STATUS TERKINI KES DISAHKAN COVID-19 YANG TELAH PULIH
Kementerian Kesihatan Malaysia (KKM) ingin memaklumkan bahawa terdapat 75 kes yang telah pulih dan dibenarkan discaj pada hari ini. Ini menjadikan jumlah kumulatif kes yang telah pulih sepenuhnya dari COVID-19 dan telah discaj daripada wad adalah sebanyak 4,032 kes (­­68.9 peratus daripada jumlah keseluruhan kes).

STATUS TERKINI KES COVID-19 DI MALAYSIA
Sehingga 28 April 2020 pukul 12:00 tengah hari, terdapat 31 kes baharu yang telah dilaporkan. Ini menjadikan jumlah kes positif COVID-19 di Malaysia adalah sebanyak 5,851 kes. Oleh itu, jumlah kes aktif dengan kebolehjangkitan COVID-19 adalah 1,719 kes. Mereka telah diasingkan dan diberi rawatan.
Sehingga kini, seramai 36 kes positif COVID-19 sedang dirawat di Unit Rawatan Rapi (ICU). Daripada jumlah tersebut, 17 kes memerlukan bantuan pernafasan.
Daripada maklumat terkini yang dilaporkan ke Crisis Preparedness and Response Centre (CPRC) Kebangsaan, dukacita dimaklumkan bahawa terdapat pertambahan satu (1) lagi kes kematian berkaitan COVID-19. Justeru, jumlah kumulatif kes kematian COVID-19 di Malaysia adalah sebanyak 100 kes (1.7 peratus daripada jumlah keseluruhan kes):
  • Kes kematian ke-100 (kes ke-3628) merupakan lelaki warganegara Malaysia berumur 67 tahun dan mempunyai latar belakang penyakit kencing manis, darah tinggi, penyakit jantung dan strok. Beliau telah dirawat di Hospital Sungai Buloh, Selangor pada 4 April 2020 dan disahkan meninggal dunia pada 28 April 2020 jam 9.40 pagi.
KKM mengucapkan takziah kepada ahli keluarga beliau.
ANALISA RINGKAS SITUASI SELEPAS PELAKSANAAN PERINTAH KAWALAN PERGERAKAN FASA KE-3
Pelaksanaan Perintah Kawalan Pergerakan (PKP) fasa 3 akan memasuki fasa 4 mulai esok iaitu 29 April 2020. Setakat ini, didapati jumlah kes harian sering menunjukkan tren menurun dan kadang kala mendatar. Dengan peningkatan kes-kes yang pulih daripada COVID-19, ini menjadikan jumlah kes aktif semakin menurun sepanjang fasa ketiga PKP. Ini sekaligus berjaya meratakan lengkung (flattening of the curve) dan Negara kini memasuki fasa pemulihan.

Misalnya, jumlah kes aktif pada hari ini adalah 1,719, berbanding kes aktif tertinggi, iaitu 2,596 pada 5 April 2020. Pencapaian ini adalah hasil daripada tindakan proaktif dan agresif Kerajaan dalam aktiviti-aktiviti pembendungan penularan COVID-19 sepanjang tempoh sebelum dan semasa PKP ini. Ini dapat memastikan fasiliti KKM dapat menampung bilangan pesakit COVID-19 di Malaysia, termasuk kapasiti Unit Rawatan Rapi (ICU) dan kapasiti penggunaan mesin bantuan pernafasan (ventilators) di hospital.
Perintah Kawalan Pergerakan (PKP) membantu mengurangkan interaksi di antara ahli masyarakat dan mengurangkan kebolehjangkitan COVID-19. Selain aktiviti pengesanan kes secara aktif (active case detection), KKM dengan pelbagai agensi telah menggunakan pendekatan tertumpu (targeted approach) bagi kumpulan yang berisiko tinggi. Ini termasuk tindakan pengesanan, penyaringan, ujian, isolasi dan rawatan bagi individu di dalam kawasan Perintah Kawalan Pergerakan Diperketatkan (PKPD), pengesanan peserta-peserta perhimpunan di Seri Petaling dan lain-lain perhimpunan besar-besaran, pengesanan sekolah serta madrasah tahfiz dan sebagainya.
NORMA BARU KEHIDUPAN SEHARIAN AKIBAT PENULARAN COVID-19
Pelaksanaan PKP di Negara kita merangkumi empat (4) pelan tindakan (action plan) utama, di mana dua (2) tindakan adalah oleh Kerajaan dan dua (2) lagi tindakan adalah melibatkan masyarakat umum. Tindakan yang telah diambil Kerajaan adalah kawalan pergerakan dan kawalan sempadan.
Kawalan sempadan diperlukan untuk mengurangkan kes-kes import COVID-19 memandangkan lebih 180 buah Negara yang terbabit dengan jangkitan ini. Kawalan sempadan yang baik telah membuahkan hasil apabila 154 kes positif COVID-19 telah dikesan di kalangan warganegara Malaysia yang pulang dari luar negara mulai 3 April 2020. Mereka telah diasingkan dan diberi rawatan di hospital. Hasil kawalan pergerakan juga dapat dilihat daripada pelaksanaan PKP 1, 2 dan 3 di mana ianya mengurangkan interaksi di antara ahli masyarakat dan mengurangkan kebolehjangkitan COVID-19.
Namun demikian, PKP tidak boleh menghapuskan COVID-19 sepenuhnya. Malahan masyarakat perlu bersedia menghadapi virus ini untuk tempoh yang lebih panjang. KKM akan meneruskan aktiviti-aktiviti pembendungan dan pengawalan. Meskipun begitu, penglibatan aktif rakyat adalah amat penting sekali.

Justeru, dua (2) tindakan yang telah dan perlu terus diambil oleh rakyat dan penduduk Malaysia dalam memerangi virus COVID-19 adalah dengan meneruskan amalan jarak sosial yang selamat iaitu sekurang-kurangnya satu meter, dan juga menjaga tahap kebersihan diri terutama dengan kerap membasuh tangan dengan air dan sabun. Memandangkan masih belum ada vaksin untuk melawan jangkitan COVID-19, inilah amalan-amalan yang boleh menjadi “vaksin” bagi masyarakat membantu Negara memerangi penularan jangkitan COVID-19 ini.
Seperti yang KKM telah tekankan selama ini, perjuangan kita menentang COVID-19, iaitu musuh yang tidak kelihatan ini masih panjang dan usaha kita perlu berterusan. Norma kehidupan yang baharu ini perlu diterapkan ke semua peringkat masyarakat agar ianya menjadi amalan kita semua.
Ternyata kejayaan dan pencapaian melandaikan lengkung dan mengawal penularan virus COVID-19 adalah kejayaan bersama, iaitu Rakyat dan Kerajaan.
NASIHAT KESIHATAN BERKAITAN COVID-19
Selaras dengan usaha memerangi pandemik ini, sekali lagi KKM menasihatkan agar rakyat Malaysia terus menunaikan tanggungjawab masing-masing dengan:
  • Patuh kepada amalan tahap kebersihan yang optimum pada setiap masa, seperti kerap mencuci tangan dengan menggunakan air dan sabun;
  • Mengamalkan jarak sosial yang selamat (social distancing) sekurang-kurangnya 1 meter dari orang lain
  • Elakkan daripada perhimpunan;
  • Digalakkan memakai topeng hidung dan mulut (face mask) ketika berada di tempat orang ramai.
KKM akan terus memantau perkembangan kejadian COVID-19 melalui segala maklumat yang diperolehi dan akan dimaklumkan kepada rakyat dari semasa ke semasa.

UPDATES ON THE CORONAVIRUS DISEASE 2019 (COVID-19)
SITUATION IN MALAYSIA
Current Status of Confirmed COVID-19 Cases Who Have Recovered
28 April 2020 – The Ministry of Health (MOH) would like to inform that 75 cases have fully recovered and discharged well today, making the cumulative total of 4,032 (68.9% of total cumulative cases).

Current Situation of COVID-19 in Malaysia
28 April 2020, 12 pm – A total of 31 additional confirmed COVID-19 cases were reported to the National Crisis Preparedness and Response Centre (CPRC) MOH today. Cumulatively there are now 5,851 confirmed COVID-19 cases in Malaysia. Therefore, there are currently 1,719 active and infective COVID-19 cases. They have been isolated and provided treatment.
Currently, 36 confirmed COVID-19 cases are receiving treatment in intensive care units (ICU), and of these, 17 cases are on ventilation support.
Regretfully, one (1) additional COVID-19 death was reported to the National CPRC MOH. Cumulatively, there are now 100 COVID-19 deaths in Malaysia (1.7% of total cumulative cases):
  1. Death #100: Case 3,628 is a 67 year-old Malaysian man with a history of diabetes, hypertension, heart disease and stroke. He was admitted into Sungai Buloh Hospital on 4 April 2020 and was pronounced dead on 28 April 2020 at 9.40 am.

Situational Analysis Following Implementation of Phase 3 of the Movement Control Order
The implementation of Phase 3 of the Movement Control Order (MCO) will enter Phase 4 starting tomorrow, 29 April 2020. To date, the number of additional confirmed cases reported daily currently show a declining and plateauing trend. With the increasing number of COVID-19 cases recovering, this has led to a decrease in the number of active cases during Phase 3 of the MCO. This has contributed to the flattening of the curve and the nation is now entering the recovery phase.

For example, the total number of active cases today is 1,719, compared to the highest number of active cases of 2,596 on 5 April 2020. This achievement is a result of the Government’s proactive and aggressive actions in reducing the COVID-19 infection transmission during the period before and during the MCO. These have ensured that MOH healthcare facilities are able to accommodate the number of COVID-19 patients in Malaysia, including the capacity of the ICUs and use of ventilators in hospitals.
The MCO has also assisted in reducing the interactions between members of the communities and reducing the risk of COVID-19 infection. In addition to active case detection activities, MOH with various agencies have adopted a targeted approach to high risk groups and populations. These include detection, screening, testing and isolation activities, as well as treatment of individuals within the Enhanced MCO (EMCO) localities, contact tracing of participants of the Seri Petaling gathering and other mass gatherings; including in religious schools.
The New Normal of Daily Living Because of COVID-19
The implementation of the MCO comprises of four main action plans, of which two actions are by the Government and two actions involve the general public. The actions taken by the Government are Movement Control and Border Control.
Border controls are needed to reduce imported COVID-19 cases as more than 180 countries are affected by the infection. Good border control has resulted with the detection of 154 positive COVID-19 cases amongst Malaysians returning from overseas from 3 April 2020. They have been isolated and hospitalised. Movement control was achieved through the implementation of Phases 1, 2 and 3 of the MCO that have resulted in reducing the interactions between members of the community and reducing the risk of COVID-19 infection.
However, the MCO cannot eliminate the COVID-19 infection completely. In fact, Malaysians must be prepared to face this virus for a much longer time period. MOH will continue its containment and control activities. Nevertheless, active involvement of the community is very important.

Thus, the two actions that have been taken by the general public and must be continued in the fight against COVID-19 are to practice safe social distancing of at least 1 metre from others, and to maintain good personal hygiene with regular hand washing with water and soap. Since there is still no vaccine against COVID-19, these actions should be seen as the “vaccine” for the community to help the country to reduce the spread of the COVID-19 infection.
As repeatedly mentioned, MOH emphasises that our fight against COVID-19, this invisible enemy, is still long and our efforts must continue. This new normal of daily living must be inculcated into all levels of the society so that it is practiced by all.
The success and achievement in flattening the curve and reducing the transmission of the COVID-19 infection is a collective success of the community and the Government.
Health Advisory on COVID-19
In line with the fight against this pandemic, MOH once again advises all Malaysians to carry out their responsibilities by:
  • Maintain good personal hygiene at all times, such as regular hand washing with water and soap
  • Practice safe social distancing of at least 1 metre from others
  • Avoid public gatherings
  • Encouraged to wear face masks when in crowded public places
MOH will continue to monitor the development of the COVID-19 situation based on all available information, and the public will be continuously updated on the latest information.
