bahawa terdapat pertambahan lima (5) lagi kes kematian berkaitan COVID-19. Justeru, jumlah kumulatif kes kematian COVID-19 di Malaysia adalah sebanyak 82 kes (1.64 peratus daripada jumlah keseluruhan kes):

• Kes kematian ke-78 (kes ke-4532) merupakan lelaki dewasa tanpa identiti diri dan dipercayai bukan warganegara yang ditemui mati di Kota Kinabalu, Sabah pada 6 April 2020. Keputusan ujian sampel COVID-19 yang diambil semasa bedah siasat didapati positif pada 11 April 2020. Kes ini di bawah siasatan pihak Polis Diraja Malaysia.
• Kes kematian ke-79 (kes ke-2052) merupakan lelaki warganegara Malaysia berumur 65 tahun dan mempunyai latar belakang penyakit kencing manis, darah tinggi dan penyakit buah pinggang. Beliau telah dirawat di Hospital Sungai Buloh, Selangor pada 27 Mac 2020 dan disahkan meninggal dunia pada 14 April 2020 jam 5.17
• Kes kematian ke-80 (kes ke-4818) merupakan lelaki warganegara Malaysia berumur 63 tahun dan mempunyai latar belakang penyakit jantung dan penyakit buah pinggang. Beliau telah dirawat di Hospital Kuala Lumpur pada 7 April 2020 dan disahkan meninggal dunia pada 12 April 2020 jam 11.36 malam.
• Kes kematian ke-81 (kes ke-4521) merupakan perempuan warganegara Malaysia berumur 74 tahun dan mempunyai latar belakang penyakit buah pinggang. Beliau mempunyai sejarah kontak rapat kes positif COVID-19, iaitu kes ke-4088 yang telah menghadiri perhimpunan di Seri Petaling. Beliau telah dirawat di Hospital Melaka pada 9 April 2020 dan disahkan meninggal dunia pada 13 April 2020 jam 4.20 petang.
• Kes kematian ke-82 (kes ke-1649) merupakan lelaki warganegara Malaysia berumur 81 tahun dan mempunyai latar belakang penyakit kencing manis. Beliau mempunyai sejarah kontak rapat kes positif COVID-19, iaitu kes ke-343 yang telah menghadiri perhimpunan di Seri Petaling. Beliau telah dirawat di Hospital Enche’ Besar Hajjah Khalsom, Johor pada 26 Mac 2020 dan disahkan meninggal dunia pada 14 April 2020 jam 11.50 pagi.

KKM mengucapkan takziah kepada ahli keluarga mereka.

KELENGKAPAN PELINDUNG DIRI (PERSONAL PROTECTIVE EQUIPMENT – PPE) UNTUK PETUGAS KESIHATAN

KKM ingin memaklumkan mengenai kesiapsagaan dan status terkini Personal Protective Equipment (PPE) bagi kegunaan petugas kesihatan dalam pengendalian kes COVID-19.

Seperti diketahui umum, isu berkaitan kekurangan PPE adalah isu global di mana hampir semua negara terkesan dengan penularan wabak COVID-19. Di fasiliti KKM juga, didapati penggunaan PPE telah meningkat secara mendadak susulan pandemik COVID-19 ini.

Kelengkapan pelindung diri atau Personal Protective Equipment (PPE) adalah merupakan satu keperluan utama bagi petugas kesihatan barisan hadapan dalam menghadapi wabak COVID-19. Terdapat beberapa jenis PPE yang digunakan oleh petugas kesihatan, misalnya:

• Footwear/boot cover – baki stok 78 hari
• Protective head cover – baki stok 52 hari;
• Alat penutup hidung dan mulut jenis 3-ply mask – baki stok 47 hari;
• Alat penutup hidung dan mulut jenis surgical N-95 mask – baki stok 37 hari;
• Disposable Face Shield (eye visor, face shield or googles) – baki stok 25 hari
• Disposable Fluid Resistant Apron (Long Sleeves With Cuff) – baki stok 23 hari;
• Jumpsuit/ Protective Coverall – baki stok 19 hari
• Gaun plastik biasa, dan lain-lain jenis PPE.

Bagi memastikan stok PPE adalah berterusan, KKM telah dan sedang terus menjalankan proses perolehan PPE secara pembelian pukal di peringkat pusat dan peringkat negeri. KKM juga bekerjasama rapat dengan Majlis Keselamatan Negara, Agensi Pengurusan Bencana Negara (NADMA) dan lain-lain agensi pusat bagi memastikan isu berkaitan stok ini dapat diberi perhatian khusus. Sumbangan PPE oleh pelbagai pihak swasta, Badan Bukan Kerajaan (NGO) dan para dermawan terus dialukan dan jutaan terima kasih diucapkan kepada mereka.

Bagi memantau rapat paras stok dan kadar penggunaan setiap jenis PPE di setiap negeri, KKM telah menggunakan sistem pelaporan dan pengkalan data atas talian yang mudah, di mana ianya dikendalikan oleh Pegawai di setiap Jabatan Kesihatan Negeri (JKN), hospital-hospital dan Pejabat Kesihatan Daerah (PKD) (termasuk semua Klinik Kesihatan di bawah masing-masing PKD). Laporan ini dipantau rapat dan tindakan mobilisasi stok kemudiannya dilakukan sewajarnya.

Senarai nama, nombor telefon dan emel pegawai bagi setiap negeri telah dimaklumkan bagi membantu orang umum dan kakitangan untuk memberi maklumbalas sekiranya didapati berlaku kekurangan PPE. Semakan segera dan tindakan mobilisasi akan dilakukan mengikut keperluan dan keutamaan.

Adalah dimaklumkan juga bahawa jenis PPE yang perlu digunakan oleh petugas kesihatan adalah mengikut keperluan di unit mana petugas kesihatan tersebut bertugas, iaitu sepertimana dinyatakan di dalam Garis Panduan Pengurusan COVID-19 di Malaysia No.5/2020 (Annex 8: The Infection Prevention And Control (IPC) Measures). Bukan semua petugas kesihatan perlu memakai kesemua jenis PPE ketika mereka bertugas. Ini amat penting bagi memastikan kadar dan pola penggunaan PPE di fasiliti kesihatan KKM adalah bertetapan. Sehubungan itu, pihak KKM menyarankan penggunaan PPE secara cermat dan berhemah oleh semua petugas kesihatan memandangkan ia digunakan secara berterusan sepanjang pandemik COVID-19 ini.

NASIHAT KESIHATAN BERKAITAN COVID-19

Pihak KKM menyeru supaya orang ramai menunaikan tanggungjawab masing-masing dengan:

1. Mengamalkan tahap kebersihan yang optimum pada setiap masa, seperti kerap mencuci tangan dengan menggunakan air dan sabun
2. Mengamalkan jarak sosial selamat (social distancing) sekurang-kurangnya 1 meter dari orang lain.

KKM akan terus memantau perkembangan kejadian COVID-19 melalui segala maklumat yang diperolehi dan akan dimaklumkan kepada rakyat dari semasa ke semasa.

UPDATES ON THE CORONAVIRUS DISEASE 2019 (COVID-19)

SITUATION IN MALAYSIA

Current Status of Confirmed COVID-19 Cases Who Have Recovered

14 April 2020 – The Ministry of Health (MOH) would like to inform that 202 cases have fully recovered and discharged well today. Cumulatively, 2,478 confirmed COVID-19 cases have fully recovered and discharged well (49.7% of total cumulative cases). Again, the number of cases discharged today is higher than the number of additional confirmed cases reported.

Current Situation of COVID-19 in Malaysia

14 April 2020, 12 pm – A total of 170 additional confirmed COVID-19 cases were reported to the National Crisis Preparedness and Response Centre (CPRC) MOH today. Cumulatively there are now 4,987 confirmed COVID-19 cases in Malaysia. After removing cases discharged well and deaths, there are currently 2,427 active and infective COVID-19 cases. They have been isolated and provided treatment.

Currently, 60 confirmed COVID-19 cases are receiving treatment in intensive care units (ICU), and of these, 33 cases are on ventilation support.

Regretfully, five (5) additional COVID-19 deaths were reported to the National CPRC MOH. Cumulatively, there are now 82 COVID-19 deaths in Malaysia (1.64% of total cumulative cases):

1. Death #78: Case 4,532 is an adult male with no identification document and believed to be a foreigner, who was found dead in Kota Kinabalu, Sabah on 6 April 2020. The COVID-19 test sample taken during autopsy was found to be positive on 11 April 2020. The case is currently under police investigation.
2. Death #79: Case 2,052 is a 65 year-old Malaysian man with a history of diabetes, hypertension and kidney disease. He was admitted into Sungai Buloh Hospital on 27 March 2020 and was pronounced dead on 14 April 2020 at 5.17 am.
3. Death #80: Case 4,818 is a 63 year-old Malaysian man with a history of heart disease and kidney disease. He was admitted into Kuala Lumpur Hospital on 7 April 2020 and was pronounced dead on 12 April 2020 at 11.36 pm.
4. Death #81: Case 4,521 is a 74 year-old Malaysian woman with a history of kidney disease. She was a close contact to a confirmed COVID-19 case (Case 4,088) who attended the Seri Petaling gathering. She was admitted into Melaka Hospital on 9 April 2020 and was pronounced dead on 13 April 2020 at 4.20 pm.
5. Death #82: Case 1,649 is an 81 year-old Malaysian man with a history of diabetes. He was a close contact to a confirmed COVID-19 case (Case 343) who attended the Seri Petaling gathering. He was admitted into Enche’ Besar Hajjah Khalsom Hospital, Johor on 26 March 2020 and was pronounced dead on 14 April 2020 at 11.50 am.

Personal Protective Equipment for Healthcare Workers

MOH would like to inform the preparedness and current status of Personal Protective Equipment (PPE) for the use of healthcare workers (HCWs) in managing COVID-19 cases.

As generally known, PPE shortage is a global issue that is affecting almost all countries affected by the COVID-19 pandemic. In MOH healthcare facilities, the use of PPE has increased drastically following the COVID-19 situation in the country.

PPE is a key requirement for frontline HCW in the face of the COVID-19 pandemic. There are several types of PPE used by HCWs, for example:

• Footwear or boot cover – 78 days stock balance
• Protective head cover – 52 days stock balance
• 3-ply face mask – 47 days stock balance
• Surgical N-95 face mask – 37 days stock balance
• Disposable face shield (eye visor, face shield or goggles) – 25 days stock balance
• Disposable fluid resistant apron (long sleeves with cuffs) – 23 days stock balance
• Jumpsuit or protective coverall – 19 days stock balance
• Disposable plastic gown and other types of PPE

To ensure that PPE stocks are sustainable, MOH has and will continue to carry out PPE procurement in bulk at central and state levels. MOH is working closely with the National Security Council, National Disaster Management Agency (NADMA) and other central agencies to ensure that issues relating to the stocks are specifically addressed. The contributions of PPE by various private entities, non-governmental organisations and philanthropists will continue to be welcomed and much appreciated.

To closely monitor stock levels and consumption rates for each type of PPE in each state, MOH uses a simple online reporting and database system that is administered by Officers at all State Health Departments, hospitals and District Health Offices (including all health clinics under the respective District Health Office). This reporting system is closely monitored, and rapid mobilisation of stocks will be undertaken as required.

A list of names, telephone numbers and e-mails of responsible officers in each state is made available to assist the public and HCW to provide feedback in the event of any shortages of PPE. An immediate verification and rapid mobilisation of stocks will be undertaken based on needs and priorities.

It is important to note that the type of PPEs used must be in accordance with the duty requirements of the respective units where the HCWs are assigned to, as stated in the “Garis Panduan Pengurusan COVID-19 di Malaysia No.5/2020” or the COVID-19 Management Guidelines in Malaysia No.5/2020, in Annex 8: The Infection Prevention And Control (IPC) Measures. Not all HCWs are required to wear all types of PPE at their respective duty stations.

In this regard, MOH recommends careful and judicious use of PPE by all HCWs in view of their continued usage throughout this OCIVD-19 pandemic.

Health Advisory on COVID-19

MOH urges the public to fulfil their responsibilities by:

1. Continue to maintain a high standard of personal hygiene such as washing hands frequently with water and soap
2. Practice social distancing at least 1 metre away from others

MOH will continue to monitor the development of the COVID-19 situation based on all available information, and the public will be continuously updated on the latest information.
