Kenyataan Akhbar KPK 18 Mei 2020 – Situasi Semasa Jangkitan Penyakit Coronavirus 2019 (COVID-19) di Malaysia

STATUS TERKINI KES DISAHKAN COVID-19 YANG TELAH PULIH

Kementerian Kesihatan Malaysia (KKM) ingin memaklumkan bahawa terdapat 44 kes yang telah pulih dan dibenarkan discaj pada hari ini. Ini menjadikan jumlah kumulatif kes yang telah pulih sepenuhnya dari COVID-19 dan telah discaj dari wad adalah sebanyak 5,615 kes (80.9 peratus daripada jumlah keseluruhan kes).

STATUS TERKINI KES COVID-19 DI MALAYSIA

Sehingga 18 Mei 2020 pukul 12:00 tengah hari, terdapat 47 kes, baharu yang telah dilaporkan. Oleh itu, jumlah kes positif COVID-19 di Malaysia adalah sebanyak 6,941 kes dan jumlah kes aktif dengan kebolehjangkitan COVID-19 adalah 1,213 kes. Ingin dimaklumkan daripada 47 kes baru yang dilaporkan, 21 kes adalah kes import yang mendapat jangkitan di luar negara, manakala 26 kes adalah penularan tempatan di mana 17 kes adalah bukan warganegara Malaysia.

Sehingga kini, terdapat 13 kes positif COVID-19 yang sedang dirawat di Unit Rawatan Rapi (ICU). Daripada jumlah tersebut, enam (6) kes memerlukan bantuan pernafasan.

Daripada maklumat terkini yang dilaporkan ke Crisis Preparedness and Response Centre (CPRC) Kebangsaan, dimaklumkan bahawa tiada kes kematian berkaitan COVID-19 setakat ini. Justeru, jumlah kumulatif kes kematian COVID-19 di Malaysia kekal sebanyak 113 kes (1.63 peratus daripada jumlah keseluruhan kes).

PATUHI ARAHAN KUARANTIN SEPERTI YANG DIARAHKAN

Sejak 27 April 2020 sehingga semalam, Kementerian Pengajian Tinggi (KPT) telah menghantar pulang seramai 49,019 pelajar ke pangkuan keluarga masing-masing.

Bagi perjalanan merentas negeri di Semenanjung Malaysia, kesemua pelajar adalah diwajibkan menjalani kuarantin di rumah untuk tempoh 14 hari apabila tiba di kediaman. Bagi pelajar yang ke Negeri Sabah dan Negeri Sarawak pula, mereka perlu menjalani persampelan COVID-19. Sekiranya keputusan adalah negatif, baki tempoh kuarantin perlu dijalankan di rumah masing-masing.

KKM menyeru semua pelajar untuk mengambil iktibar daripada kes beberapa pelajar sebuah Institusi Pengajian Tinggi (IPT) yang telah diwajibkan menjalani kuarantin di rumah, namun didapati tidak patuh kepada notis arahan di bawah Seksyen 14, Akta Pencegahan dan Pengawalan Penyakit Berjangkit,1988 (Akta 342). Mereka ini juga kemudiannya didapati positif COVID-19. Ini boleh memberi risiko jangkitan COVID-19 kepada orang yang berisiko tinggi seperti warga emas, kanak-kanak dan orang yang mempunyai sejarah penyakit kronik.

KAWALAN SEMPADAN NEGERI, DAERAH DAN KELUARGA DARIPADA RISIKO JANGKITAN COVID-19

Setelah dua (2) bulan pelaksanaan Perintah Kawalan Pergerakan (PKP) fasa pertama sehingga keempat dan disusuli Perintah Kawalan Pergerakan Bersyarat (PKPB) ini, kita dapat melihat tren jumlah kes aktif COVID-19 semakin menurun.

Pencapaian ini adalah hasil daripada kepatuhan orang ramai kepada Prosedur Operasi Standard (SOP) yang telah ditetapkan di bawah pelaksanaan PKP dan PKPB. Sememangnya, kepatuhan ini perlulah terus kekal terutamanya pada musim perayaan yang bakal menjelang tiba.

Daripada jumlah pergerakan merentas negeri setiap hari, didapati masih ramai (iaitu sebanyak 2,931 kenderaan yang cuba merentas negeri dalam masa tiga (3) hari) yang ingin pulang ke kampung untuk menyambut perayaan bersama keluarga. Ini sememangnya merisaukan, terutama jika dicampur pula dengan pelajar-pelajar IPT yang telah pulang ke keluarga masing-masing.

Ahli keluarga mereka yang mungkin terdiri daripada kumpulan berisiko misalnya warga emas, kanak-kanak serta golongan rendah imuniti disebabkan pelbagai penyakit kronik atau komorbiditi lain.

Sehingga 18 Mei 2020, daripada jumlah keseluruhan kes positif COVID-19 di Malaysia iaitu 6,941 kes, sebanyak 961 orang adalah warga emas yang berumur 60 tahun dan ke atas (iaitu 13.8 peratus). Manakala, kanak-kanak yang berumur 12 tahun dan ke bawah pula merangkumi 318 orang (iaitu 4.6 peratus). Jika dilihat dari segi faktor komorbiditi, setakat 17 Mei 2020 didapati 10.8 peratus (iaitu 744 kes) daripada keseluruhan kes positif COVID-19 menghidap penyakit kronik misalnya penyakit kencing manis, darah tinggi, penyakit buah pinggang, penyakit jantung dan lain-lain penyakit.

Kumpulan-kumpulan berisiko tinggi ini perlu dilindungi. Lindungi sempadan negara, negeri, daerah, rumah dan juga keluarga kita.

NASIHAT KESIHATAN BERKAITAN COVID-19

Justeru, KKM ingin mengingatkan orang ramai supaya mengambil tanggungjawab sosial (social responsibility) dalam memerangi wabak COVID-19 di Malaysia dengan kekal patuh kepada S.O.P iaitu:

  • S:Syarat-syarat seperti yang ditetapkan di bawah PKPB;
  • O:Orang yang berisiko tinggi seperti kanak-kanak, bayi, warga emas dan orang kurang upaya (OKU) perlu dilindungi, individu tidak sihat dan bergejala dikehendaki segera menjalani pemeriksaan kesihatan;
  • P:Penjarakan sosial (social distancing) diamalkan pada setiap masa iaitu sekurang-kurangnya 1 meter.

Orang ramai turut diingatkan supaya patuh kepada 3S/3C dan 3W seperti disarankan oleh KKM:

  • Elakkan 3S / 3C: iaitu elakkan kawasan yang sesak (Crowded place), elakkan kawasan yang sempit (Confined space) dan elak sembang atau bertutur dengan jarak yang dekat (Close conversation).
  • Amalkan 3W: iaitu kerap mencuci tangan dengan air dan sabun (Wash), sangat digalakkan memakai alat penutup hidung dan mulut (face mask) di tempat awam atau jika bergejala (Wear), dan (Warn) iaitu amaran dari KKM yang lebih berkonsep peringatan seperti:
    • Elak bersalaman / bersentuhan;
    • Amalkan etika batuk dan bersin;
    • Lakukan aktiviti disinfeksi;
    • Duduk di rumah dan hanya keluar sekiranya ada urusan penting sahaja;
    • Dapatkan rawatan segera jika bergejala.

KKM akan terus memantau perkembangan kejadian jangkitan di dalam negara, dan juga luar negara melalui maklumat yang diperolehi daripada pihak Pertubuhan Kesihatan Sedunia (WHO). Orang ramai akan sentiasa dimaklumkan sebarang perkembangan terkini mengenainya. Begitu juga, KKM akan memastikan langkah pencegahan dan kawalan yang sewajarnya adalah dilaksanakan secara berterusan.

UPDATES ON THE CORONAVIRUS DISEASE 2019 (COVID-19)

SITUATION IN MALAYSIA

Current Status of Confirmed COVID-19 Cases Who Have Recovered

18 May 2020 – The Ministry of Health (MOH) would like to inform that 44 cases have fully recovered and discharged well today. Cumulatively, 5,615 confirmed COVID-19 cases have fully recovered (80.9% of total cumulative cases).

Current Situation of COVID-19 in Malaysia

18 May 2020, 12 pm – A total of 47 additional confirmed COVID-19 cases were reported to the National Crisis Preparedness and Response Centre (CPRC) MOH today. Cumulatively there are now 6,941 confirmed COVID-19 cases in Malaysia. Therefore, there are currently 1,213 active and infective COVID-19 cases. Of the 47 additional cases reported today, 21 are imported cases who were infected overseas, while 26 cases are local transmission involving 17 non-Malaysians.

Currently, 13 confirmed COVID-19 cases are receiving treatment in intensive care units (ICU), and of these, six (6) cases are on ventilation support.

Fortunately, no additional COVID-19 death was reported to the National CPRC MOH today. Cumulatively, there remains 113 COVID-19 deaths in Malaysia (1.63% of total cumulative cases).

Compliance with Quarantine Orders as Instructed

From 27 April 2020 until yesterday, the Ministry of Higher Education (MOHE) has sent a total of 49,019 students back home to their families.

For inter-state travel within Peninsular Malaysia, all students are required to undergo self-quarantine at home for 14 days upon arrival. Students going to Sabah and Sarawak are required to undergo COVID-19 sampling. If the result is negative, the remaining quarantine period should be completed in their home.

MOH urges all students to take note of the case involving several students from an Institution of Higher Learning (IPT) who were required to undergo quarantine at home, but instead didn’t comply with the notice under Section 14 of the Prevention and Control of Infectious Diseases Act, 1988 (Act 342). They were subsequently found to be positive for COVID-19. This had unnecessarily exposed high-risk individuals such as older adults, children and individuals with a history of chronic diseases, to the risk of COVID-19 infection.

Protect the State and District Borders and Family Members Against the Risk of COVID-19 Infection

After two months of enforcement of the Movement Control Order (MCO), from phase one to phase four, followed by the Conditional Movement Control Order (CMCO), we can see a declining trend of the number of active COVID-19 cases.

This achievement is a result of the public’s compliance to the Standard Operating Procedures (SOPs) established under the MCO and CMCO enforcement. Consequently, this high level of compliance should be maintained, especially during the upcoming festive season.

From the number of inter-state movements daily, it can be seen that many individuals (2,931 vehicles attempting inter-state travel in the past three days) wishes to return to their hometowns to celebrate the festivities with their extended family members. This is a worrying trend, particularly taking into account that IPT students have also returned back to their families.

Their family members may comprise of at-risk individuals such as the older adults, children and individuals with low immunity due to chronic diseases or other co-morbidities.

As of 18 May 2020, out of the total number of confirmed COVID-19 cases in Malaysia of 6,941 cases, a total of 961 cases were aged 60 years and older (13.8%). On the other hand, children aged 12 years and under comprise of 318 cases (4.6%). From the co-morbidities point of view, as of 17 May 2020, 744 cases (10.8%) of all confirmed COVID-19 cases have a history of chronic diseases such as diabetes, hypertension, kidney disease, heart disease and other chronic diseases.

These high-risk groups need to be protected. Protect the borders of our country, state, district and home, and also protect our family members.

Health Advisory on COVID-19

Therefore, MOH reminds the public to take social responsibility in the fight against COVID-19 pandemic in Malaysia, by adhering to THiS:

  • TTerms and SOPs set under the CMCO
  • HiHigh-risk groups such as children, infants, older adults and the disabled must be protected, and if unwell with symptoms, to seek early treatment
  • SSafe social distancing is practiced at all times, of at least 1 metre away from others

The public is also advised to adhere to the 3Cs and 3Ws as recommended by MOH:

  • Avoid the 3CsCrowded places; Confined spaces; and Close conversations
  • Practice the 3WsWash hands frequently with water and soap; Wearing facemasks are strongly encouraged in public areas or if symptomatic; Warn self and others for the following, in line with MOH’s advisories:
    • Avoid shaking hands or touching others
    • Practice good coughing and sneezing etiquette
    • Disinfect frequently touched surfaces
    • Stay at home and go out only for important matters
    • Seek treatment if symptomatic

MOH will continue to monitor the development of the COVID-19 situation, both in the country as well as internationally, based on available information from the WHO. The public will be continuously updated on the latest information. In addition, MOH will ensure that appropriate preventive and control measures are continuously implemented.
