Ministry of Communications introduces CEMI, financial rebate incentives to support concert organizing

PETALING JAYA: The Communications Ministry has announced a new initiative called Concert and Event in Malaysia Incentives (CEMI), an incentive in the form of financial rebates to support the organisation of large-scale concerts and events in Malaysia.

Communications Minister Datuk Fahmi Fadzil said RM10 million has been allocated per year and its implementation will take effect starting May 15.

"The programme is run by MyCreative Ventures (MyCV) with the support of the Ministry of Communications, which focuses on organising concerts and high-impact events, especially those involving a capacity of more than 15,000 spectators with the participation of local and international artists," he said.



He said this at the Eid Synergy Ceremony organised by the Malaysian Association of Arts, Live Events, Concerts and Festivals (ALIFE) here today.

Fahmi said there were several main conditions that organisers had to comply with to qualify for the incentive, including having experience in large-scale events with a capacity of 15,000 people within three years from the date of application.

Elaborating further, Fahmi said that for international artist funding, organisers need to spend a minimum of 20 per cent of the total Qualifying Malaysian Concert and Event Spend (QMCES) with the involvement of at least 30 per cent Malaysians to be eligible for 30 per cent of the actual QMCES expenditure or a maximum of RM1.5 million (whichever is lower).

"This includes an additional bonus of RM100,000 for projects that incorporate local artists and sell 60 percent or more tickets, 30 days before the project date.

"Only then will the rebate be fully disbursed after the project is completed and the final report is approved," he said.

As for funding for local artists, he said the rebate distribution is the same, but organisers need to spend 70 per cent of the total QMCES in Malaysia to be eligible for 30 per cent of the actual QMCES expenditure or a maximum of RM1 million (whichever is lower).

"We will also provide an additional bonus of RM100,000 for projects that achieve ticket sales of 60 percent or more, 30 days before the project date and also 20 percent of the total final ticket sales are international buyers," he said.

Also present were Deputy Communications Minister Teo Nie Ching, ALIFE Chairman Datuk Alan Foo and his deputy Brian Johnson Lowe.
