PARIS: Argentina captain Lionel Messi won a record eighth Ballon d'Or for the best player in the world on Monday, beating Norway's UEFA player of the year and treble winner Erling Haaland of Manchester City to the prestigious prize.
Inter Miami's Messi, who last won the award in 2021, played a pivotal role in guiding Argentina to their first World Cup title in 36 years when they beat defending champions France in the final last year.
The 36-year-old is now three Ballons d'Or clear of rival Cristiano Ronaldo, who won the last of his five trophies in 2017. Messi has now finished among the top three a record 14 times in total, finishing runner-up on five occasions.
"I couldn’t imagine having the career that I’ve had. Everything that I’ve achieved. The fortune I’ve had playing for the best team in the world, the best team in history. It’s nice to win these individual trophies. To win the Copa America and then the World Cup, to get it done is amazing," Messi said.
"All of them (Ballon d'Or awards) are special for different reasons," he added.
"I'm happy to get that recognition that I'm getting thanks to what we have achieved with the national team," Messi told Reuters.
"This (World Cup) title we had been aiming for for so many years makes it even more special."
Asked if he would carry on until the 2026 World Cup, Messi said: "I don't think about it. I'll enjoy (my career) day by day. There will first be the Copa America in the United States (in 2024). (The World Cup), I don't think about it."
Earlier, Messi's World Cup-winning team mate Emiliano Martinez won the Lev Yashin award for the world's best goalkeeper.
Spain's Women's World Cup winner and Barcelona midfielder Aitana Bonmati won the women's Ballon d'Or.
"It's an individual trophy but it can't exist without a team," she told reporters.
Messi, who won his first Ballon d'Or in 2009 and claimed four in a row until 2012, finished second to Haaland at the UEFA awards in August.
Haaland, 23, was one of the firm favourites for his first Ballon d'Or after scoring 52 goals in 53 matches in all competitions last season as City won the Champions League, Premier League and FA Cup.
But Argentina's magical run at the World Cup in Qatar, where Messi earned the Golden Ball for best overall player and Silver Boot (seven goals and three assists), helped him pip the Norwegian striker to the award.
The World Cup was the only major trophy missing from Messi's resume as Argentina made amends for losing the 2014 final to Germany while in March he became only the third player in history to score 100 international goals.
Messi also won the Ligue 1 title with Paris St Germain before moving to Inter Miami, where he helped the Major League Soccer side win the Leagues Cup -- their first major trophy.
Real Madrid and England midfielder Jude Bellingham won the Kopa Trophy for the best Under-21 player, while club team mate Vinicius Jr. was awarded the Socrates Award for his humanitarian work off the pitch

KUALA LUMPUR: The government has agreed that subsidies and price controls on chicken will be discontinued from Wednesday (Nov 1), said Agriculture and Food Security Minister Datuk Seri Mohamad Sabu.
He said, however, subsidies for grade A, B and C eggs would continue according to the existing mechanism.
"The termination of subsidies for chicken is in line with the approach of retargeting subsidies in phases implemented by the government," he told a press conference here today.
He said the government has allocated a total of RM3.8 billion in subsidies to cover the costs of chicken and eggs until February this year.
"The rationale for ending subsidies in bulk for chicken is to reduce leakages of subsidies, which are also enjoyed by foreigners and high-income groups," he said.
Also present at the press conference were Deputy Agriculture and Food Security Minister Chan Foong Hin, Treasury secretary-general Datuk Johan Mahmood Merican and Domestic Trade and Cost of Living Ministry secretary-general Datuk Mohd Sayuthi Bakar.
Mohamad explained that the termination of chicken subsidies also took into account the current supply and price trends, with farm prices and production costs beginning to stabilise, leading to the current market prices being below the ceiling price.
In this regard, he said the government would ensure the sale price of chicken, once floated, remains at a reasonable rate.
"The government is expanding access to chicken supplies through continuous Agro MADANI and Rahmah Sales programmes nationwide to provide options and assurance to the people to obtain chicken at reasonable prices and below the current ceiling price.
"Through an engagement session with industry players on Oct 22, 2023, the government secured commitments from the industry to ensure that farmgate prices of chicken will not increase significantly and burden consumers," he said.
Mohamad said the Domestic Trade and Cost of Living Ministry would implement monitoring and enforcement through the Price Control and Anti-Profiteering Act 2011 to ensure there are no excessive profit-taking activities and price manipulation by irresponsible parties at the retail level.
He said the government would continue to collaborate with all stakeholders to ensure the supply and prices of chicken at the farms remain stable and not burden the people and there are no profiteering activities along the supply chain.
"The government will continue to focus on strengthening the poultry farming industry through incentives to small- and medium-sized breeders and micro-credit schemes as working capital assistance for community breeders as well as the transformation programme of open chicken coops to closed chicken coops.
"These measures will provide an improvement in terms of supply access directly from community breeders to wholesalers in the market," he said.
Meanwhile, Johan said that by ending chicken subsidies, the government could save about RM100 million a month.
When tabling the Budget 2024 on Oct 13, Prime Minister Datuk Seri Anwar Ibrahim announced that the temporary price controls for eggs and chicken will be lifted, as current trends indicate that the supply of both food items is now stable.
He said the move is to enable the local market to function freely in ensuring a sufficient supply of chicken and eggs.
Anwar also said that the floating of chicken and egg prices ensures that only eligible citizens, not foreigners or super-rich groups, benefit from the subsidies provided.

Police in Tampa, Florida, have arrested a man suspected of killing two people in gun violence that sparked chaos on Sunday around a clutch of bars and clubs as people celebrated Halloween, authorities said.
Sixteen people were injured, all but one by gunshot, police said.
Tyrell Stephen Phillips, 22, was charged with second-degree murder in the shooting deaths of a 14-year-old boy and a 20-year-old man following a pre-dawn clash between two groups in the historic Tampa neighborhood of Ybor City, police said.
The altercation unfolded as hundreds of people filled the streets as night spots closed after an evening of Halloween-themed celebrations, then scrambled for cover at the sound of gunfire.
Videos on the social media platform X, formerly known as Twitter, showed pandemonium as people ran through the dark while at least a dozen shots rang out. In some of the footage, police officers were seen hurrying to help people in costumes bleeding on sidewalks.
Two people were killed and 16 were taken to hospital with injuries, 15 of them with gunshot wounds, police said in a statement.
Many of the injured, who ranged in age from 18 to 27, were treated and released, but five remained in hospital, police said.
Tampa Police Chief Lee Bercaw said witness tips to investigators played key role in helping police identify and arrest the suspected gunman. It was not clear if any other suspects were being sought.

- Sinar Harian

JERUSALEM: Elon Musk said on Saturday that SpaceX's Starlink will support communication links in Gaza with "internationally recognized aid organizations", prompting Israel's communication minister to say Israel would fight the move.
Musk said in a post on social media platform X that it was not clear who has authority for ground links in Gaza, but we do know that "no terminal has requested a connection in that area".
A telephone and internet blackout isolated people in the Gaza Strip from the world and from each other on Saturday, with calls to loved ones, ambulances or colleagues elsewhere all but impossible as Israel widened its air and ground assault.
International humanitarian organizations said the blackout, which began late on Friday, was worsening an already desperate situation by impeding life-saving operations and preventing contact with their staff on the ground.
SpaceX did not immediately respond to Reuters' request for comment on how it would ensure any Starlink connection was used by aid organizations and not by the Palestinian group Hamas, which runs the Gaza Strip.
Responding to Musk's post on X, Israel's communication minister Shlomo Karhi said Israel "will use all means at its disposal to fight this."
"HAMAS will use it for terrorist activities," Karhi wrote. "Perhaps Musk would be willing to condition it with the release of our abducted babies, sons, daughters, elderly people. All of them! By then, my office will cut any ties with starlink."
Following Russia's February 2022 invasion of Ukraine, Starlink satellites were reported to have been critical to maintaining internet connectivity in some areas despite attempted Russian jamming.
Since then, Musk has said he declined to extend coverage over Russian-occupied Crimea, refusing to allow his satellites to be used for Ukrainian attacks on Russian forces there.

Perhimpunan Agung Pertubuhan Bangsa-Bangsa Bersatu (UNGA) pada Jumaat menerima resolusi bertajuk "Protection of Civilians and Upholding Legal and Humanitarian Obligations" dengan 120 undi menyokong, 14 membantah manakala 45 berkecuali.

LEWISTON, Maine: The man suspected of killing 18 people and wounding 13 in a shooting rampage in Lewiston, Maine, was found dead of a self-inflicted gunshot wound on Friday, ending a 48-hour manhunt that followed the most lethal episode of gun violence in the state's history.
The body of Robert R. Card, 40, was discovered in the woods near the neighboring town of Lisbon Falls, near where police found his abandoned vehicle shortly after the shooting spree on Wednesday night.
"He is dead," Maine Governor Janet Mills told a news conference, thanking the hundreds of officers from various agencies involved in the search.
"Like many people, I am breathing a sign of relief tonight, knowing that Robert Card is no longer a threat to anyone ... Now is the time to heal," Mills said.
Card died of an apparently self-inflicted gunshot wound, said Mike Sauschuck, Maine's Department of Public Safety commissioner.
Officials said the U.S. Army reservist opened fire in a bowling alley and then a bar minutes later on Wednesday night.
The shootings and prolonged manhunt convulsed the normally bustling but serene community of Lewiston, a former textile hub and the second-most populous city in Maine.
The town lies on the banks of the Androscoggin River about 35 miles (56 km) north of the state's largest city, Portland, and nearly as far southwest of Maine's capital, Augusta.
Card, an Army Reserve sergeant from the nearby town of Bowdoin, has been described by authorities as a trained firearms instructor who served as a petroleum supply specialist when on duty at the military reserve base in Saco, Maine.
Law enforcement officials also said he had a history of mental illness and was committed to a psychiatric facility for two weeks during the summer of 2023, after which he was released.
Within hours of Wednesday night's bloodshed, police circulated surveillance camera photos from one of the crime scenes of a bearded man wearing a brown, hooded sweatshirt and jeans and carrying what appeared to be a semi-automatic rifle.
Meanwhile, hundreds of officers from an array of agencies ranging from local police and sheriff's deputies to the FBI and U.S. Coast Guard joined the search. Canadian authorities, including its border officers, were on alert.
The initial trail of clues led to Lisbon, about 7 miles (11 km) to the southeast of Lewiston, where Maine State Police found a white SUV they believed Card used to make his getaway and parked at a boat launch on the river. Public records showed he owned at least one vessel made by Sea-Doo, a company known for its jet ski-style personal watercraft.
As part of their search for Card, police trawled the waters of the Androscoggin River with divers and sonar on Friday, and sent teams of officers door-to-door in neighborhood canvasses seeking additional clues and possible eyewitnesses.
Earlier on Friday, Maine State Police lifted an order that had kept tens of thousands of people in their homes while the manhunt continued.

KUCHING: Sarawak-owned company Hornbill Skyways Sdn Bhd and Malaysia Aviation Group (MAG) have signed a memorandum of understanding (MoU) to accelerate the acquisition of shares in MASWings Sdn Bhd for the management of rural air services.
Sarawak Premier Tan Sri Abang Johari Tun Openg said the MoU will pave the way for more detailed discussions between the two parties to ensure the state gets a majority stake in MASWings.
"Right now, detailed discussions (will be held) between the Sarawak state government, the federal government and Khazanah Nasional Bhd, in particular. We want a majority stake and MAG may want a stake but the majority must be owned by Sarawak.
"In terms of the timeline, I will give them three months (to complete the acquisition process). If possible, we want to be fully operational and start flying next year," he said when met by reporters after the MoU signing ceremony here on Friday.
Hornbill Skyways which has operated aviation leasing services in Sarawak since 1977 has been mandated to take over the ownership of MASWings and operate rural aviation services in Sarawak and Sabah.
Abang Johari said the state government aims to make Kuching the main hub of the airline in addition to expanding the airline's route to regional destinations that involve about six to seven hours of travel such as Australia, Hong Kong, Singapore, Japan, South Korea and India.
However, MASWings will not be profit-oriented because the goal of its expansion is to serve the people, he added.
"That's our condition in the acquisition of MASWings. The model is different from other airlines, because we don't need to use a lot of aircraft, as long as they keep moving and flying, otherwise depreciation costs will happen," he added.

KUALA LUMPUR: Sultan of Johor, Sultan Ibrahim Almarhum Sultan Iskandar, has been elected as the 17th Yang di-Pertuan Agong with the Sultan of Perak, Sultan Nazrin Shah, being elected as the Deputy Yang di-Pertuan Agong, effective from Jan 31, 2024, the Keeper of the Rulers' Seal has announced.
The announcement was made in a statement issued by the Keeper of the Royal Seal Syed Danial Syed Ahmad on Friday (Oct 27) after the country’s nine sultans met at the Conference of Rulers to vote on who among them would be the next head of state, also known as Yang di-Pertuan Agong (YDPA), for the next five years.
“I hereby inform that the Conference of Rulers, during its 263rd (Special) Meeting, held at the National Palace on Friday, October 27, 2023, has agreed to declare that His Royal Highness Sultan Ibrahim, Sultan of Johor Darul Ta'zim, has been chosen as His Majesty the Yang di-Pertuan Agong XVII for a period of five years commencing from Jan 31, 2024," the statement said.

Sultan Ibrahim’s coronation ceremony is expected to be held at a later date.
The decision to select Sultan Ibrahim as the next king follows the established order of Malaysia’s unique rotational system in which the country’s nine royal households take it in turns to hold the position. The system was agreed to in 1957 when Malaya secured independence from British rule.
Sultan Ibrahim’s late father Sultan Iskandar Sultan Ismail was the last Johor ruler to be Yang di-Pertuan Agong between 1984-1989

BEIJING: China's former Premier Li Keqiang died of a heart attack on Friday, just 10 months after retiring from a decade in office during which his reformist star had dimmed. He was 68.
Once viewed as a top Communist Party leadership contender, Li was sidelined in recent years by President Xi Jinping, who tightened his grip on power and steered the world's second-largest economy in a more statist direction.
The elite economist supported of a more open market economy, advocating for supply-side reforms in an approach dubbed "Likonomics" - which was never fully implemented.
Ultimately, he had to bend to Xi's preference for more state control and his former power base waned in influence as Xi installed his own acolytes to powerful positions.
"Comrade Li Keqiang, while resting in Shanghai in recent days, experienced a sudden heart attack on Oct. 26 and after all-out efforts to revive him failed, died in Shanghai at ten minutes past midnight on Oct. 27," state broadcaster CCTV reported.
Chinese social media experienced an outpouring of grief and shock, with some government websites turning black-and-white in an official sign of mourning. The Weibo microblogging platform turned its "like" button into a "mourn" icon in the shape of a chrysanthemum flower.
Li was premier and head of China's cabinet under Xi for a decade until stepping down from all political positions in March.
Laying a wreath in August 2022 at a statue of Deng Xiaoping - the leader who brought transformational reform to China's economy - Li vowed: "Reform and opening up will not stop. The Yangtze and Yellow River will not reverse course."
Video clips of the speech, which went viral but were later censored from Chinese social media, were widely viewed as a coded criticism of Xi's policies.
Li sparked debate on poverty and income inequality in 2020, saying 600 million people in China earned less than the equivalent of $140 per month.
END OF AN ERA
Some Chinese intellectuals and members of the liberal elite expressed shock and dismay on a semi-private WeChat channel at the passing of a beacon of China's liberal economic reform, with some saying it signalled the end of an era.
"Li will probably be remembered as an advocate for the freer market and for the have-nots," said Wen-Ti Sung, a political scientist at Australian National University. "But most of all, he will be remembered for what could have been."
Alfred Wu, associate professor at the Lee Kuan Yew School of Public Policy in Singapore, said, "All these types of people no longer exist anymore in Chinese politics."
Li was less influential than his immediate predecessors as premier, Zhu Rongji and Wen Jiabao, Wu said. "He was sidelined but what more could he have done? It was very hard for him, with the constraints he faced under Xi."
Adam Ni, an independent China political analyst, described Li as "a premier who stood powerless as China took a sharp turn away from reform and opening".
Some social media users mentioned a song called "Sorry it wasn't you", a veiled reference to Xi. The song went viral around the death of former President Jiang Zemin in November last year before being censored.
"Xi will likely respect party tradition and lead public mourning for Li, as he has no reason to anger Li's colleagues and supporters in the party, whose waning political influence is further weakened by his death," said Neil Thomas, fellow for Chinese politics at the Asia Society Policy Institute's Center for China Analysis.
Li was born in Anhui province in eastern China, a poor farming area where his father was an official and where he was sent to toil in the fields during the Cultural Revolution.
While studying law at the prestigious Peking University, Li befriended ardent pro-democracy advocates, some of whom would become outright challengers to party control.
The confident English speaker was immersed in the intellectual and political ferment of the decade of reform under Deng. That period ended in the 1989 pro-democracy Tiananmen Square protests that the military crushed.
After graduation, he joined the Communist Party's Youth League, then a reformist-tinged ladder to higher office.
He rose in the Youth League while completing a master’s degree in law and then an economics doctorate under Professor Li Yining, a well-known advocate of market reforms.
His political experience as a provincial leader in Henan, a poor and restless rural belt of central China, was marred by accusation of cracking down after an AIDS scandal. He also served as party chief of Liaoning, a rustbelt province striving to attract investment and reinvent itself as a modern industrial heartland.
Li’s patron was Hu Jintao, a former president from a political faction loosely based around the Youth League. After Xi took over as party chief in 2012, he took steps to break up the Youth League faction.
Li is survived by his wife Cheng Hong, an English professor at the Capital University of Economics and Business, and their daughter.

ALOR SETAR: Polis Kedah telah membuka kertas siasatan terhadap remaja perempuan berusia 14 tahun yang memandu kereta tanpa lesen sehingga mengakibatkan kemalangan maut melibatkan seorang peniaga di Jalan Kuala Kedah, Ahad lalu.
Ketua Polis Kedah, Datuk Fisol Salleh berkata, siasatan dilakukan di bawah Seksyen 41(1) Akta Pengangkutan Jalan 1987 dan kini hanya menunggu keputusan timbalan pendakwa raya untuk pertuduhan di mahkamah.
Dalam kejadian kira-kira pukul 7.05 malam Ahad lalu, seorang wanita, Nur Shafiqah Abdullah, 32, maut setelah motosikal dinaiki bersama kakaknya, Nooraliza, 43, dirempuh kereta jenis Proton Satria dipercayai dipandu remaja terbabit.
