Kenyataan Akhbar KPK 15 April 2020 -Situasi Semasa Jangkitan Penyakit Coronavirus 2019 (COVID-19) di Malaysia
STATUS TERKINI KES DISAHKAN COVID-19 YANG TELAH PULIH
Kementerian Kesihatan Malaysia (KKM) ingin memaklumkan bahawa terdapat 169 kes yang telah pulih dan dibenarkan discaj pada hari ini. Ini menjadikan jumlah kumulatif kes yang telah pulih sepenuhnya dari COVID-19 dan telah discaj daripada wad adalah sebanyak 2,647 kes (52.2 peratus daripada jumlah keseluruhan kes). Bilangan kes yang didiscaj hari ini hampir dua kali ganda kes baru COVID-19.
STATUS TERKINI KES COVID-19 DI MALAYSIA.
Sehingga 15 April 2020 pukul 12:00 tengah hari, terdapat 85 kes baharu yang telah dilaporkan. Ini menjadikan jumlah kes positif COVID-19 di Malaysia adalah sebanyak 5,072 kes. Oleh itu, jumlah kes aktif dengan kebolehjangkitan COVID-19 adalah 2,342 kes. Mereka telah diasingkan dan diberi rawatan.
Sehingga kini, seramai 56 kes positif COVID-19 sedang dirawat di Unit Rawatan Rapi (ICU). Daripada jumlah tersebut, 32 kes memerlukan bantuan pernafasan.
Daripada maklumat terkini yang dilaporkan ke Crisis Preparedness and Response Centre (CPRC) Kebangsaan, dukacita dimaklumkan bahawa terdapat pertambahan satu (1) lagi kes kematian berkaitan COVID-19. Justeru, jumlah kumulatif kes kematian COVID-19 di Malaysia adalah sebanyak 83 kes (1.64 peratus daripada jumlah keseluruhan kes):
- Kes kematian ke-83 (kes ke-4988) merupakan lelaki warganegara Malaysia berumur 69 tahun dan mempunyai latar belakang penyakit kencing manis dan darah tinggi. Beliau telah dirawat di Pusat Perubatan Universiti Malaya pada 21 Mac 2020 dan disahkan meninggal dunia pada 15 April 2020 jam 6.41 pagi.
KKM mengucapkan takziah kepada ahli keluarga tersebut.
ANALISA RINGKAS SITUASI SELEPAS PELAKSANAAN PERINTAH KAWALAN PERGERAKAN FASA KE-2
Seperti yang diumumkan oleh YAB Perdana Menteri sebelum ini, Perintah Kawalan Pergerakan (PKP) fasa kedua yang bermula pada 1 April 2020 sehingga 14 April 2020 telah kini disambung pula kepada fasa ketiga. Setelah hampir sebulan pelaksanaan kedua-dua PKP fasa pertama dan kedua ini, kita dapat melihat tren jumlah kes baharu COVID-19 sedikit terkawal tanpa kenaikan yang mendadak. Manakala jumlah kes harian yang didiscaj dari wad meningkat saban hari. Ini menunjukkan kemajuan yang memberangsangkan hasil daripada pelaksanaan PKP, seperti yang dapat dilihat pada tren jumlah kes aktif harian.
Susulan PKP fasa pertama dan kedua, PKP fasa ketiga mula dikuatkuasakan pada hari ini, iaitu 15 April 2020 hingga 28 April 2020. Tujuannya adalah untuk meneruskan tindakan KKM sedia ada, serta menggiatkan lagi usaha mengurangkan kes positif COVID-19 di Malaysia dengan menggunakan pendekatan tertumpu (targeted approach).
Kepatuhan masyarakat terhadap arahan ini adalah amat penting pada ketika ini. Namun berdasarkan pemantauan yang telah dijalankan oleh pihak berwajib dan juga keadaan trafik jalan raya diperhatikan kebelakangan ini, didapati masyarakat semakin tidak akur terhadap arahan PKP ini.
Sehubungan itu, KKM menyambut baik keputusan pihak MKN agar tindakan yang lebih tegas diambil atas ketidakakuran segelintir masyarakat. Ini diharap dapat memberi impak yang positif dalam meratakan lengkung (flatten the curve) dan seterusnya memastikan fasiliti KKM dapat menampung bilangan pesakit COVID-19. KKM khuatir ketidakpatuhan kepada PKP boleh membatalkan usaha keras semua pihak yang telah diambil setakat ini. Terima kasih kepada semua pihak berwajib dalam membantu menguatkuasakan arahan PKP ini agar tahap keakuran dapat ditingkatkan.
Oleh itu, KKM menyeru kerjasama semua Rakyat Malaysia dalam memainkan peranan masing-masing dalam menangani penularan wabak ini dan memastikan rantaian jangkitan COVID-19 dapat diputuskan.
Usaha ini dapat dicapai dengan terus mengamalkan perkara berikut:
- Patuh kepada PKP.
- Tahap kebersihan diri yang tinggi pada setiap masa seperti kerap mencuci tangan dengan menggunakan air dan sabun.
- Jarak sosial selamat (social distancing) sekurang-kurangnya 1 meter dari orang lain.
KKM juga maklum bahawa terdapat segelintir masyarakat yang perlu hadir bertugas terutama bagi perkhidmatan perlu. Oleh itu, KKM ingin menasihati agar mereka:
- Mengelak berada di kawasan yang sesak (crowded space) dan kawasan yang tertutup (confined space) secara beramai-ramai misalnya di ruang makan di pejabat,
- Kekalkan jarak 1 meter ketika cakap bersemuka dengan orang lain (conversation).
- Memastikan ruang makan di pejabat kekal bersih, termasuk menggunakan disinfeksi bagi memastikan kawasan kerap disentuh adalah bebas daripada kuman.
PENGGUNAAN DISINFECTION BOX / CHAMBER / TUNNEL / BOOTH / PARTITION / GATE UNTUK MENGURANGKAN JANGKITAN COVID-19
KKM ingin memaklumkan bahawa beberapa permohonan telah diterima bagi tujuan pengesahan penggunaan Disinfection Box / Chamber / Tunnel /Booth / Partition / Gate untuk mengurangkan jangkitan COVID-19, di mana ianya telah dinilai oleh Cawangan Penilaian Teknologi Kesihatan, KKM. Ini memandangkan ianya dilaporkan telah digunakan sebagai peralatan nyahkuman di beberapa negara.
Penilaian telah dilakukan terhadap beberapa model peralatan tersebut daripada beberapa negara dan juga model-model yang sedia ada di Malaysia. Adalah didapati bahawa proses nyahkuman oleh peralatan yang dinilai melibatkan seseorang melalui peralatan tersebut untuk tempoh 20-30 saat di mana individu akan disembur menggunakan bahan kimia bagi tujuan nyahkuman. Kesemua model yang telah dikaji menggunakan bahan kimia berlainan.
Hasil daripada penilaian yang dilakukan mendapati bahawa tiada bukti untuk menunjukkan bahawa peralatan tersebut berkesan dalam mengurangkan jangkitan COVID-19. Jangka masa 20-30 saat tidak memadai untuk proses nyahkuman yang berkesan. Prosesnya juga tidak boleh membunuh kuman di dalam badan manusia. Tambahan pula bahan kimia yang digunakan boleh membawa kemudaratan kepada selaput badan (membrane mucosa) seperti di mata dan mulut.
Berdasarkan penilaian tersebut, KKM tidak menyarankan penggunaan Disinfection Box / Chamber / Tunnel /Booth / Partition / Gate sebagai langkah untuk mengurangkan jangkitan COVID-19 terhadap manusia.
KKM akan terus memantau perkembangan kejadian COVID-19 melalui segala maklumat yang diperolehi dan akan dimaklumkan kepada rakyat dari semasa ke semasa.

UPDATES ON THE CORONAVIRUS DISEASE 2019 (COVID-19)
SITUATION IN MALAYSIA
Current Status of Confirmed COVID-19 Cases Who Have Recovered
15 April 2020 – The Ministry of Health (MOH) would like to inform that 169 cases have fully recovered and discharged well today. Cumulatively, 2,647 confirmed COVID-19 cases have fully recovered and discharged well (52.2% of total cumulative cases). The number of cases discharged is almost double than the number of additional confirmed cases reported.
Current Situation of COVID-19 in Malaysia
15 April 2020, 12 pm – A total of 85 additional confirmed COVID-19 cases were reported to the National Crisis Preparedness and Response Centre (CPRC) MOH today. Cumulatively there are now 5,072 confirmed COVID-19 cases in Malaysia. After removing cases discharged well and deaths, there are currently 2,342 active and infective COVID-19 cases. They have been isolated and provided treatment.
Currently, 56 confirmed COVID-19 cases are receiving treatment in intensive care units (ICU), and of these, 32 cases are on ventilation support.
Regretfully, one (1) additional COVID-19 death was reported to the National CPRC MOH. Cumulatively, there are now 83 COVID-19 deaths in Malaysia (1.64% of total cumulative cases):
- Death #83: Case 4,988 is a 69 year-old Malaysian man with a history of diabetes and hypertension. He was admitted into University of Malaya Medical Centre on 21 March 2020 and was pronounced dead on 15 April 2020 at 6.41 am.
MOH conveys condolences to all family members.
Summary Analysis Following the Second Phase of the Movement Control Order
As announced by the Prime Minister, the second phase of the Movement Control Order (MCO) from 1 April 2020 to 14 April, 2020 has now been extended into the third phase. After nearly one month of the implementation of phase one and two of the MCO, the trend of new COVID-19 cases was relatively stable without any sudden increases. In addition, the number of daily cases recovered and discharged well from the wards has increased. These are encouraging outcomes of the implementation of the MCO, as also demonstrated by the trend of daily active cases.
Following the first and second phase of the MCO, phase three of the MCO is enforced starting today, 15 April 2020 until 28 April 2020. The main aim is to continue to support MOH’s existing measures and to intensify further efforts to reduce the number of COVID-19 positive cases in Malaysia by using a targeted approach.
The compliance of the community with the MCO is crucial at this stage. However, based on the monitoring by the authorities and of the road traffic situation recently, it appears that the public is less compliant towards the MCO.
In this regard, MOH welcomes the decision by the National Security Council that more severe action will be taken against the few members of the community not complying to the MCO. It is hoped that this will lead to a positive impact in flattening the epidemic curve and thus ensure that MOH healthcare facilities are able to manage all COVID-19 patients. MOH is concerned that non-compliance to the MCO can negate and undo all the hard work that has been done so far. MOH thanks all the related agencies for assisting in the enforcement of the MCO to ensure that the level of compliance can be further improved.
MOH, therefore, calls on the cooperation of all Malaysians to play their part as responsible citizens in ensuring that the COVID-19 infection transmission can be broken. This can be achieved by continuing to practice the following:
- Compliance with the MCO
- Consistently maintain a high standard of personal hygiene such as washing hands frequently with water and soap
- Practice social distancing of at least 1 metre away from others
MOH is also aware that a number of individuals are required to attend to work especially those in essential services. MOH, therefore, advises them to:
- Avoid being in crowded and confined spaces with many people, e.g. work pantry
- Maintain a distance of at least 1 metre when having face-to-face conversations
- Ensure any dining areas in the office remains clean, and use disinfectants for frequently touched common surfaces
Use of Disinfection Box, Chamber, Tunnel, Booth, Partition or Gate to Reduce COVID-19 Infection
MOH would like to inform that several endorsement applications have been received for the use of disinfection box/chamber/tunnel/booth/partition/gate to reduce COVID-19 infection, whereby their use have been evaluated by the Health Technology Assessment (HTA) Unit, MOH. This is because the use of such disinfection devices has been reported in several countries.
Evaluations have been conducted on several models of such devices in several countries, as well as existing devices in Malaysia. It was found that the disinfection processes of these devices were evaluated involving a person passing through the device for a period of 20 to 30 seconds, during which the person is sprayed with disinfectant solutions. All the devices evaluated used various disinfectant solutions.
The HTA evaluation showed that there is currently no evidence of the effectiveness of such devices in reducing COVID-19 infection. The duration of 20 to 30 seconds is inadequate for effective disinfection. The process also does not kill the viruses inside the human body. Besides, the disinfectant solutions may also cause damage to the skin and mucosal membranes of the human body (e.g. eyes and mouth).
Based on the HTA evaluation, MOH therefore does not recommend the use of disinfection box/chamber/tunnel/booth/partition/gate as a measure to reduce the risk of COVID-19 infection in humans.
MOH will continue to monitor the development of the COVID-19 situation based on all available information, and the public will be continuously updated on the latest information.
