The 53-year-old farmer and gardener, who is believed to be rearing eight more dogs without a licence, was detained after he lodged a report on the incident on Wednesday night.
Nilai police chief Supt Abdullah Roning said investigations showed he was not at his farm during the incident on the same day.
“He has been remanded for two days and is expected to be charged,” Abdullah said.
Indonesian maid Ruhimah Juandi, 51, was attacked at her employer’s house after she returned from buying nasi lemak on Wednesday morning.
She was cleaning the porch when the two large dogs mauled her, biting off her scalp and part of her hair and fracturing her left arm. Her scalp was later found behind the house.
The second victim was nasi lemak seller Hoosni Anuar Hamid, 44, who was bitten on his mouth, arms and legs, near his stall when he tried to protect his wife and four-year-old son.
About half an hour earlier, Hoosni, who saw the maid being attacked, had tried to ram the dogs with his car.
He alerted the Lenggeng police station and stopped by a clinic to ask for an ambulance.
Moments later, L/Cpl Mohd Naser Sulaiman from the police station passed by on his motorcycle and tried to chase away the dogs with a stick.
Naser was bitten on his ankle, and after the dogs ran off, he went home and came back to the scene with his shotgun and killed the dogs.
Ruhimah, who was warded at Tuanku Jaafar Hospital, said a specialist from the Kuala Lumpur Hospital had examined her yesterday for reconstructive surgery on her head.
Naser received outpatient treatment.
