They were caught on suspicion for committing indecent act by a team of 17 officers at 11.30 pm, led by JHEAIPP Chief Operating Unit, Khairul Azman Azizan and five members of the Military Investigation Branch (CPK).
Khairul said they spotted the car by the road side near the beach while making their rounds and proceeded to survey and inspect the suspicious car.
According to him, when they approached the vehicle, they saw a man lying in the front passenger seat and a woman believed to be his girlfriend on top of him in a suspicious position.
Khairul said the couple, in their 20s, were detained and interrogated but both denied of engaging in indecent act. However, after being asked many times, they admitted that they were making out.
"They were given a notice to be present at the District Religious Office Butterworth.
"Two other couples were also caught after they were spotted to be cuddling suspiciously," he said.
Khairul Azman said, further investigation will be conducted in accordance with Section 29 of the Syariah Criminal Enactment 1996 Penang on the offense of conducting indecent behaviour in public area and if found guilty, it carries a fine up to RM1,000 or 6 months jail or both.
