LIST: Duterte names possible Cabinet members


MANILA, Philippines – Presumptive president Rodrigo “Rody” Duterte on Monday revealed the names of the individuals he wants to be part of his administration.
Among the officials he mentioned is his running mate, Sen. Alan Peter Cayetano. He said he will ask Cayetano to choose between the Department of Foreign Affairs or the Justice Department or he may opt to stick to the Senate as he also respects that.
“You are my vice-president. Wala pa namang proclamation e,” Duterte said while asking Cayetano to join him in the press conference held at the Matina Enclave Clubhouse, Davao City.
Duterte also mentioned that he offered former vice presidential bet and former Securities and Exchange Commission Chair Perfecto Yasay to serve as the acting Foreign Affairs secretary for a year. He even asked Yasay to take a furlough in his teaching career at a university in Hawaii to serve for a year.
Under a Duterte presidency, the mayor said the Communist Party of the Philippines will be offered the Department of Agrarian Reform, Department of Environment and Natural Resources, Department of Labor and Employment or the Department Social Welfare and Development.
The presumptive president also named the top candidates for the Philippine National Police chief post, whom he asked to be “passionately against drugs.” These are Chief Superintendent Ronald Dela Rosa, Mimaropa police officer-in-charge Chief Superintendent Ramon Apolinario and  chief of staff of the PNP Anti-Kidnapping Group Senior Superintendent Rene Aspera.
In choosing government officials in his administration, Duterte said he will choose on his own. He said he does not want any senator or solon calling him up with their recommendations.
Duterte also said he does not want favors for promotion or recommendation. “I hate 'yang tawagan. Ayaw ko 'yan kasi in all probability, hindi ka qualified,” he said.
“Do not get any recommendations from anybody, I will decide on my own. After all, if anything goes wrong, it is the president who will answer or bear the burden,” Duterte said.
Duterte said all applicants in bureaus and government corporations must agree to have their names published.
“'Yung lahat except for secretary or undersecretary, I'll get it from the younger generations,” he concluded.
The presumptive president mentioned that he will talk to Gilbert "Gibo" Teodoro Jr. for a possible Cabinet position. "I'm still awaiting for somebody to handle defense. Gibo Teodoro is coming. I'll talk to him later," he said.

Philippine president-elect Rodrigo Duterte says 'shoot-to-kill' orders on criminals not rhetoric

Philippines' president-elect Rodrigo Duterte has vowed to follow through on security forces "shoot-to-kill" orders and the reintroduction of capital punishment in a devastating war on crime.

In his first press conference since winning the May 9 elections in a landslide, the tough-talking mayor of southern Davao city warned his campaign threats to kill were not rhetoric.
He said he would give security forces "shoot-to-kill" orders against organised criminals, or those who violently resisted arrest.
"If you resist, show violent resistance, my order to police [will be] to shoot-to-kill," Mr Duterte, 71, told a press conference in Davao.
"Shoot-to-kill for organised crime. You heard that? Shoot-to-kill for every organised crime."
He said military sharp-shooters would be enlisted in his campaign to kill criminals.
Mr Duterte said he wanted capital punishment — which was abolished in 2006 under then-president Gloria Arroyo — to be reintroduced for a wide range of crimes, particularly drugs, but also rape, murder and robbery.
"What I will do is urge Congress to restore [the] death penalty by hanging," he said.
Mr Duterte also vowed to introduce a 2:00am curfew on drinking in public places, and a ban on children from walking the streets alone late at night.
If children were picked up on the streets, Mr Duterte said, their parents would be arrested and thrown into jail for "abandonment".

'I will kill you', Duterte warns criminals

The centrepiece of Mr Duterte's stunningly successful election campaign strategy was a pledge to end crime within three to six months of being elected.
He complained on Sunday that people no longer feared the law, and he would change that.

"We have a society now where obedience to the law is really a choice, an option only," Mr Duterte said.
"Do not destroy my country because I will kill you. I will kill you. No middle-ground.
"As long as the requirements of the law are there, if you try to evade arrest, refuse arrest ... and you put up a good fight or resist violently, I will say: 'kill them'."
The president-elect made international headlines during the election campaign for branding Pope Francis a "son of a whore".
After scorching criticism in the mainly Catholic nation, Mr Duterte said he would visit the Vatican to make a personal apology, but on Sunday reneged on that pledge.
"No more. That's enough," Mr Duterte said when asked about the planned trip, pointing out he had already sent a letter of apology to the Pope.
He said the trip "could be an exercise in duplicity", as he complained that some Catholic leaders in the Philippines indicated he may not have been forgiven.

Call for friendly China ties

At the press conference, Mr Duterte said he wanted friendly relations with China and confirmed he was open to direct talks over a territorial row that has badly damaged bilateral ties.
He also announced that China's ambassador to Manila would be among the first three foreign envoys he planned to meet on Monday.
"I would rather be friendly with everybody," Mr Duterte told reporters when asked whether he wanted closer ties than seen under current President Benigno Aquino.
In 2012, China took control of Scarborough Shoal, a rich fishing area within the Philippines' economic exclusive zone of the South China Sea.
The Aquino administration refused to hold direct talks, but Mr Duterte repeated a campaign pledge to hold direct talks with China if other negotiations failed.
"If the ship of negotiation is in still waters and there's no wind to push the sail, I might just decide to talk bilaterally with China," he said.

PRESIDENT-elect Rodrigo Duterte reiterated Monday his promise to put up a separate department for overseas Filipino workers (OFWs).
In a televised news conference in Davao City, Duterte proposed to use the old Post Office building in Manila as the headquarters for his planned OFW department, which would become a one-stop shop for OFWs.
Since very few people now send letters via the snail-mail, Duterte said, he would convert the Post Office into “something very functional, very useful to the Filipinos.”
Duterte, known for streamlining government processes in Davao City, said he hated to see Filipinos lining up for long hours for public services.
Duterte also promised to crack down on illegal recruiters, saying he “will create a special unit, maybe [it will be called] Criminal Information Service.”
“Lahat ng illegal recruiters, hindi na kailangang may biktima pa. I will order the arrest of all recruiters operating without the proper permit,” he said.

“I would know when I see one. I can smell a rat a mile away. Huli na kayo… I will do what you do to others. ‘Yan ang warning ko,” Duterte added
