SEREMBAN: A 52-year-old businessman whose dogs attacked and injured two people in Lenggeng has been slapped with a RM4,000 fine by a magistrate’s court here.
Lam Soon Seng, who pleaded guilty when he was charged on April 30, was accused of negligence after his two bulldogs escaped from his farm and attacked the duo.
His canines first attacked nasi lemak seller Hoosni Anuar Hamid 44, at 7am at Kg Masjid, Lenggeng, on April 23.



Lam’s dogs then attacked L/Kpl Mohd Nasir Sulaiman, from the Lenggeng station, at the same place 50 minutes later.
Lam was charged on two counts under Section 289 of the Penal Code for negligence with respect to animals under one’s possession, which carries a jail term of up to six months or a fine of up to RM2,000, or both.
Magistrate Mohamad Izwan Mohamed Noh fined him RM2,000 in default three months’ jail for each charge.
According to the facts of the case, the dogs first pounced on Rukimah Juwandi, 50, outside her employer’s home when she returned from buying nasi lemak from Hoosni’s stall.
Hoosni, who saw the attack, tried to scare the dogs away by honking, causing them to run away.
By then, Rukimah had suffered a torn scalp and broken arm.
The dogs then pounced on Hoosni when he returned to his stall, biting him in the mouth and arms.
L/Kpl Mohd Naser, who was passing by on a motorcycle, tried to stop the attack but was bitten on the ankle.
He rushed back to the station and came back with a shotgun, killing the dogs that were still lurking in the area.
Both Rukimah and Hoosni were warded at the Tuanku Ja’afar Hospital.
Lam had also pleaded guilty to a third charge of being negligent when he allowed the dogs to attack Rukimah. He will be sentenced on July 8 as the court has yet to receive the medical report.
Lam was represented by M. Siveram while Nabilah Mohammad Zanuddin prosecuted.
