The government led by Ismail Sabri Yaakob and PH today signed a Memorandum of Understanding (MoU) on Transformation and Political Stability.
With the signing, PH will not block the government in a critical vote in the House of Representatives that could have an impact on its survival, such as the budget.
In exchange, the government will work on a number of reforms and policies previously brought by PH.
The MOU is expected to be released tomorrow.
A working committee with 10 members will be formed, comprising five government representatives and five opposition representatives.
They will meet every two weeks or at a mutually agreed time, to negotiate and monitor the implementation of the MoU.
The Government agreed not to dissolve Parliament before 31 July 2022
PH will support or abstain in the 2022 budget vote and related supply or finance laws.
It is provided that the drafting of the budget and the relevant bills (RUU) are negotiated and agreed upon jointly between the government and the PH.
PH will also support or abstain from any bill that could be construed as a vote of confidence, provided its statistics are also mutually negotiated and agreed upon.
The MoU also contains a section stating that it cannot impede PH’s role as a check and balance to the government.

As part of the administrative transformation:
- Present and approve the party's anti -hopping bill.
- Accelerate the implementation of Vote 18 and automatic voter registration.
- Presented and approved an amendment to the Constitution to limit the term of office of the prime minister to 10 years.
All this needs to be implemented no later than the first meeting of the 5th Term of Parliament, which is expected to take place in the first half of 2022.
Among the issues raised by PH previously was the addition of a fiscal injection of RM45 billion to address the Covid-19 epidemic.
The government has agreed and will table it in Parliament for approval. It includes additional funding to the health system, assistance to the vulnerable and even businesses.
The government also agreed that the National Rehabilitation Council, now chaired by former prime minister Muhyiddin Yassin, should include 50 per cent public and private sector experts.
The names of half of the experts will be nominated by the government and the other half by the opposition.
Additional funds will also be provided to increase "find, test, trace, isolate, support and vaccinate" efforts.
The RM10 billion cash assistance to 11 million recipients channeled in the second half of this year will continue next year - targeting the B40 and M40 who lost their jobs.
