‘Steering lock lady’ changes plea, fined RM3,000

PETALING JAYA: A former accountant was fined RM3,000 in default three months' jail by the magistrate's court here for preventing a Subang Jaya Municipal Council (MPSJ) enforcement officer from doing his job.

Magistrate Salamiah Salleh sentenced Liew Yoke Peng, 43, Friday after she changed her plea to guilty on a charge of wilfully obstructing Nor Safuan Noordin, 31, from performing his duty at Jalan Puteri 1/4, Bandar Puteri, Puchong near here, at 1pm on Sept 6.

The charge under Section 186 of the Penal Code carries a maximum jail term of two years or a fine of up to RM10,000, or both, on conviction.

According to the facts of the case, Liew had parked her car illegally, prompting MPSJ to clamp the vehicle.

Incensed by the action, she took a steering wheel lock and brandished it at the enforcement personnel concerned, while berating him.

Deputy public prosecutor Abu Arsalnaa Zainal Abidin urged the court to impose a heavier sentence as the offence committed by the accused was serious and tantamount to disregarding the law.

"Therefore, the punishment should serve as a lesson to the accused and the public not to challenge the enforcement authorities in carrying out their duties," submitted the DPP.

Liew's lawyer, Lim Chi Chau, in mitigation asked for the sentence to be a fine only as she had repented while in prison and promised not to repeat the offence.

“Besides, the accused has a responsibility to take care of her husband, who is disabled and needs hospital treatment more than twice a week, and aged parents to support,” said Lim.

On Oct 30, Liew was sentenced to 12 days in prison for contempt of court for screaming at Magistrate Nurulhuda Zakariya.
